Mr. Sun Changde, male, is a resident of Changchun City, Jilin Province.

Shortly after the persecution of Falun Gong started in July 1999, Mr. Sun and his wife went to Beijing to appeal to the government to stop the persecution. They were arrested and sent to a detention center. In March 2000, Mr. Sun went to Beijing to appeal again; he was again arrested and sent to a detention center. Since Mr. Sun refused to renounce Falun Gong, he was severely tortured during his detention period. When his term was over, he was brought to the Heshun Police Station at Erdao District, Changchun City, to be released. However, right before he was released, policeman Zhang Shun and other police officers brutally beat him until he was dizzy and had severe swellings on his head. After he was released, the local police forced Mr. Sun’s family to move out of their rented apartment and away from the local police’s jurisdiction.

On February 6, 2001, Mr. Sun was arrested again and detained at a detention center. The police frequently interrogated and tortured him. One year later, the Nanguan District Court of Changchun City sentenced him to ten years in jail. He is serving his term at the Jilin Jail in Jilin City, Jilin Province. Since Mr. Sun was repeatedly tortured in jail, his health deteriorated daily. The last time his family saw him, he weighed only 120 pounds, down from his normal weight of 200 pounds. He had become a disabled person who moved his hands and feet very slowly and could not take care of himself. Although he had previously been healthy, he was suffering from many diseases, such as serious anemia, blurred vision, pulmonary tuberculosis, bone proliferation in the lumbar vertebra, and arrhythmia. Once Mr. Sun fell into a coma in May 2003. His family repeatedly asked for him to be released on medical parole, but they were refused because they were unable to pay the money that the jail officials requested. Mr. Sun is still being detained and tortured at the Jilin Jail.
