Falun Gong Practitioners Tortured in Mental Hospitals Throughout China

Overview

 

Since Falun Gong was banned July 20, 1999, an estimated 1,000 Falun Gong practitioners have been forcibly detained in mental hospitals. Chinese mental hospitals use various inhumane “treatments” on Falun Gong practitioners, including physical torture, relentless psychological abuse, and the illegal administration of sedatives and anti-psychotic drugs. The police usually place the practitioners into the hospitals by force, although sometimes trickery is used, and do not notify the family members of these incarcerations. The brutal torture that has taken place there has severely disabled many practitioners both physically and mentally.

 

Falun Gong practitioners have been sent to mental hospitals only because they did not give up practicing Falun Gong, or they went to the government to appeal against the persecution of Falun Gong, or they rejected to defame Falun Gong's founder, Li Hongzhi, as the authorities demanded. They were sent to mental hospitals by the local governments, police, detention centers, work units, or even families, under high pressure from the authorities. Although they were physically and mentally healthy, and all examinations indicated that they were normal, rational people, they were nevertheless treated as mental patients. They have been forcibly injected with drugs against their will. Some of them have been tortured by being electrocuted, force-fed, beaten, and starved.

 

Daniel B. Borenstein, President of the American Psychiatric Association, wrote a letter to the New York Times entitled “Jailed in China: Confront the Abuse” published March 27, 2001, in which he stated:

 

The WPA [World Psychiatric Association] Committee on the Use and Abuse of Psychiatry has moved too slowly in the face of serious accusations about psychiatric imprisonment of Falun Gong members, union and student leaders, and others who are diagnosed as “political maniacs” and subjected to shock therapy and psycho-tropic medications.

 

Below is only a partial list of the Falun Gong practitioners who were sent to mental hospitals:

 

Shandong Province

 

1.     Seven Falun Gong Practitioners Detained and Drugged at Daizhuang Hospital in Jining City, Shandong Province

 

Victims:

1.      Lu Dongmei, female, 33, an employee of the Luxing Real Estate Development Company, Jining city, Shandong province

2.      Qiao Xingxia, female, 40, a cutter at the Jining city Second Plastics Factory (now called Toy Factory), Jining city, Shandong province.

3.      Li Fengzhi, male, 25, an employee of the Jining Stomatological Hospital, Jining city, Shandong province

4.      Wang Jiming, male, about 41, a worker at the Jining city Hospital for Infectious Diseases, Jining city, Shandong province

5.      Shi Shuping, female, 49, a doctor at the Jining Chinese Traditional Medicine Hospital, Jining city, Shandong province

6.      Ping Yumei, female, an employee of the Toy Factory, Jining city, Shandong province

A Brief Report of the Incident:

 

On September 11, 1999, because she announced in writing that she would not give up her Falun Gong cultivation practice and refused to sign a “repentance” letter to renounce Falun Gong, police officers, accompanied by doctors and nurses, took Lu Dongmei to the Jining Psychiatric Hospital. One week later, without any psychiatric examination, the hospital staff, pressured by the police department, tried to give Ms. Lu unknown drugs in pill form. She refused to take them because she was a healthy person without any physical or mental illness. Then department Head Han Peng ordered five people to hold Ms. Lu down and injected her with drugs. The doctors gave her another injection two weeks later. She was kept at the hospital for over two months. Ms. Lu described how she felt after receiving the drugs. She felt agitation, which caused her to pace around her hospital room. She found it difficult to fall asleep. She also felt weak and experienced constant leg movements when she was trying to sleep. Her eyes could not focus on any object; she could not concentrate; and one minute of time felt like a day passing by. Later, her neck and arm muscles twisted to one side. She was unable to prevent this from happening.

 

Due to the efforts of her family and friends, Mrs. Lu was eventually released from the hospital. She was never given any written diagnosis or record of treatment.

 

Qiao Xingxia was detained for publicly practicing Falun Gong. After seventeen days of detention in the Jining Detention Center, the police and her work unit pressured her family to get her to renounce Falun Dafa. On December 17, 1999, she was taken to the Daizhuang Mental Hospital against her will. While filling out the registration forms, her family had to pay a 2,000 Yuan hospitalization fee and sign an agreement for hospitalization. On her third day in the hospital, the hospital tied her to a bed and started forcibly administering drugs. During the first ten days, they administered one tablet per day, and then two tablets per day. In the end, Mrs. Qiao was detained in the hospital for 22 days.

 

The hospital claimed that Mrs. Qiao Xingxia was mentally ill though she underwent no examination or test. The hospital never explained their diagnosis or the treatment plan they had for her. Though she refused to take drugs because she was not sick, she was restrained, beaten, and forcibly given drugs, the name of which was unknown to either her or her family. After she was given the drugs, her mouth puckered and was dry and hot; she could hardly control her tongue. She could not stand steadily, nor could she walk. In addition, she felt agitated and she had unbearable pain all over the body. Mrs. Qiao kept kicking her legs and she erratically scratched her body. Her whole body was weak and limp after she was given the drugs. Her memory faded; she had a headache, she became lethargic, and she felt anxious.

 

Li Fengzhi was detained in the Daizhuang Mental Hospital for over two months for practicing Falun Gong. He could not keep his tongue inside his mouth and was gasping for breath when leaving the hospital. Now he is detained at the Wangcun Detention Center, Jinan city, Shandong province.

 

Wang Jiming was a worker in the Jining city Hospital for Infectious Diseases. He was detained at the Daizhuang Mental Hospital for more than a month for not giving up practicing Falun Gong.

 

Shi Shuping was detained at the Daizhuang Mental Hospital for practicing Falun Gong, and later was detained in the Wangcun Detention Center, Jinan city, Shandong province.

 

Officers from the “610 Office” (a government agency specially set up to persecute Falun Gong and with the authority to override the legal system at every level) and the police station of Jining city sent Ms. Ping to the mental hospital, just because she practiced Falun Gong.

 

After the Chinese government banned Falun Gong, on July 20, 1999, Mr. Mao's work unit restricted him to the security department of his work unit because he practiced Falun Gong. He was also criticized by the authorities at public meetings, and detained for half of a month. In November 1999, his work unit escorted him to the mental hospital. There he was given electric shock treatments by the hospital staff. He was also forcibly injected with drugs, which impaired his central nervous system. Because of the injection, he couldn't move his body, kept slobbering and couldn't eat by himself. He was released from the hospital six months later at the strong request of his family. Then he was illegally sent to a detention center.

 

2.     Three Falun Gong Practitioners Forcibly Drugged at the Yantai Psychiatric Recovery Hospital (also called Laiyang Mental Hospital), Laiyang City

A Brief Report of the Incident:

 

On November 20, 1999, Practitioner Zhao Huimin, together with a couple (Tian Zhao and Qin Mingying), went to Beijing to appeal against the persecution of Falun Gong. After being arrested and escorted back, the water and the power services to Zhao's home were cut off. Later, against their wishes and the wishes of their family members, Zhao Huimin, Tian Zhao, and Qin Mingying were sent to the Yantai Psychiatric Recovery Hospital by the authorities of Laiyang city and Xizhibo Village. In the hospital, Doctor Li Tao and Doctor Wang forcibly injected them with drugs that could damage their central nervous systems. After receiving injections for eighteen days, the doctors also forced them to take pills. The injections and pills continued until they were released. Zhao Huimin started twitching and foaming at the mouth. The hospital staff ignored these symptoms, and the forced injections continued. The village committee notified the practitioners that they needed to pay for all of their own medical expenses. The officials of Xizhibo Village, Sun Guiqing, Zhang Zhaoyi, Liu Jianhui and Jiang Zhihui, all participated directly in the persecution of the Falun Gong practitioners. They personally sent the practitioners, who had gone to Beijing to appeal for the right to practice Falun Gong, to the Yantai Psychiatric Recovery Hospital.

 

3.     A Teacher who is a Falun Gong Practitioner Lost Consciousness after a Forced Injection at Yantai Psychiatric Recovery Hospital in Laiyang City, Shandong Province

A Brief Report of the Incident:

 

Before July 20, 1999, the authorities of Sun Minghao's work unit (the Children and Youth Palace in Yantai city), including Qu Fengjia, often pressured Mr. Sun to give up practicing Falun Gong. After July 20, they confiscated his books and illegally detained him for two and a half months, asking him to write a “renunciation” of the practice of Falun Gong.

 

On Feburary15, 2000, a group led by Qu Fengjia again came to pressure Mr. Sun for a “pledge” that he would not go to Beijing to appeal to the government to stop the persecution of Falun Gong. Mr. Sun refused. They then detained him and brainwashed him. To protest such unlawful and inhuman conduct, Mr. Sun started a hunger strike and demanded an unconditional release.

 

While Mr. Sun was on the hunger strike, his father requested many times to take Mr. Sun home, but each time he was refused. On February 19, 2000, the fifth day of Mr. Sun's hunger strike, Qu Fengjia asked Mr. Sun's parents to sign a paper to send him to a mental hospital. They threatened that if they did not sign, they would send him to a detention center. Qu Fengjia even called in two policemen from the Xinglong Street Police Station to increase the pressure on Mr. Sun's family. Under such intense pressure, Mr. Sun's father signed Mr. Sun into the mental hospital.

 

In the afternoon, Sun Minghao was dragged out of his room and taken to the Yantai Psychiatric Recovery Hospital by Qu Fengjia, along with the Vice Director of the Children and Youth Palace, Jiang Jiamin, a policeman from Xinglong Street Police Station, and a driver, Chi Hongguo. On the way, Jiang Jiamin said to Mr. Sun several times that they would send him home immediately if he would just write a “pledge” not to go to Beijing to appeal.

 

In the hospital, Mr. Sun was put in the 6th Ward. They did a series of examinations on Mr. Sun and the result showed he was normal. On the night of February 20, 2000, because Mr. Sun refused to take drugs, the nurse on duty called in several patients to hold him down and tie his hands and feet to the bed. The nurse then forced the tube into his nose, and poured the drugs into him. He felt nauseated and vomited. They did not untie him from the bed until the next day. From then on, the nurse on duty watched him take the drugs every time. They forced the injections into him and threatened that if he did not comply they would tie him to the bed again. To protest this illegal detention, Mr. Sun started a hunger strike. The next day, the hospital staff force-fed him. Several people held him down, so that he could not move. They violently inserted the tube into his nose many times. When they had to pull the tube out in order to re-insert it properly, Mr. Sun threw up food and blood. Then they gave him an intravenous injection. They covered his face with a pillow, pressing down very hard, so he could not breathe. Many people were holding his legs and arms down. Because he resisted the injection, the syringe caused many bloody scratches. He was unconscious for 24 hours after the injection.

 

Mr. Sun raised the issue, that he had no mental problem and should not be forced to take drugs, to Director Ding and Dr. Wang several times. He told them that it was unlawful for them to force him to take drugs. He requested to see his employer and to be released from the Hospital. They ignored his requests and asked him to give up Falun Gong; otherwise, they said, they would not release him.

 

As the doses increased again and again, Mr. Sun felt nauseated and vomited; he was also dizzy, distracted, fatigued, and felt an profound discomfort in his heart.

 

Mr. Sun said it was extremely depressing in the mental hospital and it was harder to endure these mental tortures than the physical abuse. There were over 40 patients in the 6th Ward. During the day, all the patients stayed in one big room. All of the windows had bars on them to prevent the patients from escaping. The entire room was dark and scary because boards covered all but one window. The patients could not go to the bathroom freely. The tableware was dirty and the food was poor.

 

His employer even notified the hospital that he was not allowed to see any visiting family members. Mr. Sun's parents begged his employer; finally they were allowed to see him once. On March 19, 2000, in response to Mr. Sun's father's strong request, Qu Fengjia sent Vice Director Liu Lumen and Vice Director Wang Yanning to the Hospital. At that time, Mr. Sun had been tied up on the bed for five days. Because of the hunger strike, drug abuse, and physical constraints, he had become weak and skinny. The two vice directors still demanded his written pledge that he would not go to Beijing to appeal. Otherwise, they would not release him. Mr. Sun's parents' strong requests finally resulted in his release. Upon release, he could not stand up straight. He staggered when he walked. The hospital did not issue any medical diagnosis statement or give him any follow up treatment. He was forced to pay for all of the medical costs in the hospital through deductions from his salary and lecture fees paid by his employer, Qu.

