Falun Gong Practitioners were Detained and Sentenced for Appealing to the Central Government

1.       A Couple Sentenced to Two-Year in Prison

 

Mr. Zhao Longzhi, male, 28, and his wife, Ms. Luo Na, female, 25, employees of the Tibet Lajin Electricity Station. In June 2000, they, along with two other practitioners from Lasa City, went to Beijing to peacefully appeal for Falun Gong. They were arrested in Tiananmen Square and escorted back to Tibet. Without any legal procedure, they were sentenced to a 2-year term of forced labor. The couple is now detained in a Lasa Labor Camp.

 

2.       Fu Xiping Sentenced for Appealing to the Government

 

Ms. Fu Xiping, female, is an employee of the Archives of Tibet Autonomous Region. In June 2000, Fu Xiping was arrested in Chengdu City, Sichuan Province on her way to Beijing to appeal. She was sentenced to two years in prison.

 

3.       Chinese Authority Sealed Liu Jinying’s Mouth, Depriving Her Right to Express, and Sentenced her to 5 Years in Prison

 

Ms. Liu Jinying, female, about 40 years old, was a former deputy director of Laishui County Appealing Bureau, Hebei Province. She went to Beijing to appeal for Falun Gong and was detained several times. In April 2000, she appealed to the National Council of People’s Representatives and was arrested again. The guards beat her to unconscious several times using wooden sticks and leather belts. They continued to beat her after reviving her with cold water. Her hips and her back were so terribly beaten that the bleeding was horrible to look at. Those guards struck a dirty broom into her mouth and stirred. Blood spurted out of her mouth.

 

In June 2000, under order from Laishui County Government, the court tried Liu Jinying’s case. In the court, she refuted the government’s illegal persecution of Falun Gong, expounded the truth that Falun Gong has all benefits but no harm to the society, and explained the benefit of Falun Gong practice to the judges by recounting her own experience. The audience gave her long-lasting and warm applause. The judges were suddenly speechless and had to postpone the trial.

 

At the end of December 2000, the public trial against Liu and other practitioners was resumed and held in Laishui County Square. Before the trial, the guards put heavy shackles on her feet and sealed her mouth with tape, preventing her from speaking again. She was sentenced at the show trial to 5 years in prison.

 

4.       Hao Xiuqin Sentenced for Holding up a Falun Gong Banner

 

Ms. Hao Xiuqin, female, 58, lives in the 4th residence area of chemical fertilizer factory, 20 Shengli North Street, Shijiazhuang City, Hebei Province. She is a retiree of the Chemical Fertilizer Factory of Shijiazhuang, Hebei Province. In October of 1999, she went to Beijing to appeal for Falun Gong. After her arrest she was handcuffed to a chair overnight in the local representative’s office of Shijiazhuang City in Beijing. Later, officers from the Shengli North Street police station escorted her back and detained her for fifteen days.

 

On the night of February 4, 2000 (Chinese New Year’s Eve), Ms. Hao was arrested for openly practicing Falun Gong at Hebei Theatre. She was detained for 15 days in a detention center at Dongfeng Street, Qiaodong District of Shijiazhuang City. Guo and Liu from Qiaodong Branch of Shijiazhuang Public Security Bureau beat her. They slapped Ms. Hao’s ears, pushed her down and beat her several times on her two sides and in the abdomen. She went on a hunger strike to regain her freedom. As a result, she was taken back to the police station and handcuffed to a big column. Two police officers kicked and beat her for more than an hour. In addition, her detention period was extended for another 15 days.

 

On May 11, 2000, she went to Tiananmen Square in Beijing to appeal. In the center of the Tiananmen rostrum (right above Chairman Mao’s Portrait), Ms. Hao, with her 6-year-old grandson beside her, held up a Falun Gong banner. It is said that an overseas reporter photographed Hao Xiuqin’s act, evoking a big international repercussion. Arrested again, Hao was detained in a detention center in Yuanshi County, Hebei Province. She was sentenced to 5 years imprisonment. She is now held in Mancheng Prison of Baoding City, Hebei Province.

