Mr. Wang Xinqing, male, 54, is an attending surgical physician in Tongcheng County. Dr. Wang has been detained for many times because of his belief in Falun Gong. In November 1999, Dr. Wang was arrested by police while practicing the Falun Gong exercises on the banks of the Xiushui Dadao River. He was detained for more than two months and forced to pay RMB 3000 in cash upon his release. In October 2000, while working at his clinic, he was abducted by police and was detained for 9 months at Tongcheng County Detention Center. He was forced to pay a further RMB 2000 when he was released. At the end of 2001, Dr. Wang was abducted again, from his home, and was sentenced to one and half years in a forced labor camp. He was detained in Shizishan Labor Camp in Wuchang City, and Chayang Labor Camp in Hubei Province. He was brutally tortured at both locations.

On April 6, 2004, Dr. Wang was at work at his clinic, providing emergency treatment to a patient. This day, the head of Political Security Section, Li Yingsan, together with policeman Yang Qiong, abducted him. Dr. Hua, another physician at the clinic, tried in vain to stop the policemen from arresting Dr. Wang.

Dr. Wang was detained and was tortured for several days and nights at the local police station. After that, he was detained at the No. 1 Detention Center in Tongcheng County. On April 23, he was sent to the Hubei Provincial Brainwashing Center, where as a result of extended pressure, torture, and brainwashing, he signed a statement renouncing Falun Gong.