 

4.     Twelve Falun Gong Practitioners Detained and Tortured at the Yantai Psychiatric Recovery Hospital in Laiyang City, Shandong Province

A Brief Report of the Incident:

 

Ms. Sun Xiangshu was healthy and had no family history of mental problems. After July 1999, she was forced to quit her job because she practiced Falun Gong. Qu Fengjia, who was the person in charge of persecuting Falun Gong practitioners in the Children and Youth Palace in Yantai city, tried hard to get Ms. Sun to stop practicing Falun Gong. On February 15, 2000, in order to prevent her from going to Beijing to appeal to the central government against the persecution of Falun Gong, Qu, and others authorities illegally detained her. Ms. Sun went on a hunger strike to protest the illegal detention. Ms. Sun refused to write a statement promising not to appeal again. Therefore, on February 19, Liu Shuguan, the secretary of the Yantai Communist Youth League (Ms. Sun's direct superior at the Children and Youth Palace), directed Wang Yangning, the Vice Director of the Children and Youth Palace, a policeman named Wang Yong, and Ms. Sun's father (under pressure), to take Ms. Sun, against her will, to the Yantai Mental Hospital.

 

Ms. Sun Xiangshu was put into 2nd Ward of the mental hospital. Ms. Sun's routine body test results were normal. She refused any drugs and the chief nurse, together with a few other nurses, held her down on the bed, tried to feed her the drugs, but failed. While in the hospital, Wang Yanting, and Liu Lumin from her work unit, told her they would release her if she guaranteed not to appeal any more, but she still refused to do so. Mr. Jiang, a medical director of the hospital, said that they were under strong pressure from the city government. Whoever was sent there had to receive treatment until they stopped practicing Falun Gong. Because Ms. Sun refused their treatment, they gave her injections by force. Seven or eight people pulled her onto a bed. When another patient asked them not to do this, the chief nurse threatened to tie her up too. They tied Ms. Sun to the bed, gave her an injection, and fed her drugs. Ms. Sun felt very weak after their treatment, and her throat and mouth felt very dry. During the five days she was tied to the bed, she was injected with eight bottles of drugs.

 

Ms. Sun refused to have the additional checkups that Dr. Jiang requested, so they tied her up for another five days. The hospital refused to discharge Ms. Sun and the other Falun Gong practitioners, even though they made constant requests. Finally, the practitioners began a hunger strike. Dr. Jiang said if they agreed not to go to Beijing to appeal again, he could discharge them, but he would still need their employer's consent. He also threatened to use the electric bed to shock Ms. Sun. Because her parents made a number of strong requests, Ms. Sun was released seven days after she started her hunger strike.

 

Five Falun Gong practitioners from Laiyang, Li Li, Jiang Jiao, Zhang Yun, Li Ying, and Wang Shiling, were sent to the mental hospital by their local township government just because they practiced Falun Gong, and the local officials were very afraid that they would go to Beijing to appeal.

 

Three Falun Gong practitioners from Laiyang, Jiang Shuling, Teng Cuijie, and Jiang Shuping, were sent to the mental hospital by the local government and police because they went to Beijing to appeal against the persecution to Falun Gong. The police did not remove Ms. Jiang's handcuffs until they reached the ward.

 

Mr. Song Hui was sent to the mental hospital because he held a 14-day hunger strike to protest his illegal detention. In the hospital, several nursed dragged Song Hui to where he would receive an injection. After the injection, Song Hui's face became blue.

 

From February 28 to March 15, 2000, Ms. Sun Yuhua was detained in the 3rd Ward of Yantai Psychiatric Recovery Hospital for 16 days because she wrote a letter to the central leadership of the Communist Party to appeal for her husband, who was illegally fired from his job because of practicing Falun Gong. In the mental hospital, her arms and legs were shackled to the bed for two days and nights. She was forced to take drugs and injections that should have been used only on the mentally ill. She and other Falun Gong practitioners detained in the mental hospital vomited after being force-fed these drugs.

 

Ms. Ning Shuzhi was sent to the mental hospital only because she wanted to practice Falun Gong. The hospital staff also tried to forcibly give Ms. Ning an injection but failed.

 

5.     Chen Yujie became Weak after an Injection at Yantai Psychiatric Recovery Hospital

A Brief Report of the Incident:

 

Ms. Chen Yujie was arrested because she went to Beijing twice, in June and July 2000, to appeal to the government to stop persecuting Falun Gong. The local police sent her to the Yantai Psychiatric Recovery Hospital.

 

The hospital director, Li Tao, told Ms. Chen: “We specialize in treating Falun Gong practitioners.” Since July of 1999, many Falun Gong practitioners had been sent there. Six were present when Ms. Chen arrived.

 

When Chen was sent to a ward, she saw a female practitioner in her fifties tied to a bed. The woman said, “Nurse, I need to use the restroom.” The nurse ordered, “Do so on the bed!” It happened that this practitioner had refused to receive an injection, so they had restrained her in order to give it to her. Without untying her, the nurse ordered a mental patient to place an urination pot on her bed, loosened her pants, and let her urinate into the pot, while still tied up.

 

The second day in the mental institute, they started to give Ms. Chen injections. The process of treatment is ten days, and they increased the drug's dose by ten to twenty times more than normal. Under the influence of the drugs, the practitioners could do nothing but eat and sleep. Their eyes' could no longer focus, attention spans weakened, and their arms and legs became weak and numb. By putting them in such a condition, the doctors destroyed Falun Gong practitioners' ability to practice the exercises. Ms. Chen was held there for 45 days.

 

6.     Wang Xingying's Health Severely Damaged after Torture at Yantai Psychiatric Recovery Hospital in Shandong Province

Wang Xingying, female, an employee of the Shandong province Sanhuan Lock Manufactory Corp. She lives at 77-10, No. 4 Culture Street, Zifu District, Yantai city, Shandong province.

A Brief Description on the Incident:

 

Because Wang Xingying went to Beijing to appeal against the persecution of Falun Gong, and refused to renounce Falun Gong, the local police substation told her family that she would be sentenced to forced labor for three years. After detaining her for many days in the South Street Police Station of Laiyang city, on March 2, 2000, under a great deal of pressure from the authorities, her company, and her husband, sent her to the Yantai Psychiatric Recovery Hospital at Laiyang city. The hospital has many sections where dozens of Falun Gong practitioners from places like Zifu District and Laiyang city are detained. Ms. Wang was placed on the 2nd Ward. On the second day she was there, the staff tied her to the bed. They forced her to have a transfusion of one full bottle of an unknown drug and two needle injections every day. Ms. Wang received a total of twenty bottles of transfusions and forty needle injections. Everyday she had to take twelve pills, ten of which were sleeping pills. Two nurses would watch her take the pills. Once, the staff forcibly injected electric needles on the heads of all of the Falun Gong practitioners. If she practiced the exercises, she would be tied to her bed. She was beaten, more than once, after which she could not eat; her whole body felt fatigued; both legs bent crookedly and could not be put straight; her upper eyelids drooped so that her eyes only opened halfway; her jaw lost muscle strength so she could only close her mouth halfway; and she became constipated. The worst part was that she couldn't sleep because her feet jerked uncontrollably; standing was very hard, and her legs would always shake when she was sitting or lying down. On March 30, 2000, when her husband came to pick her up, the director would not release her, but seeing her tortured and badly emaciated body, her husband insisted on taking her home. Despite her condition, the director still required her husband to buy five bottles of sleeping pills to force her to take at home. Four days after she got home, her skin turned yellow, her eyes became yellow-greenish, and she vomited. The emergency examination at the hospital showed that all the drugs she had been forced to take had seriously poisoned her liver. Her G.P.T. (i.e., glutamic-pyruvic transaminase) increased by forty more than she had before being imprisoned in the mental hospital.

A Brief Report of the Incident:

 

Since July 1999, doctors at the Yantai Psychiatric Recovery Hospital in Laiyang city, Shandong province, have been treating and unethically administering drugs to dozens of Falun Gong practitioners. Ms. Xie Shuling was sent there in October 2000. The amount of the drugs administered to practitioners was five times more than the amount given to other patients. They used this method to destroy practitioners' nerve centers and cause serious harm to practitioners both physically and mentally. Some became too weak to walk, some were not able to sleep, some was not able to control the severe shaking in their bodies, etc. Doctor Wang in the hospital said: “We know you are not mentally ill, what we want is to stop you from appealing for the right to practice Falun Gong.” They also overcharged practitioners for their medical expenses.

 

Around March 10, 2000, practitioner Mr. Sun Yansheng was sent to this mental hospital because he practiced Falun Gong. Yansheng was a worker at the Zhaoyuan Gold Mine. His employer told his family that Yansheng had been sent to a seminar, but he was actually committed to the mental hospital. Gong Yuzhu, the Chief of the hospital, and Ding Yuanlin, director of the 6th Ward agreed to commit Mr. Sun Yansheng to the hospital, even though they were fully aware that he was not mentally ill.

 

Ms. Wang Weijie was sent to the mental hospital in March 2000. She was forcibly injected and force-fed a large amount of drugs every day, which made her very weak and lethargic.

 

There were seven female practitioners imprisoned in 2nd Ward, and five practitioners in 3rd Ward. Known practitioners were Ji Yan, Huo Xufen and Wang Jinglun.

A Brief Report of the Incident:

 

On December 8, 1999, Mr. Xu Jian and Mr. Wang Liqun took Dr. Zhou Enguang to the mental illness ward at Weifang Rehabilitation Hospital, because she refused to renounce Falun Gong. At the hospital there was no one representing or speaking on behalf of Dr. Zhou. They demanded that, in order to avoid hospitalization, she sign a letter stating that she would not go to the Appeals Office and that she would stop practicing Falun Gong. Because she refused, Liu Zhubin signed the admission papers without her consent.

 

There were no admission record and no recoded diagnosis. There was no notification to Dr. Zhou about the results of any diagnosis, any treatment plan, or any drugs to be used in any treatment. There were no records of hospital procedures taken, no records of drugs given, and no record of the reactions and symptoms that followed the administration of drugs. There was no record of when Dr. Zhou was restrained, of the type of equipment used, of how long she was restrained, or of actions taken by attending medical personnel.

 

Dr. Zhou's family appealed many times to higher officials, including the Director of the Health Bureau of Weicheng district in Weifang city, for her release, but without success. To protest the illegal detention in the mental hospital, her family helped her to escape. Because of this, her husband was illegally detained for two days on the orders of Wang Liqun, Xu Jian and Liu Zhubin. He was locked in a room less than ten square meters in size at the mental ward of the Weifang Rehabilitation Hospital. They threatened that if he did not surrender Dr. Zhou, they would fire him from his job. Dr. Zhou had been forced to stay there for over 81 days. She was also fined more than 6000 Yuan (about a year's salary for an average urban worker in China). To avoid further persecution, she left home and became homeless.

In October 1999, Ms. Ma Yanfang was detained on the way to Beijing to appeal to the government to stop the persecution of Falun Gong. She was detained in the detention center of Zhucheng Town for 30 days and fined 3,000 Yuan (The average salary of a city worker in China is 500 Yuan). She was then sent back to her factory to work under supervision.

 

In May 2000, Ms. Ma was detained in Beijing for appealing to the government to stop the persecution of Falun Gong. She was sent back to her factory to be detained. Because she went on a hunger strike to protest the illegal detention, the factory sent her to the Zhucheng Mental Hospital in Zhucheng Town.

 

Though she was healthy, she was treated like a mental patient in the mental hospital. Under direct orders from the government, the staff in the hospital injected her with drugs and forced her to take drugs orally. In September 2000, after two months of being forced to take drugs, Ms. Ma died in the hospital. Her parents were threatened by the factory not to inquire further about her death.

If they didn't cooperate, they would be shocked until they became unconscious and could then be drugged. A Brief Report of the Incident:

 

Some Falun Gong practitioners in Jiaozhou city of Shandong province went to Beijing to appeal the government to stop the persecution of Falun Gong. The local political and legal committee directed the police department to incarcerate them in the Jiaozhou city Mental Hospital in Jiaozhou city. (The name of the hospital has been changed to “Psychological Rehabilitation Center,” with only mental patients treated there.) The Falun Gong practitioners were tortured in the mental hospital. This torture included forced injections and drugs.