 

5.       Cao Zengfen was Confined in an Iron Cage and Later Sentenced to Five Years

 

Ms. Cao Zengfen, female, 48, was a supervisor of the Shijiazhuang Chemical Fertilizer Factory Hotel, Hebei Province. In October of 1999, she went to Beijing to appeal for Falun Gong and was subsequently detained for 15 days. In May of 2000, her employer locked her in an iron cage in the factory’s guesthouse for 22 days. Zheng Qihong, the officer in charge of the Shengli North Street police station, along with 6 or 7 other policemen, searched her residence. She had been held in the Xinle County Detention Center and then sentenced to five years in prison. She is now in the Mancheng Prison in Hebei Province.

 

6.       Chen Jingzhi and Huang Wenying were Beaten Savagely for Their Appeal for Falun Gong

 

Ms. Chen Jingzhi, female, teacher at the school for factory employees’ children, Wuhan City, Hubei Province; Ms. Huang Wenying, female, worker at the same factory as Chen Jingzhi, Wuhan City, Hubei Province. They went to Beijing to appeal for Falun Gong and were arrested and sent to Ying City Detention Center. According to the driver who took them back from Beijing, they were beaten so badly that their faces were barely recognizable.

 

7.       Three Practitioners were secretly tried due to Public Practice of Falun Gong

 

Mr. Chen Ming, male; Mr. Wang Zhiqiang, male; and Ms. Wang Jianrong, female, resident of Ying City, Wuhan, Hubei Province. They practiced Falun Gong in a public park on January 6, 2001 and were arrested and sent to Ying City Detention Center. They were secretly tried and sentenced. Their families were not notified of the trial. Because Chen Ming did not cooperate and continued to practice Falun Gong, he was beaten to the point of not being able to stand up.

 

8.       Practitioners who Refused to Write the “Guarantee Statement” were Heavily Fined

 

Zhang Boyu, from Xinji City, Hebei Province, sentenced to 3 years and 6 months in prison; Xu Liang, from Xinji City, Hebei Province, sentenced to 3 years in prison; Zhang Kai, from Xinji City, Hebei Province, sentenced to 3 years in prison; Bian Cun, from Xinji City, Hebei Province, sentenced to 4 years in prison; They were Falun Gong contact persons and assistants of Xinji City, Hebei Province. These practitioners were sentenced to various terms in prison for going to Beijing to appeal for Falun Gong and distributing Falun Gong materials. All of the practitioners were forced to write the “guarantee statement” to give up their practice of Falun Gong and pay at least 2000 Yuan (the average monthly salary in a typical Chinese city is around 700 Yuan). Those practitioners who refused to write the “guarantee statement” were brought to the detention center and have not been released yet. Practitioners who have written the “guarantee statement” were still required to report daily to their work units or residential committees.

 

9.       Xing Guochang was Sentenced Because the Local Government Suspected Him of Painting Falun Gong Slogans

 

Mr. Xing Guochang, male, is 63 years old and a retired cadre of the Shijiazhuang Vehicle Manufacturing Factory in Shijiazhuang City, Hebei Province. In July 1999, he went to Beijing to appeal for Falun Gong and was detained for 15 days. At 11:00 am of February 26, 2000, Mr. Xing was taken to the police station and was later sent to Zhengding County Detention Center, Hebei province. He had appealed for Falun Gong and was being suspected to be responsible for painted Falun Gong slogans on the streets.

 

The third day after Mr. Xing was locked up, Liu and Yu Ligang and three other staff members of Zhengding Public Security Bureau searched his home. A water pipe was damaged during the search. Mr. Xing was charged with a fabricated crime and arrested. The court also did not go through the legal procedure to notify his family of his arrest. He was locked up at the Zhengding County Detention Center for nine and a half months before being sentenced to five and one half years in prison. His family was not notified of this either. Currently, Mr. Xing is detained at the Number 1 Prison in Baoding City, Hebei Province.

 

10.  Yu Mei  sentenced to 2-years Labor Reeducation for Distributing Falun Gong Materials

 

Yu Mei, from Hebei Province, was sentenced a two-year force labor term for distributing Falun Gong materials.

 

11.  Shi Zhonghui Arrested for Peaceful Appealing

 

Ms. Shi Zhonghui, female, from Hebei Province, her home was ransacked and she was sentenced to 2-years of labor reeducation. She was robbed of 900 RMB ($108) by Cai Shengli, who was an assistant of the head of Zhengding County Public Security Bureau in Hebei Province.

