Ms. Li Dongqing, female, 42, is a resident of Heping District, Shenyang City, Liaoning Province. In September of 1999, Ms. Li went to Beijing to appeal for an end to the persecution of Falun Gong. Before she arrived at the State Department Appeal Office, the police arrested her, then sent her to Shenyang City’s agency in Beijing. On the second day, Ms. Li was escorted back to Shenyang City and detained for 15 days. After the 15-day detention, she was sent to Masanjia Labor Camp for three years of forced labor.  No one in her family was notified.

In Masanjia Labor Camp, Ms. Li was often physically punished, scolded, beaten, and humiliated by the police – headed by Su Jing, the head of the labor camp – because she practiced Falun Gong exercises. Between October 2001 and May 2002, Ms. Li was kept in a solitary confinement cell for intense brainwashing about 90% of the time.

In September 2002, Ms. Li completed the three-year term of forced labor and should have been released. Instead, the camp fabricated some charges against her and brought her to the Shenyang City Court in secret. The court sentenced her to a five-year term, without doing any investigation or allowing any testimony. Without disclosing any information about the trial to the public, they sent Ms. Li to Shenyang Dabei Prison. The first day at the prison, the police locked Ms. Li and two other Falun Gong practitioners in the eatery and beat them in an attempt to force them to give up the practice. Ms. Li’s face became covered with bruises. Next, they gathered all of the detained Falun Gong practitioners, over 1,300 of them, in front of the entrance of the eatery and humiliated Ms. Li in public. Later, Ms. Li went a hunger strike and was severely tortured.

At the end of December 2002, Ms. Li was diagnosed with contagious acute hepatitis. The personnel at Shenyang Dabei Prison suggested that Ms. Li should receive medical treatment. However, the police refused to release Ms. Li from the prison.

In early 2003, Ms. Li held a hunger strike to protest the mistreatment she had received in the prison. Prison authorities instruct four prisoners to monitor her. Because she will not give up her practice of Falun Gong, she is often beaten, scolded, and shocked with electric batons. Ms. Li’s health is not in good condition, and she is also suffering from depression.  

Ms. Li’s parents, who are in their 80’s, and Ms. Li’s teenage daughter have been left at home unattended since September 1999.