 

On September 12, 1999, after Ms. Tan Guihua went to Beijing to appeal to the government to stop the persecution of Falun Gong, some officers from her work unit and the Politics and Law Commission broke into her home and took her to the mental hospital. The hospital had already prepared a large dose of drugs to inject her with and planned to give Ms. Tan the shot as soon as she arrived. They held her down and gave her the injection. In only a few seconds, she began to feel faint and sick. Her heart started to beat so fast that it felt like it was about to explode. A female doctor asked her every day whether she would continue to practice Falun Gong. Because Ms. Tan always said yes, the nurse shocked Ms. Tan with electric needles. She was shocked a total of 7 times.

 

She was also force-fed drugs, and given injections, three times a day. The nurse decided to try a new injection whose effects would last for more than one month so that she did not need to give Ms. Tan daily injections. After that injection, her menstruation stopped, her eyeballs could not move and her actions and reaction time became very slow. A few days later, they added another drug to the injection. She started to shake violently all over and could not even hold a bowl. She was tortured like this for 20 days. When her family members picked her up, she was very muddleheaded and could not see things clearly. She lost her memory. Her whole body became swollen. Her eyes looked dull. Her reactions continued to be slow and it took long time for her to say a word.

 

In July 2000, Ms. Wei Huayu was detained in the mental hospital for four months because she went to Beijing to appeal to the government to stop the persecution of Falun Gong. In March 2001, she went to Beijing to appeal again. After she was escorted back from Beijing to Jiaozhou city, she was detained in the mental hospital. She is still there.

 

In February 2000, Ms. Qiu Yuaner was detained in the mental hospital for two months for going to Beijing to appeal to the government to stop the persecution of Falun Gong.

 

On February 14, 2000, Ms. Kuang Bencui went to Tiananmen Square to appeal to the government to stop the persecution of Falun Gong and was arrested and sent to the mental hospital of Jiaozhou city. For two months, Ms. Kuang was treated like a mental patient. She was forced to take drugs and have injections. Two men would grab her arms, while one pinched her nose. They then drove a chopstick between her teeth and force-fed her the drugs. Ms. Kuang was force-fed drugs three times a day with the dosage increasing from one tablet to six tablets at a time. She was detained in the mental hospital for two months and then released to her family members.

 

On April 25, 2000, Mr. Xu Yanzhong was sent to the Jiaozhou city Mental Hospital in Jiaozhou city for forced treatment. Because he refused to accept the treatment, several people tied him down and forced him to take drugs and have injections. Mr. Xu suffered unimaginable physical and mental mistreatment. After the injections, he suffered weakness all over his body, had difficulty opening his eyes, was nervous and agitated, and was unable to maintain his balance while standing.

 

On May 13, 2000, Mr. Liu Zhaohong went to Beijing to appeal to the government to stop the persecution of Falun Gong and was confined in the mental hospital after he was escorted back to Jiaozhou city.

After July 20, 1999, Zhou Caixia was forced to attend the anti-Falun Gong brainwashing class held in the Zhangjiatun District in Jiaozhou city because she refused to renounce Falun Gong. The police officers at the Jiaozhou city Police Station took turns interrogating her, seriously violating the rule that continuous questioning should not exceed 24 hours, and questioning during detention should not last more than 48 hours. The policemen tied her hands together and hung her by a rope for five straight days. While in police custody, she was not allowed to use the bathroom. Her pants were soaked with urine that dripped to the ground.

On May 13, 2000, Ms. Zhou went to Beijing to appeal to the government for her right to practice Falun Gong. She was arrested and detained in Room 16 of the No. 13 Detention Center in Beijing. On May 26, 2000, she was escorted back to the Jiaozhou city government and was interrogated continuously for three days. While in custody, Ms. Zhou went on a hunger strike. On the tenth day of the hunger strike, she was sent to Jiaozhou city Mental Hospital and was detained at the hospital for nearly six months. Government authorities ordered forced injections, forced drugs, and other treatment designed for treating mental patients. She escaped from the hospital to protest the inhumane treatment.

A Brief Report of the Incident:

 

In 2000, Mr. Su Gang was arrested three times by the security department of his workplace, and was detained for a total of 130 days because he practiced Falun Gong. Mr. Su went to Beijing to report the injustice of these actions against him to higher authorities. As a result, he was arrested and escorted back to his work unit, where he was detained for one month. On May 23, 2000, the authorities from Mr. Su's workplace put him in the Changle Mental Hospital without notifying his family members. He was detained there until May 31, 2000. On May 31, 2000, Mr. Su Gang's uncle, Mr. Su Lianxi, learned the news of Su Gang's detention in the hospital. Mr. Su Lianxi then started a hunger strike to protest his nephew's illegal detention.

 

At 6:00 p.m. on May 31, 2000, in spite of interference from Ge Yunwei, the head of the Qidu Public Security Department, the security members of Mr. Su's workplace sent him back to his father, Mr. Su Dean. After experiencing nine days of torture in the mental hospital, which included daily over-doses of injections that damaged his neural system, Mr. Su looked entirely different. He had a dull look in his eyes, and no expression on his pale face. He was reacted very slowly, and his limbs seemed stiff. Although he received good care from family members at home, Mr. Su Gang's condition continued to get worse. He was not able to recover from the severe mental and physical damage he suffered at the mental hospital. He died on the morning of June 10, 2000.

A Brief Report of the Incident:

 

On April 22, 2000, Ms. Zhang Cuihua was arrested on her way to Beijing to appeal to the government to stop the persecution of Falun Gong. She was then detained in the Xicheng Hotel in Jinan city. The next evening, four policemen came and interrogated her about the details of an experience-sharing conference she had organized, and about a campaign to collect signatures on a letter to the International Human Rights Conference to stop the persecution of Falun Gong. In order to get Ms. Zhang to talk, the policemen slapped her on the face, pulled her hair, twisted her handcuffed hand, burned her hip with the tip of a cigarette, and kicked her head.

 

On April 25, 2000, Ms. Zhang returned home. The government gave her family a choice. They had to choose between sending her to at least one year in a labor camp, and sending her to a mental hospital. Only after strong pressure from the government, her husband and Ms. Zhang's work unit sent her to the third section of the Third People's Hospital of Weifang city.

 

Three days later, Ms. Ma Yanxin, another Falun Gong practitioner was sent to the mental hospital because of going to Beijing to appeal to the government to stop the persecution of Falun Gong. After strong pressure from the government, Ms. Ma's family sent her to the hospital just three days after she was released from the detention center. Though the examination showed she was normal, the hospital kept her in order to make money from her stay.

 

Ms. Zhang and Ms. Ma protested their detention with a hunger strike. As a result, they were tied to a bed and force-fed by forcing a tube through the nose to the stomach. Ms. Ma was force-fed four times and Ms. Zhang received force-feedings three times. When the first force-feeding was over, the hospital still kept them tied up. Even when they wanted to go to the bathroom, the nurses refused to release them. They asked another patient to help them urinate with a spittoon, but because their arms and feet were tied to the bed, the urine went all over the bed. The nurses still did not release them, so they had to lie on the wet bed.

Ms. Ma was very healthy before she was sent to the hospital. She changed dramatically after she was forced to take at least twenty pills a day during her 18-day hospitalization. Ms. Ma could not coordinate her arms and feet and had a dry and hard tongue. It was hard for her to open her eyes, and she could not remember things.

 

The same thing happened to Ms. Zhang. Her hands and feet were shaking, her heart was beating fast, her tongue was dry and hard, and she could not coordinate her arms and feet. She felt dizzy and could not remember things. Because of the drugs' effect on Ms. Zhang's body, it was hard for her to sit or stand. She woke up many times during the night, had severe headaches and could not sleep. When she told the doctor about these symptoms, he just gave her more drugs. Ms. Zhang was detained at the mental hospital for thirty-six days.

In April 2000, Ms. Yan Haixia went to Beijing to appeal to the government to stop the persecution of Falun Gong. As a result, she was arrested and sentenced to 3 years of hard labor. When she was forbidden to practice Falun Gong at the labor camp, Yan went on a hunger strike for 4 days. She was then sent to the Shandong Provincial Mental Hospital where she was forced to take drugs and given injections that caused mental retardation and a seizure of her neck muscles. Both her mental and her physical health were severely damaged. She was tormented like this in the mental hospital for about one and a half months. She is now being held at the Jinan Female Prison.

 

In April 2000, Ms. Cheng Weihong went to Beijing to appeal to the government to stop the persecution of Falun Gong. As a result, she was arrested and forcibly detained at the Shandong Provincial Mental Hospital by the police from Heping Road Police Station in Lixia district. In the mental hospital, she was forced to take drugs and given injections that caused mental retardation and seizure of her neck muscles.

A Brief Report of the Incident:

 

In the period from late June 2000, to late August 2000, 11 Falun Gong practitioners from Shouguang city, Shandong province went to Beijing to appeal to the government to stop the persecution of Falun Gong. After they were arrested by the Beijing police and taken back by the County Government, they were forcibly sent to the Beiluo mental hospital and experienced inhuman torture there for 64 consecutive days.

 

They were detained with mental patients, and didn't see sunshine for 64 consecutive days. Every day, they endured extreme physical torture. Doctors and nurses tied them to their beds, and injected them with debilitating drugs three times per day. The practitioners were injected with one drug, Dongmianling (hibernation magician), which is supposed to be used only on patients with severe mental illness. They were also given a drug that can damage the central nervous system. After taking this drug, one goes into a drug induced stupor and cannot stand up. The practitioners were unconscious for a long period, and had symptoms of vomiting and nausea. Their faces were swollen and pale. They were badly beaten for refusing to be injected with drugs. To force-feed the drugs, the doctors even inserted pipes into their noses and pried open their mouths and teeth using chopsticks. As a form of punishment, they vigorously moved a chopstick back and forth inside their mouths. Many practitioners' mouths were full of blood. Their family members were not allowed to visit them, and they were isolated from the outside world. These normal people were treated as if they were mentally ill. The doctors even said: “This hospital is the No.2 detention center!”

 

After miserably torturing the practitioners for 64 days, Beiluo mental hospital extorted 3,000 RMB from each of them. The county extorted 21,000 RMB from practitioner Sang Xiulian. Li Jianmei was sent to a labor camp.

 

In July 2000, Ms. Liu Hairong, a graduate student at a university, went to Beijing with her mother to appeal to the government to stop persecuting Falun Gong. She was arrested by the police in Beijing and returned to the authorities from the city of Shouguang, Shandong province. She was detained by the police of Shouguang city and later confined in the Beiluo Mental Hospital where she suffered inhuman torture for 64 consecutive days. After the injections, she fell into a state of semi-consciousness and was unaware of her actions. She could not stand up. The drug dosage largely increased after officials from her hometown came to the mental hospital to “visit” her. The university expelled her.

On July 1, 2000, Mr. Wang Kelun was arrested by the police substation of the harbor for appealing to the government to stop the persecution of Falun Gong. He was detained there for 15 days and his work unit, the Yantai Harbor Administration Department, detained him for another week.

 

In August 2000, the police forced him into an emergency medical vehicle and transported him to the Qixia Mental Rehabilitation Center, where he was treated in every way s if he was mentally ill. In the hospital, six doctors and nurses held him down by force and gave him injections and force feedings of drugs, using threatening language to intimidate him. Wang lost his energy, has been in a trance and has been unable to sleep at night. His arms and legs have been cramped for over two months. At the same time, the hospital sealed off information. Mr. Wang Kelun has not been allowed to meet anyone from the outside, nor have telephone calls been allowed.

The above Falun Gong practitioners were incarcerated in the mental hospital at Zibo city, Shandong province, because they practiced Falun Gong. In the hospital, these practitioners were all given injections of debilitating drugs, forced to take drugs orally, and shocked with electric batons. So far there are twenty-three practitioners who have experienced inhumane treatment there. Moreover, the drugs they were injected with are all used for experiments on animals. Some practitioners were disabled by the time they left the hospital, including Zhuang Peixu and Zhao Hongwen. In addition, these victims were forced to pay all of the expenses of their incarceration. Sometimes the costs were as high as 4000-5000 Yuan (roughly 10 months' income for an average worker in China).

