Mr. Xiao Zhiduan, 44 years old, former presiding judge in Jiaozhou City Court, Jiaozhou , Shandong Province

On March 2, 2000, Mr. Xiao Zhiduan was arrested by police from the Fuan police station in Jiaozhou City for practicing Falun Gong exercises in public. The Jiao Zhou City “610 office” extorted 3,000 Yuan from. The Chief of Jiaozhao City Court, Zhu Chenli was afraid of being implicated so he dismissed Mr. Xiao from his court position.

On November 3rd, 2000, Mr. Xiao was arrested again the police from the Fuan police station for going to Beijing to appeal for Falun Gong. During the arrest, Mr. Xiao had a lumbar vertebrae bone fracture. The police were afraid of being held responsible so they sent him to his former work place, the Jiaozhao City Court.  The Chief Zhu Chenli and the Wang Fulin detained Mr. Xiao for 10 days and secretly sent him to Jiaozhou Psychiatric Hospital without inform his family.

In the Jiaozhou Psychiatric Hospital, the doctor forced Mr. Xiao to take many doses of brain and nerve-damaging drugs. Jiang Dengfa, the head of the No 2 mental department beat Mr. Xiao. They forcefully tied him to a table and shocked both his arms with a strong current circular electric needle. Both of his arms went numb. The pain reached Mr. Xiao’s chest and he eventually fainted. He woke up when they turned off the electric needle switch and they’d shock him again once he regained consciousness. They repeated the torture while asking Mr. Xiao if he would still practice Falun Gong. Every time they shocked him with electric needle, he could not help yelling out.

To protest the torture, Mr. Xiao went on a hunger strike, as a result he was forced fed.  A nurse with the last name Wang inserted a tube into his nose and down to his stomach while his arms and legs were tied down. In order to intensify the pain, the nurse repeatedly and forcefully reinserted the tube to irritate his stomach and intensify the pain.

In January 2001, Mr. Xiao was transferred to the Zhang Jiatun anti-Falun Gong brainwashing class. The head of the local "610" office, Liu Xuedong, ordered the guards to handcuff him to the side of the bed, and punched and kicked him.