 

12.  Liu Shue was Arrested for Signing a Petition Letter of Falun Gong to the United Nations

 

Ms. Liu Shue, female, from Hebei Province, her home was ransacked. She was sentenced to 2 years in prison after being detained for 10 months. Later the sentence was reduced to 1 year after her family was forced to pay 20,000 RMB. (Which is equivalent to $2,400 USD. $60 is the average monthly wage in China)

 

 

13.  Zheng Lixia Sentenced to Prison and Paid High Fine

 

Ms. Zheng Lixia, female, from Hebei Province, she was detained and sentenced to prison for appealing for Falun Gong. She unfurled a Falun Gong banner in Beijing. She was suspected of painting slogans on the streets. In the Detention Center, she was beaten, forced to kneel and put in handcuffs and shackles. She was locked up even while sleeping, eating and using the restroom. Cai Shengli and other staff members from the County Public Security Bureau of Zhengding County asked the families to pay large amounts of money to reduce the prison sentences. Twenty thousand Yuan RMB ($2,400) corresponded to the reduction of 1 year of a prison term.

 

14.  Practitioners Sentenced for Attempted Group Practicing

 

Ms. Tang Meirong, female and Tan Bangqing from Huaikou, Jintang, Sichuan Province. On the night of July 19, 2000, they were arrested while sleeping on a trip to Jinyan Lake in Guanghan of Sichuan Province. They were brought back to their hometown and have been detained under the charge of “group practicing and attempting to appeal to Beijing”. On November 15, 2000, they were both sentenced to 3 and a half years of imprisonment.

 

15.  Wei Xiang Sentenced to 4.5 Years in Prison for Appealing in Beijing

 

Mr. Wei Xiang, male, 38, the deputy director of a bank in Jingxing County, Hebei Province. On July 20, 1999, Wei Xiang went to Beijing to appeal for Falun Gong. He was arrested and detained at the County Law Education Center for nearly a month. He was forced to pay 600 Yuan for his stay there and another 100 Yuan for the cost of being put in the brainwashing class. On February 12, 2000, Wei Xiang was again arrested when he went to the home of a fellow practitioner to share experiences. Police have been holding him at a local detention center since then. On October 1, 2000, he was sentenced to four and a half years of imprisonment.

 

16.  Shan Lihua Sentenced to 3 Years in Prison

 

Ms. Shan Lihua, female, 35, from Jingxing County, Hebei Province. She was arrested and detained twice for going to Beijing to appeal for Falun Gong. On February 10th 2000, police from the Weishui Town Police Station arrested her at the practice site because she wrote letters to the Office of the High Commissioner of Human Rights in the United Nations (OHCHR) to appeal for Falun Gong. She received a severe beating at the police station and was detained again. Around October 1, 2000, Shan Lihua was sentenced to 3 years in jail.

 

17.  Bai Yuhong Sentenced to 3 Years in Prison

 

Ms. Bai Yuhong, female, 25, from Jingxing County, Hebei Province, was once arrested and detained for appealing in Beijing. On February 5, 2000, officers of the Weishui Town Police Station arrested her because she signed her name on a letter to the OHCHR. Police officer Ma Zhanyuan hung her up and beat her until she was unconscious. Five days later, several policemen from the Criminal Police Squad beat her for more than half an hour. They took turns trampling on her legs and slapping her face. She was then transferred and detained in the local detention center. A little after October 1st she was sentenced to 3 years in prison.

 

18.  Chen Ronghui Tortured by Electric Baton

 

Mr. Chen Ronghui, male, from Xiamen City, Fujian Province. He was sentenced to 4 years in jail for appealing in Beijing for the right to practice Falun Gong. He was detained in Heizuizi Labor Camp in Changchun City, Jilin Province where he suffered various tortures. Liu Lianying, a guard from the second unit of the labor camp, used an electric baton to shock Chen Ronghui’s face and head. The electric shocks left Chen’s skin bruised and bleeding with open wounds.

 

 

19.  Ye Chunqing Chained to an Iron Chair without Food and Sleep for 3 Days

 

Ms. Ye Chunqing, female, from Jinan City, Shandong Province. She is about 25 years old. Ye Chunqing had been arrested several times for going to Beijing to appeal for Falun Gong. She was last arrested in September 2000 and was sentenced to a 3-year jail term. However, she was diagnosed with hepatitis, so her sentence was not carried out. Instead, she was sent back to the police station, where the police chained her to an iron chair for three days. They did not allow her to eat, drink or sleep.