A Brief Report of the Incident:

 

Ms. Lu Yuntao is healthy and there is no history of mental illness in her family. On February 19, 2000, she was detained while appealing to the government in Beijing to stop the persecution of Falun Gong. She was then escorted back to her hometown of Zibo city. She was forced to attend a brainwashing Class at her work unit for one week, and then detained at the Police Substation in Linzi District for 15 days. Because of relentless pressure from the police (including Sun Zhenrong, Superintendent of the Xuegong Police Substation in Linzi district), on March 18, the police and Ms. Lu's family sent her to the Mental Hospital, where she completely lost her freedom. The hospital staff, under pressure from the government, forced Ms. Lu to take drugs. At the strong request of her relatives, and after requiring her father to guarantee that she would not go to Beijing to appeal again, the Xuegong Police Substation released Ms. Lu from the hospital, without ever having done a diagnosis.

 

After being released from the hospital, Ms. Lu was monitored by her parents. The police threatened that, if she went to appeal again in Beijing, the police would confiscate her parent's house, and arrest and sentence her. Policemen from the Xuegong Police Substation, and the Police Station of Lushan County, and officer Zhou from the Health Bureau monitored her at her parents' house to prevent her from going to Beijing. Ms. Lu's father was asked several times to see Wang, the Secretary of the District Political and Legal Committee. They forced her father to send her to the mental hospital again, saying that Ms. Lu would not practice Falun Gong if she were injected with a few drugs.

A Brief Report of the Incident:

 

On June 6, 2000, the local police arrested Ms. Zhang Yonghong when she was on her way to Beijing to appeal to the government to stop the persecution of Falun Gong. She was sent to the No. 6 People's Hospital of Pingdu city, a mental hospital. Without her consent, Zhang Yonghong was hospitalized for 60 days. In addition, she was given five types of drugs, three times a day, as well as an injection every night. When she refused to take the drugs, male doctors and nurses worked together to force her down. They pinched her nose and forced the drugs down her throat. Sometimes they would increase the dosage or give her electric shocks. After taking the drugs, she had reactions and symptoms such as slow cerebral response, partial memory loss, stiff eye movement, yellowish complexion, slowed movements, and constant tearing. There were no diagnostic documents, or any certification provided to her when she was discharged from the hospital. Nor did she receive any follow-up examinations.

 

On June 8, 2000, Ms. Li Li was sent to the mental hospital, the No. 6 People's Hospital of Pingdu city, just because she went to Beijing to appeal to the government to stop the persecution of Falun Gong. Her family was reluctant to let her go, but the Pingdu Local Police Department gave them only two choices: the mental hospital or a Labor Camp. In the mental hospital, Li Li was given drugs and injections without her consent, or any explanation or information about the drugs being used. Li Li was occasionally shocked with electric needles. When Li Li refused to take the drugs because there was no explanation of her illness or of the drug's side effects, several doctors and nurses came and held her down, grabbing her arms and legs. Some of them held her head and body down. Others picked her nose up and forcefully administered the drugs through her nose. Two people held her down on a bench and tied her arms to it. Her face was forced up. They pinched her nose and force-fed her one bowl of drugs after another. She almost choked to death from this. In addition, none of the results of the diagnosis pertained to her. As a reaction to the drugs, Li Li became overweight and weak, and was sleepy all day. She could not stop salivating, and she lost control of her arms and legs; she had a terrible headache and could not sleep because her eyes were open all night. Li Li was hospitalized for 123 days.

In March 2000, Ms. Jiang Jing was detained because she went to Beijing to appeal against the persecution of Falun Gong. She was detained in the basement of the Chengzi Xinyuan Hotel for over six months and suffered severe persecution. During this period of time, in order to protest against the violation of her human rights, Ms. Jiang went on a hunger strike three times for a total of twenty days, but no one paid any attention to her.

 

It was very dark and damp in the basement. She had neither bed nor blankets, and the police took her overcoat away as well. With only very thin clothes on, she was forced to squat (no sitting was allowed) on the icy-cold cement floor for twenty days. If she sat down for a while, the police would abuse and yell at her. She was only given a piece of pastry and a piece of preserved vegetable for a meal. She was not allowed to use water to clean herself. Confined in this dark basement, in the same room as the toilet.

 

In September, Jiang Jing escaped from the hotel basement, because she didn't want to endure the suffering any more. In October 2000, Jiang Jing was detained again and held at the police station for 24 hours, then put into the same hotel basement to suffer once again.

 

In November 2000, because of refusing to write a letter to renounce Falun Gong practice, Jiang Jing was sent to the Zhonghan Mental Hospital in Laoshan, without getting any consent from her family members.

 

Inside the mental hospital, the head of the hospital, Director Ding and some other medical staff members followed the town government's order and forcibly injected a drug into Jiang Jing. They also said, “The government sent you here so we cannot let you stay in comfort.”

 

A few minutes after the injection, Jiang Jing started to feel uneasy. Her heart began pounding faster and faster and she felt panic. Her vision became blurred and even went totally dark. Her mouth and tongue felt dry. When Jiang Jing asked the medical staff what kind of drug it was, they lied, saying that it was a sedative to help her sleep. (A medical expert revealed the truth: the government bans this drug. It was only used on rabbits in lab experiments. When used in high doses, it kills rabbits instantly.) During the next few days, Jiang Jing couldn't eat or drink and became too weak to walk, but nobody was concerned. Furthermore, regardless of her agony, they forcibly injected drugs into her body twice more. When giving the injections, one staff member said, “If you keep on practicing Falun Gong, we'll give you electric needles.” At the same time, the director of the town synthetic management office, Zhang Zhongkai, came to the mental hospital to press her to write a letter giving up Falun Gong, saying, “As soon as you finish the letter, we'll let you go right away”

 

This kind of physical and mental torture lasted for a month before Jiang Jing found a way to escape from the mental hospital. On that night, people from the mental hospital went to her home to search for her again and the town government also sent people to her home threatening and harassing her family. For a long period of time, Jiang Jing's health remained bad.

 

In July 2001, Jiang Jing was detained. She went on a hunger strike for half month and was force-fed many times. She escaped again.

 

In August 2001, Jiang Jing was detained again. On August 26, 2001, she was forced to jump from a fourth floor and was severely hurt with bones broken. Then she was tied to a wooden bed and beaten forcibly by Zhang Zhongkai, the director of the Chengyang Town Synthetic Management Office, from Chengyang Town. She was not sent to a hospital until September 14, 2001. The town government forced doctors in the hospital to give a fake diagnosis. Twenty-two days later, she was still handcuffed and force-fed once every five days.

 

25.            Shengli Oil Field of Shandong Province Sent Falun Gong Practitioners to Mental Hospital

Before October 2000, Mr. Zhang Zhi was once forcibly put into the mental hospital to be tortured for insisting on practicing Falun Gong. In the hospital he was forced to take drugs and was shocked with electric batons. On October 1, 2000 he was detained after he went to Beijing to appeal against the persecution to Falun Gong. Later, he was illegally sentenced to forced labor for distributing Falun Gong flyers, and then sent to the mental hospital again.

 

Mr. Jiang Haisong was detained for distributing Falun Gong flyers. He was put into a detention center for a month and then transferred into the Wangcun Detention Center. Shortly after that, he was sent to Shengli Oil Field No.8 Factory's Mental Hospital. He was forced to take drugs and receive injections at this mental hospital.

Ms. Hu Fanxia and Ms. Liu Jingfen were arrested and put into a brainwashing class for practicing Falun Gong. Ms. Hu Fanxia and four other practitioners in the class went on a hunger strike to protest the illegal detention. They were sent to the Psychiatry Section of the Yishui County People's Hospital for so-called electrotherapy. People could smell the stench of burnt flesh and skin when they received the “electrotherapy.” Some of them were shocked with electricity until they fainted on the spot.

 

In November 2000 after back to the brainwashing class, Ms. Hu Fanxia became extremely weak because of the torture. She was still beaten brutally for not giving up Falun Gong. One morning, Ruan Bo, Hao Guijin and some others from the brainwashing class made her lie flat on the ground, rolled up her trousers, sweater and underwear and together they cruelly used long bamboo strips from a broom to whip her for the whole day. They took turns. Hu Fanxia's legs and back were already black and blue, and she was unable to move on her own. In the rainy and cold evening they dragged her out of the room for a cruel beating again. When they became too tired to go on, they threw several buckets of cold water at her. At that time, other practitioners came up to assist her, but were stopped by Ruan Bo and Hao Guijin. Ms. Hu lay in the mud for a long time before the thugs let the other practitioners carry her into the room.

 

As the old wounds had not healed before Hu sustained new wounds, the flesh on her legs and back festered and in some places stuck to her clothes. Her muscles were so swollen that her trousers could not be taken off when she tried to change her clothes. She tried to use scissors to cut off the trousers but gave up as she found it too unbearably painful. Hao Guijin rushed to the room when he learned about this. He brutally tore her trousers off, along with the flesh. Ms. Hu Fanxia felt such sharp pain that she let out a heart-splitting and blood-curdling scream. After this, Ms. Hu could not move for over a week. She could not lie on her back and could only lie flat on the straw mat. Because of not giving up Falun Gong, Ruan Bo and Hao Guijin often kicked and stepped on her and peeled off the scabs of her wounds to torture her and force her to give up Falun Gong cultivation. The local residents near the brainwashing class frequently heard the practitioners' miserable screams.

A Brief Report of the Incident:

 

At 7:00a.m, on Nov. 4, 1999, several policemen from Chaoyang district police station of Beijing intruded into Falun Gong practitioner Mr. Niu Jingping's home and escorted him to the Huilongguan Hospital (a hospital for mental diseases) without legal arrest warrant, just because he practiced Falun Gong. Despite the fact that in the mental hospital many medical workers conducted a joint-examination on him for half a day and made the diagnosis that he was normal, the police nevertheless had him thrown into the special care ward for treatment where he was injected with drugs three times a day. He was detained in the mental hospital under such maliciously punitive misuse of drugs for 7 days. When the supervisor of his workplace came to pick him up, Mr. Niu asked the hospital to give him a certificate of the original diagnosis, which indicated no abnormality. The hospital refused and threatened him with the words: “No, in fact we will detain you again if you go to appeal to the government to restore the reputation of Falun Gong.” Instead, the Beijing Chaoyang District Police Station issued a certificate with a false diagnosis indicating that Mr. Niu has a mental disease.

A Brief Report of the Incident:

 

On Dec. 16, 1999, the Beijing Fangshan Chengguan Police Station arbitrarily sent more than 52 Falun Gong practitioners, whom the police had arrested merely because they practiced exercises of Falun Gong, to Zhoukoudian mental hospital, without any legal or medical procedures. According to authorities, practitioners were held in custody so that they could not protest during the return of Macao to China. And each of them had to pay 800 to 1000 Yuan (about two months wage for an ordinary worker in China) for “expenses.” The police officials made the decision when to release them from the mental hospital. Some of these practitioners underwent the agony of being forcibly injected with drugs, including powerful muscle relaxants, which wrecked their health and left them with permanent bodily damage

Her husband was afraid that once she was detained in a detention center, she would not have any chance of release, so he reluctantly proposed that the police officers detain her in Beijing Anding Hospital as a mentally diseased patient. A Brief Report of the Incident:

 

In February 2000, on Chinese New Year's Eve, Lieutenant Zhao Xinli was arrested at Tiananmen Square because he appealed against the official persecution of Falun Gong practitioners. Since he refused to renounce his practice of Falun Gong, he was then detained in the Mental Hospital, where he was tortured to disfiguration. Lieutenant Zhao was injected daily with drugs that harmed his nervous system, leaving him physically weak and muddled. The doctor also beat him up and verbally abused him. He was given excruciating shocks with an electric probe. The torture had made him become extremely weak, as a guard said: “Now he can not run away!”

 

Ms. Li Qiuxia and Ms. Wang Ning had also both been forced to give up their practice of Falun Gong many times. From August 2, 1999, the two were detained and sent to brainwashing class. They were not released until just before New Year's Day. On February 20, 2000, they were arrested again while merely practicing Falun Gong exercises in one of the open public parks in Beijing. They two were sent to Jiangxi province for detention.

