Ms. Wang Shupei, 46, female, is a resident of Jiegou Village of Xinzhuang Town, Zhaoyuan City, Shandong Province.

The authorities from Zhaoyuan City's 610 Office[1] have illegally arrested and detained Ms. Wang many times because she practices Falun Gong. The 610 Office personnel have extorted a great amount of money from her, and subjected her to various acts of torture causing her serious physical and mental damage.

On February 25, 2004, Ms. Wang was arrested and detained in the Linglong Brainwashing Center. She held a hunger strike to protest her illegal detention. As a result, she was brutally force-fed many times.

Because Ms. Wang refused to renounce Falun Gong in the brainwashing center, she was sent to the Zhaoyuan City Detention Center for further persecution. She held a hunger strike again to protest the illegal detention. The doctor in the detention center force-fed her drugs which caused damage to her nervous system. As a result, her heart rate accelerated and she experienced pressure in her chest. Also her brain lost some of its function and she lost her sense of feeling and her memory . In spite of her condition, the authorities from Zhaoyuan City’s 610 Office secretly sentenced her to six years in prison at the Jinan City Women’s Jail. Since she had been tortured for a long time, she was extremely weak. The jail refused to let her in because they didn't want to take responsibility if she should die. As a result, Ms. Wang was brought back on the same day.

Several days later, the 610 Office authorities sent her to another jail, and the second jail also refused to take her because her physical condition was too poor. Then she has been admitted to the Zhaoyuan City People’s Hospital for emergency treatment. In the hospital, Ms. Wang Shupei's required five bottles of IV fluid in one day due to her serious condition. Within several days, she had already lost consciousness twice. When an electrocardiogram showed serious damage caused by the torture, however, the doctors in the hospital provided an inaccurate report saying her health was fine.  

Ms. Wang’s family members went to the hospital to visit her, but the police guards blocked them from seeing her. The family insisted that Ms. Wang be released. The guards, however, said that they didn't have the right to release her. Then, family members went to the 610 Office to speak to the people in charge. The 610 Office authorities lied and refused to admit that they were responsible for sentencing her and said they had no authority to release her. In this way, each person responsible at every stage of the persecution against Ms. Wang evaded responsibility for her condition.