 

On June 2, 2000, under high pressure from the authority, Ms. Li's working unit and her husband had her committed to the Mental Hospital. The doctor told her that she would be administered punitive drug treatment as long as she refused to formally denounce the practice of Falun Gong. From the start she refused to take the drugs, so the nursed tried to pry open her mouth, then inserted a nasal tube into her stomach. They even applied electrical torture. Once when Ms. Li was reciting a collection of poems by Mr. Li Hongzhi, the nurses asked her what she was doing. After her answer, they became quite angry. They bound her to a post and pricked two electrical needles to her temples. As the needles penetrated into the flesh sending her muscles into shock, it was excruciatingly painful. She was even forced to take drugs that affected her central nervous system. Nobody was allowed to visit her.

 

On May 30, 2000, Ms. Wang was expelled from her post, and had her Communist Party membership revoked when she merely traveled back to Beijing. She had also been sent to the Mental Hospital in Beijing.

 

Three other Falun Gong practitioners from the PLA (People's Liberation Army) were also incarcerated at the hospital during this period

BEIJING, June 28 (AFP) - A People's Liberation Army (PLA) lieutenant general who refused to renounce his beliefs in the outlawed Falungong spiritual movement is being forced to take drugs every day at a mental hospital, a human rights group said Wednesday.

Zhao Xinli is one of more than 400 sane Falungong adherents who have been thrown into psychiatric hospitals in the government's continuing crack down on the group, the Hong Kong-based Information Center for Human Rights and Democracy said.

Zhao, who worked in a military supplies and equipment unit of the PLA, was arrested last month after joining a New Year's Eve protest on Tiananmen Square.

He was placed in a PLA mental hospital in Beijing and injected daily with a drug which harmed his nervous system, leaving him physically weak and muddled, the center said.

An official in the PLA department where Zhao worked confirmed he had been put there because of his affiliation with the Buddhist- based group.

Before the official could answer more questions, his colleague grabbed the phone and said: “We don't have any information to provide.”

Five other PLA members and Falungong believers are also incarcerated at the hospital, the center quoted sources saying.

On Sunday, the rights group and a family member of another Falungong adherent reported the man died after being forced to take medication in an eastern Chinese mental hospital, becoming the 22nd known Falungong -related death due to maltreatment by police.

Su Gang, a computer engineer and college graduate, died on June 10 after receiving twice daily injections for seven days at the Changle Mental Hospital in Changle city, Shandong province, his father, Su Dean, had told by phone.

In the past year, practitioners and human rights groups have reported several cases of practitioners being locked in mental hospitals.

In the biggest case, more than 50 practitioners living in the countryside just outside Beijing were put in a hospital for about a month to keep them from protesting during the return of Macau to Chinese sovereignty on December 20.

The 400 practitioners placed in mental institutions nationwide include mid-ranking PLA officers, judges and police officers, the center said.

Frank Lu, director of the center, believes locking normal Falungong people into mental hospitals is a policy of the central government. The government has considered the movement the biggest threat to social and political stability since the 1989 Tiananmen Square student-led demonstrations.

On June 9, 1999, Captain Shan Jiming was detained by his workplace for printing Falun Gong flyers. He was sent to the No. 261 Hospital of the Liberation Army after 3 months of detention. After his release from the hospital, he was forced to retire. In winter of the year 2000, Captain Shan was arrested again for not giving up his practice of Falun Gong, and is still under arbitrary, groundless detention at the Beijing Security Bureau, Branch Four, undergoing all kind of tortures. Captain Shan's case is unusually serious; Luo Gan (head of 610 office, which is a special government agency which was set up to persecute anyone who practices Falun Gong with absolute power over each level of administration in the communist party and all other political and judiciary systems) has taken an interest in it. To this day, Captain Shan is being viciously tortured by his captors with all kinds of instruments.

In December 2000, Beijing police arrested Ms. Cao Jing while she was distributing Falun Gong flyers. Later, Ms. Cao was forcibly committed to Qinglongqiao Mental Hospital in Haidian District, Beijing.

 

Ms. Cao was brutally tortured and abused in the Qinglongqiao Mental Hospital.

She was forcibly injected on a daily basis with psychosis drugs at overdose amounts, causing extreme mental anguish and physical debilitation. After 49 days of brutal torture, Cao Jing's eyesight was almost completely lost. She could not control her bowels or her bladder. All four of her limbs were stiff and weak and her whole body became extremely exhausted.

A Brief Report of the Incident:

 

Ms. Qi Bingshu is the granddaughter of the famous Chinese painter, Mr. Qi Baishi. She is a well-known painter in her own right. On April 25 of 1999, Ms. Qi Bingshu went to Zhongnanhai (Chinese central government compound) to appeal to the government for the legitimacy of the practice of Falun Gong. After July 20, 1999, she was arrested because of this. Because Ms. Qi refused to renounce Falun Gong, her brother, under high pressure from the police authorities, allowed her to be committed to the Daliushu mental hospital. The local police sub-station and the doctors in Daliushu Mental Hospital forcibly escorted her to the Daliushu Mental Hospital. She has been detained there for over one year now. Though she was healthy when she entered, the doctors in the mental hospital have been torturing her with forced injections and drugs. They also stated that she couldn't be released until she gives up Falun Gong. Before Ms. Qi was detained, she looked as young as a lady of 40. Since she was illegally detained, Ms. Qi was tortured to such an extent that the hair on both sides of her head has all become white and her hands constantly shake, making it extremely difficult for her to paint any more.

Falun Gong Practitioners Ms. Jiang Zhaofang, Ms. Li Kangqing, Ms. Zhao Qiaomin and Ms. Lu Baona were sent to the No. 2 Mental Hospital of Xinxiang city, Henan province, because they went to Beijing twice to appeal to end the persecution against Falun Gong and they refused to write statements renouncing Falun Gong. A Brief Report of the Incident:

 

On December 28, 2000, Mr. He Zhaoxu went to Beijing to appeal to end the persecution of Falun Gong and was later arrested by the police from the Tractor Company for which he worked. He was detained for more than one month. In January 2001, he was transferred to the Luoyang Psychiatric Hospital because he would not give up Falun Gong. During his detention at the hospital, he was injected with unknown drugs. He was forced to take various unidentified medications. He suffered from many kinds of torture because he refused to sign the “Transformation Letter” (A letter renouncing Falun Gong).

 

Ms. Xiong Yuhua was illegally detained twice and was sent to a psychiatric hospital for appealing to the Beijing government to stop the persecution of Falun Gong. She was also sent to an Anti-Falun Gong Brainwashing Class twice. Since she continued to practice Falun Gong, in April 2001, she was arrested again. Her present whereabouts are unknown.

 

In March 2000, Ms. Zhang Xiang went to Yanshi city's Committee of Politics and Law to appeal against the illegal detention of Falun Gong practitioners who went to Beijing to appeal to the central government. She was arrested by Zhi Yuebin and Li Zhancai from Houshi town of Yanshi city and illegally detained for three days. Since she could not afford the bail of 2000 Yuan, she remained detained. Subsequently, the persecutors tortured her so severely that she became delirious. The persecutors then handcuffed her to a guardrail for several hours, before sending her to a detention center. Three days later, the officers of the town escorted her to Baimasi Psychiatric Hospital. The persecutors even ordered her to pay for all of her medical (3,800 Yuan) and transportation (100 Yuan) expenses.

In September 1999, Huang Jinchun went to Beijing to appeal to end the persecution against Falun Gong. Because he continued to practice Falun Gong in the mental hospital, the hospital staff injected him with sedatives everyday to make him sleepy. Lin Guoxiong graduated from the First Medical University of the Army in 1997 and was offered a job in the university network center due to his excellent achievements in his field. After his release from the mental hospital, he wrote a letter to the government for the repeal of the ban on Falun Gong. This irritated the University authority and he was detained for over two months again at the University.

 

Since May 2000, because he withdrew his “pledge” letter to give up Falun Gong that he had written under pressure, he was sent to the hospital for the second time. Because the doctors from Guangzhou Fangchun Mental Hospital issued a so-called Diagnosis Certificate claiming that he had “mental problems,” he has suffered severe abuse and mistreatment by the staff up to the present time.

A Brief Report of the Incident:

 

On December 23, 1999, Han Jizhen went to Beijing to appeal for the end of the persecution of Falun Gong. In Tiananmen Square she was arrested and beaten. Policemen escorted her back to Nanjing city and detained her in Nanjing Psychiatric Hospital (now called Nanjing Hospital for Brain Diseases). Initially, the hospital refused to commit her, but they succumbed to the pressure from the local government. The doctor told the family that Mrs. Han Jizheng had been committed involuntarily because she insisted on practicing Falun Gong, despite the fact that she has no mental illness. While in the hospital, she was forced to receive injections and pills, which left her feeling sick and extremely weak. When family members requested her release, they were told: “We have no choice. As long as the police have brought her here, we have to medicate her.” She was released for two days for Chinese New Year and was brought back to the mental hospital by the police because she still insisted on practicing Falun Gong.

On March 13, 2000, Ms. Li Qun wrote a letter to the State Officials of the Chinese Appeal Office about the fact that many Falun Gong practitioners were being sent to mental hospitals and tortured both mentally and physically there. However, as a result of her action, Li Qun was sent to the Nanjing Psychiatric Hospital in Nanjing city, Jiangsu province. While in the hospital, Ms Li Qun was force-fed an overdose of psychosis medicine daily. The medicine can make a normal person become mentally unstable.

 

After being released from the Nanjing Psychiatric Hospital, Ms. Li Qun was arrested by several policemen from her office and was detained in a police station for refusing to attend an Anti-Falun Gong Brainwashing Class.

In October 1999, Ding Jianhua, a police officer, was arrested and tortured by Beijing police when she went to Beijing to appeal to the government to stop the persecution of Falun Gong. She was able to escape while being transferred to Nanjing, and then was listed as a wanted person in China. When she was arrested again, she was committed to Nanjing Psychiatric Hospital for four months. While she was in the hospital, she was given large doses of drugs daily. Consequently, she could not sleep for the first several nights after she returned home.

 

Wu Shunzhen was detained in a detention center for approximately sixty days for going to Beijing to appeal to the government to stop the persecution of Falun Gong. Then she was transferred directly from the detention center to Nanjing Psychiatric Hospital. She was subsequently fired from her job. In September 2000, she was arrested again for distributing Falun Gong flyers. She was then escorted to Qinglongshan Psychiatric Hospital in Nanjing city.

 

Kuang Li was held in Nanjing Psychiatric Hospital for approximately 10 months.

She remains in custody at this time. She is mentally healthy but the hospital staff does not dare to release her as they cannot get permission from the police department.

 

Ms. Shen Lijuan was arrested and kept in Nanjing Psychiatric Hospital for four months because she went to Beijing to appeal against the persecution of Falun Gong and because she refused to write a letter renouncing Falun Gong. After being released from the hospital, she was forced to attend an Anti-Falun Gong Brainwashing Class held by her employer, Nanjing Chenguang Factory in Nanjing city, Jiangsu province.

 

On October 1, 2000, Mr. Li Xueqin went to Beijing to appeal against the persecution of Falun Gong. He was arrested and sent to an Anti-Falun Gong Brainwashing Class. Since he would not change his mind, he was detained in Qilongshan Psychiatric Hospital for more than two months.

Long Cuihua, her husband Zhou Yuelin, and her son Zhou Qiang are all being persecuted because of their faith in Falun Gong. Zhou Qiang is a good student in Wuhan Topography and Cartography University. Since he refused to denounce Falun Gong, he was expelled from the University. When Ms. Long and Zhou Qiang went to Beijing to appeal for their right to practice Falun Gong, they were arrested and detained in Xinzhen Detention Center in Kunshan city until May 18, 2000.

 

On the evening of June 28, 2000, all three members of Ms. Long's family were tricked by the police and sent to a detention center with their hands cuffed behind their backs. While in custody, they were interrogated many times and suffered all kinds of personal attacks, vicious abuse, insults, and beatings.

 

One month later, on July 28, 2000, when Ms. Long's husband was released, Ms. Long and her son, Zhou Qiang, were sent to Chengbei Mental Hospital in Kunshan city. They were treated as psychiatric patients and forced to take unnecessary medicine for over ten days.

A Brief Report of the Incident:

 

Falun Gong practitioner Mr. Yan Jiehua became a main target of the local authorities after they began to persecute Falun Gong in July 1999. Xu Chengwen, the deputy chief of the Yandu County Police Department, personally led the police squad to interrogate and beat him on numerous occasions using a variety of inhumane methods.

 

Since February 2001, the police have tortured practitioners who have stepped forward on behalf of Falun Gong. Being inspired by ancient methods of torture, the police handcuffed Yan's hands to two iron gates, and then they pushed the gates open, causing him tremendous pain. They then forced Yan, who was on the verge of death, to place his thumbprint next to a falsified statement claiming that he was an “organizer of trips to Beijing to make appeals against the ban of Falun Gong.”

 

Mr. Yan was then held at the local detention center for one month, and at the Yungang Mental Hospital for another forty-five days, where he endured even more inhumane torture. In the end, he was sentenced to one and a half years in the labor camps.

 

Five practitioners, Guo Naitong, Zhu Yong, Wang Guiru, Chen Jian, and Wang Aihua, were sent to the Longgang Mental Hospital, where they were tortured with a variety of inhumane methods. The staff there used electric needles to electrocute practitioners and forced them to take medication that damaged their central nervous system. As a result, a number of practitioners still show symptoms of slow reaction time, memory loss, and exceeding nervousness.

 

On October 1, Practitioner Cai Qiaofeng was arrested on his way to Beijing to appeal against the ban of Falun Gong. On October 9, he was escorted to the city detention center, and was moved to the Longguang Mental Hospital one month later. He has still not been released.

 

8.     Zhang Wannian Died of Torture at Yungang Mental Hospital and Detention Center in Jiangsu Province

A Brief Description of Incident:

 

In February 2001, Mr. Zhang Wannian went to Beijing to appeal to the government to stop the persecution of Falun Gong. He was arrested and detained at the Yandu County Food Bureau Hotel. He was mentally abused and forced to denounce Falun Gong. The guards took turns watching him and forced him to remain standing at all times. His determination in practicing Falun Gong remained unchanged, and he endured this inhumane treatment for thirteen days. He was forced to pay 7500 Yuan (About one year's salary for the average worker in China) for the “case fee” and was then moved to the Nanyang Detention Center.

 

After one month at Nanyang Detention Center, Mr. Zhang was sent to the Yungang Mental Hospital, where he was abused and tortured for another forty-five days. He was then sentenced to one year forced labor. Around mid-September 2001, Mr. Zhang began a hunger strike in protest of his mistreatment and illegal detention, and he became debilitated within one week. The prison guards were afraid of being blamed for his death, so they carried him to his home. Mr. Zhang passed away one day later.

Zhang Wuying and her husband were forced to give up their teaching positions in Changzhou city Normal Institute of Technology because they appealed to the authorities to stop the persecution of Falun Gong. Moreover, the police authorities from Cuizhu Police Station often detained Ms. Zhang, who was pregnant at that time, and forced her to stand throughout the entire night.

 

At the beginning of April 2000, Ms. Zhang and her husband went to Beijing to appeal to the higher authorities to restore the reputation of Falun Gong. At that time, Ms. Zhang was over four months pregnant. Twenty or more plainclothes policemen beat her in front of the State Appeals Office. Afterwards, Ms. Zhang and her husband were escorted back to their school, and the school officials sent them to the People's Liberation Army No. 102 Mental Hospital and detained them there with truly ill mental patients. While in her fifth month of pregnancy, the nurses in the hospital tied Ms. Zhang to a bed, injected her with unknown substances, and force-fed her other drugs.

 

In August 2000, Ms. Zhang was hospitalized for three days after she gave birth to her son. Each day, her work unit assigned two colleagues in the hospital to watch her. After she checked out of the hospital, the school attendants at the main entrance would not allow any people outside the school to come in to visit her (Note: in China, schools provide housing for teachers).

 

In October 2000, Zhang and her husband went to Shandong province, their home province. Pei, the deputy chief of the Cuizhu Police Station, led Xu Jiexin, director at their school, and six other policemen at the Changzhou Train Station to grab Ms. Zhang's baby out of her arms and to return the couple to their school. In order to prevent them from going to Beijing to appeal to the central government, both the municipal police department and the school, for surveillance purposes, assigned one person to monitor them.

 

Around the Chinese New Year in 2001 (late January), Ms. Zhang and her husband took their baby to Shandong province for a vacation. The municipal police department of Changzhou city ordered the local police in Shandong province to frequently visit and harass them during their daily routine. On February 28, Ms. Zhang and her husband returned to Changzhou city. Eight policemen in two police vehicles from the local police station at the Cijiao Train Station intercepted them. They were forced into the police vehicle. Both the baby's and Ms. Zhang's clothes were torn by the police. Because of the frightening experiences, the baby began having diarrhea and crying throughout the nights.

 

In May of 2001, police from Changzhou city kidnapped Ms. Zhang's husband and sentenced him to two years forced labor without any legal procedure. The school's security guard, Li Honggen, kept Ms. Zhang and her child under 24-hours-a-day surveillance, even when she went to buy food. The school followed orders from higher government officials to persecute Ms. Zhang. They would not allow people outside the school to help them, and interrogated whoever had any communication and interactions with them. The police also threatened Ms. Zhang, saying that once her baby turns one-year-old, they will send her to a labor camp.

A Brief Report of the Incident:

 

On December 12 of 1999, Ms. He Xianggu and Ms. Zhang Xiaomei, went to Beijing to appeal to the government against the persecution of Falun Gong. For invoking their constitutional right to appeal, they were detained for 15 days at a detention center at Changsha city, Hunan province. While in the detention center, doctors Gao Zhisheng, Mei Xiusen and He Boling from the Hunan Psychiatric Hospital in Changsha city conducted what they claim was a 'consultation diagnosis' for Ms. Zhang and Ms. He. Both Zhang and He were labeled as having 'mental problems induced by superstition of wizardry' and therefore they were to be hospitalized in the Psychiatric Hospital of Hunan province.

 

On January 1, 2000, Ms. He and Ms. Zhang were physically retrained and brought to the Hunan Psychiatric Hospital in Changsha city, Hunan province, by Wu Shifan and other officials from their workplace at the Health Care Hospital of Women and Children in Changsha city, Hunan province. While in the psychiatric hospital, they were forced to take an overdose of drugs intended only for people with psychoses. The drugs caused them to have multiple psychological and physical disorders. They were also compulsorily injected with fluoro-hydroxypiperidine, a drug that is a long-term retardant to the nervous system and is only used to treat very serious schizophrenia. To deceive the relatives, friends and others, the hospital officials and doctors claimed that the drugs used on Ms. He and Ms. Zhang were phenobarbital and harmless to brain and body. Overcoming this psychological torture Ms. He and Ms. Zhang were able to go on a hunger strike to protest this treatment. Guo, the associate Director of the Hunan Psychiatric Hospital said: “If they don't eat, let's tie them up and apply intravenous drips. In June of 2000, Zhang Xiaomei was dismissed from her job at the Health Care Hospital of Women and Children in Changsha city, Hunan province.

 

On August 18 of 2000, officials at the Health Care Hospital of Women and Children opened He Xianggu's locker and found some Falun Gong books there. On the next day, August 19 of 2000, Ms. He was tied up and taken to the Hunan Psychiatric Hospital for the second time. No visitors were allowed to see her at the hospital. This time she was tortured with even more harsh treatments. They injected her with a double dose of fluoro-hydroxypiperidine in addition to administrating a daily overdose of drugs intended only for use on psychotic patients.

 

The effects of fluoro-hydroxypiperidine injection are dramatic. Within half an hour of the injection, the patient would feel severe chest pain like having a heart attack. As the drug worked its way through the system, the patient's whole body would start to tremble, making it hard to stand up, or sit or lie down. The movement of arms and legs are impaired, they are too weak to move. The eyesight becomes blurred and the muscles around the mouth lose control and one would drool. The desire to communicate disappears because it would take a great deal of effort to open the mouth. This drug could make a person emotionally aggravated, crying with no reason, and it has severe side effects on the brain itself.

 

By November 2000, as described by an eyewitness, Ms. He Xianggu didn't look like a normal human any more, but a seriously mentally retarded figure. She stood with a dull look in her eyes, with no expression on her face. Her back was hunched, her hands placed in front of her abdomen. She did not respond when being spoken to, and she could barely utter a sentence even if someone took a lot of time to ask her the question.

On August 29, 1999, Mr. Liu Jianli tried to contact the local authorities to clarify a case defaming Falun Gong, but nobody would listen to him. Without any other channels to make his voice known, he went to Beijing to appeal, as is his right under the Chinese constitution. He was arrested there for engaging in such an appeal.

 

To prevent practitioners from going to Beijing to appeal, the communist regime has ordered the local officials to control the practitioners in their workplaces. If a practitioner does go to Beijing to appeal, the officials of the practitioner's workplace will be criticized and punished by the higher authorities. To avoid the punishment, the communist officials of Mr. Liu's workplace falsely reported that Mr. Liu was mentally ill (although Mr. Liu was very healthy), and threw him into the Tangshan city Mental Hospital in Tangshan city, Hebei province. Mr. Liu was forcibly medicated and injected with gradually increasing dosages. In the end, Mr. Liu could hardly walk after being so abused in the hospital.

She was force-fed and the feeding tube was left in her body for such a long time that it caused her throat to fester. She was injected with drugs that destroyed her nervous system. A Brief Report of the Incident:

 

In June and July 2000, the No. 1 Labor Camp of Hebei province secretly sent practitioners Qiu Liying, Duan Jingjing, He Jing, and Zhao Shuying to the Tangshan city Mental Hospital because they insisted on practicing Falun Gong, refused to write repentance statements, and went on a hunger strike in the labor camp to resist their persecution.

 

The four of them were locked up with 40 patients who had severe psychiatric problems and were completely isolated from the outside world. The practitioners' charts were marked “Obsessive Psychosis,” though a series of mental examinations conducted upon admission showed they were normal people. Their family members were not informed that they had been sent to the mental hospital.

 

All of them had severe drug reactions, some of which were life-threatening. They had explained to the director several times that they were normal people and refused to take the drugs. But the male director told them this could be stopped only after they gave up Falun Gong. The head nurse reported to Zhang, the director of the Labor Camp Management Office, that they had a strong allergic reaction to the drugs. Zhang instructed to continue with the drugs.

 

When the practitioners went on hunger strikes in the hospital, the head nurse left feeding tubes in their stomachs for a week. The rubber tubes became enlarged inside their stomachs and esophaguses. Their throats swelled and were nearly blocked by phlegm. Another time, the head nurse brought some new tubes coated with a white powder. Without any disinfection process, she put the tubes down the practitioners' noses.

 

The hospital often utilized drugs and electric shocks. One practitioner's hands and feet began to tremble and she became very nervous and fearful after the shock. The hospital staff also tried to hide the crushed drugs in milk, but didn't succeed.

 

The hospital administered anti-psychotic drugs to Ms. Qiu, at a time when she had been on a hunger strike for three months and had a diastolic blood pressure of only 30.The next day, Ms. Qiu's face was swollen and breathing was difficult for her. However, the director of her ward floor and Dr. Bao insisted on giving her drugs and several electro-shock treatments.

 

After Ms. Duan was medicated, her tongue hung outside her mouth for as long as 12 hours, without her being able to draw it back into her mouth. She had heart palpitations. Her face, mouth, and tongue turned purple. She also had an explosive headache that made her roll back and forth on the bed and strike the wall. She later described those moments as “more unbearable than death.” Ms. Duan has a narrow nasal passage and could not sleep with the pain.

 

Ms. He was tied down on bed so the hospital staff could force fluids into her. The male director instructed the head nurse to double the doses because Ms. He refused to take the drug. Ms. He could not get up the next day. Her face was gray, she was confused, she slept day and night, and she was unaware of her incontinence.

 

 The hospital staff used new rubber tubes to force-feed the practitioners without any disinfection process. The new rubber tubing stung their nasal passages and made He Jing burst into tears and produce excessive nasal mucus. She developed a headache and palpitations because of this.

 

Ms. Zhao's hands and legs were tied to a bed, and several people held her down and stuck needles into her on her first day in the hospital. Her blood was all over the sheets and the floor. Her family members were not informed that Ms. Zhao was sent to the mental hospital.

 

In June 2000, one more practitioner was sent to this mental hospital by her work unit because she practiced Falun Gong. She was drugged and injected with drugs that made her delirious. She was given electric shocks for refusing to take the drugs, which made her nervous and lose consciousness many times. She cried loudly after waking up and begged her husband to take her home. The hospital refused to release her. Her work unit told her that she could be treated as a normal person and be discharged only after she gave up Falun Gong, otherwise she would be considered to have Obsessive Psychosis and would have to stay hospitalized and subjected to drugs, injections, and electric shocks.

Because Ms. Bai Yuzhi insisted on practicing Falun Gong and went to Beijing many times to appeal to the government against the ban of Falun Gong, she was repeatedly detained by the police and her home was ransacked by the police several times. On October 1st, 1999, she was sentenced to three years at the labor camps. She was first held at the Shijizhuang Female Labor Camp, Tangshan Kaipin Labor Station, and then moved to a labor station in the city of Baoding. While in the labor camps, she held a hunger strike for more than 3 months, asking for the right to perform the Falun Gong exercises. During this time, her weight dropped from more than 110 pounds to less than 80 pounds. The prison officials tried to force-feed her by using a feeding tube everyday. It caused severe damage to her esophagus and stomach lining. She could no longer walk steadily on her own, and the feeding tube was often covered with blood when it was taken out. Afterwards she often vomited large amounts of blood and even secretions from her pancreas. In spite of this, the authorities decided to punish her even further by sending her to the Ankang Drug Rehabilitation Center in the city of Tangshan. She was forcefully injected with illegal drugs, which made her feel as if there were bugs crawling all over her body. While giving her a physical examination, the hospital discovered that she had no blood pressure, and when they tried to run an EKG, the machine kept making all kinds of strange noises and stopped working. They came to the realization that she would likely bleed to death if they tried to force-feed her one more time. Not wanting to be held responsible for her death, they told her family to take her back home.

Ankang Psychiatric Hospital at Tangshan city, Hebei province has been abusing and torturing many Falun Gong practitioners for the past two years. They have been inhumanly treating them in many ways. Followings are several cases of Falun Gong practitioners who had been forcibly injected with drugs that are meant for use only for people with drug addictions or mentally ill patients. Those practitioners were also physically tortured by the doctors in this hospital.

 

In January of 2001, Liang Zhiqin was tortured with an electric baton by a guard named Wang Xuelu in Kaiping Labor Camp. To protest against the illegal detention, she went on a hunger strike with several dozen practitioners. Then she was sent to the mental hospital. There she was twice forcibly administered drugs that are used only for people with drug addiction and mental illness while her hands and legs were tied to a bed. Immediately after the injection, she experienced extreme pains in her heart and had heart failure. She struggled painfully while being tied to the bed. She felt weak in her limbs for several days and could not even do simple daily chores. Since she was injected with the drug, she had lost her consciousness twice due to heart failure. When he heard this reaction, the director of a department in the hospital said: “If you do the hunger strike again, I will inject you with another type of drug that will make you suffer even more”. Liang Zhiqin was also been tortured in other ways in Ankang Psychiatric Hospital. She was hung in the hallway in such a way that only her tiptoes could barely touch the floor just because she explained what Falun Gong is to others. When she was hung up by only one hand for long time, she lost consciousness. Her pupils became dilated and she lost control of her bladder.

 

Ni Yingqin was handcuffed in the hallway for several hours because doctors in Ankang Psychiatric Hospital suspected her of doing Falun Gong excises. She was slapped on her face several times by one doctor and threatened by another doctor. Then they injected her with a drug. After the injection, she twitched violently and was in agony. Then she felt drowsy and sleepy and could not walk steadily for several days after this incident.

 

Dong Shugui and Zhao Huixia were sent to Ankang Psychiatric Hospital after several days hunger strike at Tangshan city No.1 Detention Center. There they heard a doctor said: “Give both of them a shot first”. Immediately after being injected with a drug they became restless and anxious. Their limbs twitched and became numb. They felt very weak and could not walk more than a few steps a time. Their minds became hazy and they had trouble going to sleep. Dong Shugui was also handcuffed for several hours on the fourteenth day of her hunger strike for doing Falun Gong exercises.

 

Several other practitioners, Ma Jinhua, Shao Liyan, and Zhang Shujuan were also injected with this drug. They were also tortured by being tied on beds for several days. They have been tortured both physically and mentally by the doctors in the Ankang Psychiatric Hospital.

 

Li Linong was illegally sent to Ankang Hospital as a mental patient by her work employer for not giving up Falun Gong. She was detained in the hospital for two months and was abused both mentally and physically there. Everyday the hospital forced her to take drugs that were supposedly used only for people with mental disorders or drug addictions. She was also tied up in a bed for three days. After taking or being injected with the drugs, Li Linong oftentimes felt hazy in her mind, dull, and nervous, could not walk without the help of others, and could not speak clearly.

In October 1999, because of practicing Falun Gong, Ms. Han Junmiao was arrested and detained in the local police station. Then she was sent to Baoding Mental Hospital by policemen Zhao Shuhui and Dong Aihua. In the year 2000, after she was released from the mental hospital, she was again arrested at home by policemen Dong Aihua and Wang Jianjun for practicing Falun Gong. After she had been detained for three months in the police station, she was sent to Baoding detention center, then transferred to Gaoyang detention center.

 

In Gaoyang detention center, at a midnight interrogation on November 30, 2000, because of not giving up Falun Gong, the police tortured her with shocks from electric batons and an electric generator on her palms, the bottoms of her feet, back, and many other sensitive places on her body. The police used rubber clubs and leather belts with metal buttons to beat her so brutally that she started vomiting blood.

 

From the midnight of December 6, she was tortured and beaten severely for three days and three nights until she vomited blood and fainted. She was sent to the hospital until she was eventually out of danger. She has experienced such midnight tortures six times, and each time the brutality increased. To protest against the fascist methods of the labor camp, she stood for more than 80 hours without any food or sleep. To punish her, the Labor Camp officials injected her with large amounts of drugs.

At the end of July 1999, Ms. Guo Fengxia went to Shijiazhuang city to appeal to the local government against the ban of Falun Gong. In an attempt to stop her practice of Falun Gong, the government (including Wang Fan, Wang Suying, Li Jinfu, and Yu Xiuqin and other members from the government) pressured her family who gave in and reluctantly sent her to the No. 6 Hospital of Baoding city. She had been detained there for four days. There she was forcibly injected twice a day while the physical examinations showed that she was normal.

 

On September 10, 1999, she was detained in the Town police station because she didn't curse Falun Gong creator Master Li Hongzhi as they required. She was detained there for twenty-three days. She was released after she and other seventy Falun Gong practitioners went on hunger strike against the illegal detention. Again under high pressure from the Town government, her family sent her to the No. 2 Hospital of Hebei province. In the mental illness department of the hospital, all examinations showed she was normal, but she was still tied to a bed and drugs and injections were administered against her will twice a day. She also underwent electric shocks. After the “treatment”, she felt weak all over her body; she was very anxious and couldn't fall asleep; she couldn't stand on her feet. Neither could she sit or lay down. She couldn't help walking around. Once she started walking, she couldn't stop. Her vision became blurred; her tongue became short and stiff; and she drooled all the time; she had a difficult time speaking or eating.

Mr. Yang Baochun was beaten up many times in the Handan Labor Camp of Handan city by the policemen simply because he refused to give up practicing Falun Gong. One day in 2000, when it was snowing heavily, he lost consciousness because of the severe beatings. He was pulled outside and left on the frozen ground for the entire night. In the morning his condition was so poor that he was sent to the hospital for emergency treatment. The doctors diagnosed necrosis in his legs from frostbite; they had no choice but to amputate. He was sent home after the amputation. For fear that he would go to appeal, his work unit committed him to the Handan city Mental Hospital. He has been detained there ever since. His current situation is unknown.

In August 1996, Ms. Shi Pei became the contact person for the Falun Gong practice site in Fuyang city. In May of 1998, several plainclothes policemen took Ms. Shi away from her home and demanded the names of all the Falun Gong practitioners. She was not released until after midnight.

 

After the government banned the Falun Gong group officially in July 1999, Ms. Shi and her husband were forced to report to the local police station about their “thoughts” every month. In May 2000, the Police Department of Fuyang city forcefully “committed” Ms. Shi to the Seventh Hospital of Hangzhou city. This hospital is a psychiatric hospital for mental patients, although Ms. Shi was healthy mentally and physically. In the hospital, the “ward” should really be called a jail cell. There was only a “bed” made of pieces of wood, covered with straw. There were no the basic necessities for living and sanitation. The staff members of the hospital, under pressure from the police, gave Shi forced injections of large doses of sedatives using a large syringe, which caused her health to deteriorate.

 

 In the hospital, the police did not allow her any food for a whole week, in order to prevent her from speaking of her faith in Falun Gong. On September 10, 2000, Ms. Shi died of starvation.

In February 2000, Mr. You Quanfu was sentenced to forced labor reeducation after going to Beijing to appeal for the right to practice Falun Gong. On October 28th, 2000, 5 days after being released from forced labor reeducation, the local police sent him to Pengzhou city Mental Hospital where he was held for over 20 days. His family appealed his commitment to a mental hospital because he was not mentally ill. On January 27, 2001, the local police once again detained You Quanfu. This time he was sent to a temporary house of detention for two months without any reason. The police confiscated his bankcard while he was in Chengdu Detention Center. His wife was also detained because she practiced Falun Gong. His 4-year-old son died from an electrocution accident because his parents were not there to look after him.

Later on, he was sent to Pipaping Mental Hospital for “treatment”, although he was healthy. When he became mentally disturbed, he was released from the hospital.

On October 13, 1999, Ms. Ye Hongfang was arrested and detained in the Chaoyang District of Beijing for appealing for the end of the ban on Falun Gong. She was returned to Heyuan city, and was given 15 days of administrative detention, and then was put in criminal detention.

 

On November 23, 1999, Zhang Riqiang, a policeman from the Heyuan Police Department (currently the director of the Political Security Division), collaborated with Ms. Ye's workplace, to have her removed from the Bailingshan Detention Center and to have her committed to Huizhou city Mental Hospital. Upon entering the mental hospital, they tied her down and began injecting her with medication intended for mental patients.

 

Ms. Ye told the staff in the Hospital that she was sent there only because she persisted in practicing Falun Gong and that she did not have any mental illness. A doctor said: “You were too stubborn; being like that was considered an illness.” Doctor Luo always asked Ms. Ye when checking the room each day: “Do you still want to practice Falun Gong?” He said he would continue to give her injections until she changed her mind. Twice daily Ms. Ye was forced to take medicine in doses of 12-13 pills. The daily injections and oral medication made her feel very tired. She lacked strength and felt confused. When her husband was able to get her released, she had been in the mental hospital for about a month, and in that time had been injected with 26 bottles of narcotics.

 

In late January 2000, Ms. Ye was sent to the Huizhou city Mental Hospital by the Heyuan Police Department for the second time. Although Ms. Ye's husband pleaded with Doctor Luo not to give her any injections, Dr. Luo injected her nonetheless and forced her to take medicine twice a day. When Ms. Ye refused to take the medicine, they shocked her with electric batons and forced her to take it. This time, the side effects were even worse. Ms. Ye's whole body cramped up. Her arms and legs felt numb; she had blurred vision, weakness, bloating and she had problems with menstruation. Around March 10th, Ms. Ye was completely disabled and near mental collapse. They did not allow her to return home until March 20th. By then, she was extremely weak and her health was ruined.

On October 11, 2000, police arrested Huang Lilan at her home because she practiced Falun Gong. All Falun Gong books and related materials in her house were confiscated. She was healthy but was sent to the mental hospital of the Baiyun District, Guangzhou city, Guangdong province. Her family was not informed and no diagnosis was ever made.

 

Huang Lilan was badly tortured in the mental hospital. She was tied to a chair for the entire afternoon. She was also injected with unknown substances. She developed stomach pain, which lasted the entire night after the first injection. The hospital began to give her large amounts of medicine twice a day that left her constantly sleepy and in a dazed condition. After the injections, her mouth was dry and her abdomen swelled. She also developed insomnia.

 

After three months in the mental hospital, with the help of her working unit, Huang was able to go home. She was never presented with a diagnosis or documentation of her stay.

On May 7, 2001, unbeknownst to her family, Dr. Zhang Xiaoqiao was arrested by the police secretly and was taken to Mental Hospital of Baiyun District. This is just because she is a Falun Gong practitioner. They also denied her family visitation rights. She went on a hunger strike for 40 days to protest her illegal detention in Guangzhou Mental Hospital of Baiyun District. This news was published on the Internet. On June 4, 2001, the police transferred her to Guangzhou Asylum to avoid public attention. Since Ms. Zhang didn't follow the police demands, she sustained serious injuries to her head while struggling with them. She continued the hunger strike to protest her illegal detention. Eventually her condition became critical and she was sent to No. 4 Hospital of the Asylum. Due to pressure from police, the hospital would not allow her family to visit.

A Brief Description of the Incident:

 

When the Chinese Government banned Falun Gong on July 20, 1999, the security department of the Asian-Pacific Hospital of Wuhan University colluded with the Wuhan Police Bureau. In February 2000, they detained several perfectly healthy Falun Gong practitioners in the hospital. They had no intention of releasing them because these practitioners had gone to Beijing to appeal on behalf of others detained for practicing Falun Gong. They turned the hospital, a place that is supposed to save lives, into a hell on earth. An agreement was struck between Mr. Zhen (head of the security department of the hospital) and Wang (a manager from the police station of Wuhan city). Ms. Wang, a manager in the psychiatric department of the hospital, began to inject the practitioners with drugs that damaged their central nervous systems. Ms. Wang ordered the hospital security guards to tie the practitioners down and inject them with drugs for seven consecutive days. Then she changed the orders to thirty days of injections. She had also threatened to give drug injections for one year to anybody who does Falun Gong exercises. After the injection, Ms. Peng lost consciousness; these Falun Gong practitioners could not stand and nor could they fall asleep either. They were in extreme pain and this lasted for two months. To protest this inhuman treatment, they went on a hunger strike and were force-fed. Ms. Wang used a tube through their nostrils to force-feed the practitioners. It was done twice a day. Every time, she would deliberately re-insert the tube several times. Blood spilled all over the place each time the tube was pulled out.

On Feb. 9, 2001, Ms. Wu Xuzhu went to Beijing to appeal against the persecution of Falun Gong and was detained. She was returned to the Yonghong police station in Jiamusi city. On Feb.14, 2001, threatened with imprisonment, loss of their jobs, and heavy fines by Sun Dongli (Director of CCDC) and vice-director Li Yonggang, her family was forced to send Ms. Wu to Jiamusi Mental Hospital. Without any examination, the doctors said she was suffering from “ depression”. The doctors have never discussed their diagnosis or treatment plan with Ms. Wu or her family. To force her to comply, the hospital staff tied her to the bed and beat her. They stuffed drugs into her mouth, and the nurses monitored her all the time, not leaving until she took the drugs as ordered. After giving her an intravenous drip for eight days, the staff switched to oral pills. The drug is a variety of Chlorpromazine. While receiving the drug intravenously, she felt thirsty and irritable. Her tongue did not function well, and her legs were so weak she could not walk. She became easily agitated, had muscle spasms in her legs, and her whole body was in pain. After taking the oral drugs, she felt weak and limp, and now suffers from memory loss, lethargy, and chronic headaches. On March 13, 2001, she was released because she had no money to pay the bill. The staff refused to give her a diagnosis or her treatment record.

A Brief Report of the Incident:

 

Dr. Qu Yanan went to Beijing to appeal for the end of persecution to Falun Gong. She was arrested and sent to brainwashing class for 20 days, then detained in Yicheng Detention Center four times for a total of 45 days.

 

On May 16, 2000, the leaders of Rongshida Company came to the Yicheng Detention Center and forcibly took Dr. Qu to the No. 4 People's Hospital (it is a mental hospital). The doctors neither looked at her nor examined her. They simply admitted her and locked her up with about 40 or 50 mental patients.

 

As soon as Dr. Qu was admitted, Dr. Li and Director Xiang tried to give her an intravenous drip. Qu refused, so they tied her to the bed. She was stuck with needles more than ten times. They injected her with sedative drugs. They tormented her until midnight. To protest such inhuman treatment, she started a hunger strike on the second day and asked to be released. Then Dr. Li together with seven nurses force-fed her through her nose. After failing to get the tube in ten times, they force-fed her by the mouth. It took many of attempts to finish the feeding. The nurse-in-charge complained, “You were not sick, why did they have to send normal people here! It makes us exhausted everyday.” Dr. Qu was tied to the bed and was force-fed twice a day through her nose. Her nasal cavity and esophagus would bleed. Twice a day they gave her injections of sedatives. Such torture lasted for one week.

 

While at the mental hospital, the first word Dr. Li said to her each day when she visited the ward was, “Are you still going to practice Falun Gong? If you are, then we will continue giving you shots.” After forcibly injecting paralyzing drugs to hurt her central nervous system for more than ten days, they forced her to take “toxic” pills (a drug specifically for lunatics) twice a day. One time when they found her practicing Falun Gong they quickly tied her to the bed again. Since that day they doubled her dosage. Because of long-term effects of the drug injections, she became very fatigued. Her movements became slow, her hands shook and her vision blurred. She felt drowsy all day. One day she walked to the restroom, suddenly she felt dizzy and fell unconscious in the hallway. Because of the toxic effects of the drugs, her body became dropsical. Her waist size changed from 27 inches to 35 inches. Her whole body became deformed.

 

She was not released until November 22, 2000. Overall, she was locked up for six months and six days. The other Falun Gong practitioners locked up with her at the same mental hospital were: Cao Ping, Zhu Weifu and Lin Guiyuan. They experienced similar torture in the hospital.

Leaders in Ms. Guo Qiong's work unit threatened to fire her because she refused to stop practicing Falun Gong. Under pressure from the authorities, her family members reluctantly sent her to No. 4 People's Hospital of Hefei (it is a mental hospital). As soon as the doctors in the hospital learned that she was a Falun Gong practitioner, they did not ask any other questions and forced her to stay in the hospital for treatment. She was treated as a patient with mental disease even though she was healthy. She was forcibly given injections and electric shock if she refused to take their drugs. After being injected and shocked, she lay on the ground and lost consciousness. She was forced to take their drugs 3 times a day. After swallowing the pills, she had stomach pain, and she would vomit until she started bleeding. She also felt very tired and listless.

 

Ms. Guo was released after 22 days in the hospital.

 

Threatened with the loss of every family member's job and heavy fines, Ms. Wang Caiyun's family reluctantly let her be taken to the mental hospital. The diagnosis showed she was normal, but the hospital staff still forced her to be hospitalized. They tortured her with electric shock and injections when she refused to take their drugs. After being injected, she lay on the ground and lost consciousness. Ms. Wang was forced to stay at the hospital for more than 30 days.

 

3.     Associate Professor Wu Xiaohua Tortured at Mental Hospital and Detention Center for One and Half Years

In December 1999, Wu Xiaohua was detained for appealing against the persecution of Falun Gong in Beijing. Ten days later, the university forced her to attend a brainwashing class in a suburb of Hefei city.

 

Then the brainwashing class authorities sent her to Anhui Female Detention Center. She was brutally tortured in all sorts of ways. Three months after the detention, her family found black and blue marks all over her body when they were allowed to visit her in the detention center.

 

In July 2000, she was sent to a mental hospital secretly - No 4 People's Hospital of Hefei city at Anhui province without her family or the university being informed. It was discovered only when the mental hospital asked for the hospitalization fee. In the mental hospital, she was given injections and was force-fed with drugs.

 

In March 2001, she was released.

 

By the end of April, Wu Xiaohua was again arrested while working at the university. She went on a hunger strike to protest her illegal arrest. As a result, her hands and feet were tied down and she was force-fed. She was later sent to the hospital for infusion and an examination. Upon examination, it was found that her blood sugar and blood pressure were very high. Based on this, the doctor told the police that her life would be in danger if they continued to detain her in the labor camp, so she was sent home. By this time, her college had terminated her teaching privileges.

 

In October 2001, during the APEC (Asia Pacific Economic Cooperation) meeting held in Shanghai, to avoid the international attention, Wu was placed under house arrest by security guards employed by the University. Among them were the security department head and section head from her college. She was arrested again and is currently being held in an undisclosed location.

 

4.     Hotel Manager Zhu Weiying Tortured at Mental Hospital Twice

A Brief Report of the Incident:

 

On November 16, 1999, Falun Gong Practitioner Zhu Weiying went to Beijing to appeal to the government to stop the persecution of Falun Gong. After she returned home, in December 1999, her son, her husband and her daughter were pressured with threats of job loss and heavy fines by the authorities if she did not go to the mental hospital and renounce her belief in Falun Gong. She was sent to the No. 4 People's Hospital (it is a mental hospital). While in the hospital, she was forced to take drugs, and the doctors forbade her to practice Falun Gong and claimed that she must give up Falun Gong, otherwise they would increase the drug dosage. If she refused to take the drugs, she would be given injections and tortured with electric shock. After being injected, she lay on the ground and lost consciousness. After being forced to take large doses of drugs, her lips trembled, and she was unable to stand; she was very pale and her whole body became bloated, and her movements and reactions became very slow. She was detained in the hospital for over 60 days.

 

At the beginning of March 2001, because she continued to practice Falun Gong exercises at home, her son, her husband, her second sister and second sister's husband were coerced by the authorities into returning her to the mental hospital. Her husband beat her brutally. Stepping on her neck, he claimed he would stomp her to death, and said that if she continued to practice Falun Gong he would let her die in the hospital and would never come to get her.

A Brief Report of the Incident:

 

In October 1999, Mr. Yang Yining went to Beijing to appeal to the government to lift the ban on Falun Gong. The police handcuffed him and returned him to Shanghai city. The University police detained him for several months. The police in the Jiaotong University and Anhui University (where Yang's father worked) conspired to threaten his family members by saying that Yang would be sent to a labor camp. To avoid this, the Yang family had to agree to have Yang sent to the Hefei mental hospital. Yang was committed there for three months and was inhumanely tortured with psychiatric drugs. Yang was finally released from the mental hospital but was continuously under house arrest at his home in Anhui province. He was released only after he reluctantly agreed, against his will, to make a statement giving up Falun Gong.

 

On September 14, 2001, Yang was detained in Songjiang Detention Center in Shanghai for not giving up Falun Gong.

A Brief Report of the Incident:

 

In March 2000,the Education bureau of Lingwu city suspended Ms. Lu Hongfeng because she signed an appeal letter against the persecution of Falun Gong.

 

On June 7, 2000, Her husband Qin Yuhuan, the secretary of Communist Party of No. 1 Construction Company of Lingwu city, together with the head of the hospitalization department of Lingwu mental hospital, Dong Yun and nurse Tao Zhijun committed her to the mental hospital. In the mental hospital, she was tied to the bed and forcibly injected with a large amount of drugs. According to Doctor Yong, the dose she was given was eight times the normal dosage. The drugs destroyed her central nervous system. She became very weak after more than fifty days in the mental hospital. In July 2000, she was sent home, and her husband Qin continued to give her large amounts of drugs that affected her nerves. On September 6, 2000, she died from this medical abuse.

In November 2000, Ms. Qi Guilan went to Beijing to appeal to the government to stop the persecution of Falun Gong and was illegally arrested and returned to Songyuan city. She had been detained there for 15 days as a criminal. She went on a hunger strike to protest her illegal detention. The police station and the detention center pressured her family members to have her sent to Taonan Mental Institution in Songyuan city against their conscious.

A Brief Report of Incident:

 

In November 1999, Falun Gong Practitioner Ms. Chen Biyu was arrested when she went to Beijing to appeal to the government to stop the persecution of Falun Gong. She was then returned to her hometown, Fuzhou city and was detained in Shuitou Detention Center. In December 1999, she was detained in the Pre-treatment Unit of Fuzhou Mental Hospital and was then transferred to Fuzhou Mental Hospital. After her escape from the mental hospital, she returned to Beijing again to appeal for Falun Gong. She was arrested again and returned to Fuzhou. On January 7, 2000, she was sent directly to the mental hospital. Under instructions from the hospital authorities, the major doctor of second unit in the hospital, knowing that Ms. Chen was mentally normal, tortured her with electric needles and injected her with nerve damaging drugs, etc. She was severely tortured, which caused her to become incontinent and to lose her memory. Later, she was transferred to another hospital. She was released because she could not pay the hospital bill. When she returned to her job at the bank, they tried to force her to quit her job, but she protested such punishment as being unjust. Because of this, her two colleagues, Zheng Ruilin and Zhu Caihong betrayed her for a material benefit from the authorities and she was sent to Fuzhou Mental Hospital again. She was fired by the bank.