 

20.  Bai Zhengguo was Sentenced in Zibo, Shandong Province

 

Mr. Bai Zhengguo, male, 40 years old, owner of a private company, Yiyuan County, Zibo, Shandong Province. In October 1999, he went to Beijing to appeal and was sentenced to prison in May 2000. He is now in Jinan Prison.

 

21.  Practitioners Sentenced for Appealing for Falun Gong

 

Luan Ning, Pan Qingyun, and Wang Yuzhu from Yinchuan City, Ningxia Autonomous Region, were sentenced to 3, 3.5, and 4 years in prison respectively for appealing for Falun Gong in Beijing.

 

Mr. Wang Desheng, male, from Zhongning County; Lu Xiangdong, male, from Tongxin County, Ningxia Autonomous Region, were sentenced to 4 and 3.5 years in prison respectively for appealing for Falun Gong in Beijing.

 

22.  Siblings were Detained and Sentenced, Parents Made Homeless

 

Mr. Duan Kaiyang, male and Ms. Duan Jinjin, female, are brother and sister. They live in Xinli Township, Tangshan City, Hebei Province. In July 1999, Duan Kaiyang was sentenced to one and a half years of jail term for appealing in Beijing for the right to practice Falun Gong and Jinjin was sentenced to three years in a labor camp. She is currently being detained in the Kaiping No 1 Labor Camp in Tangshan City. Her parents tried to negotiate fairer treatment with local government. However, their appeal only resulted in their own persecution. The 610 office [An office created by the government to deal specifically with issues related to Falun Gong] in Tangshan Police Station and the Kaiping Labor camp joined forces in order to arrest her parents. The senior couple in their 60s had to hide themselves and as such became homeless.

 

23.  A University Woman Tortured and Detained

 

Ms. Peng, female, from the University of Science and Technology of China, Hefei City, Anhui Province. On the afternoon of February 10, 2001, Ms. Peng went to a train station to buy some tickets. The security department suspected her of attempting to appeal in Beijing, as such, Ms. Peng was watched by three vice department directors including Song Yuefen.

 

They sent her directly to the security department and locked her inside. . Then Zhang Zhenhua and Miao Guohua arrived at the security department and started interrogating Ms. Peng. Ms. Peng said she just wanted to buy some train tickets and did not have any other plans. The officials had nothing to record so they had no choice but to release her.

 

Wang and Ren fabricated the interrogation record by changing the date on the appeal form that Ms. Peng filled out the last time she went to Beijing. Ms. Peng was arrested after midnight and sent to the first detention center of Hefei city.

 

24.  A Couple from Tianjin Sentenced for Persevering Practicing Falun Gong

 

Mr. Xu Xiaolong, male, 41, employee of Tianjin Bohai Petroleum Trading Company; Ms. Xu Jie, Xu Xiaolong’s wife, female, 31, employed at the 4th Division of Tianjin Dagang Oil Field. Xu Xiaolong was sentenced to a five-year-imprisonment for appealing in Beijing in December 1999. He is now held in Tianjin Prison. Xu Jie went to Beijing to appeal for Falun Gong and was thus sentenced to 3 years of imprisonment. In November 2000, her term was changed to serving under surveillance outside of the prison. On January 12, 2001, she was taken away during the night and was put into a so-called “studying class.” She was sent to Tianjin Lingzhuang Women’s Prison for persevering in practicing Falun Gong.

 

25.  Three Women Detained for Unfurling a Banner in Beijing

 

Ms. Yi Xian, female, over 30 years old, is a professional artist. Ms. Mo Aiping, female, over 40 years old and Ms. Dai Zhengping, female, over 20 years old; are from Jianyang City, Sichuan Province. They went to Beijing to appeal in December of 1999. They were arrested and sentenced to three years of imprisonment for unfurling a banner. They are now detained in the Sichuan Women’s Prison in Jianyang city.

 

 

26.  Liu Xiaorong Appealed for Falun Gong was Sentenced and Detained

 

Ms. Liu Xiaorong, female, 37, is an employee in the Examination Unit of the Longhua County Hospital, Longhua County, Hebei Province. Liu Xiaorong went to Beijing to appeal for Falun Gong on October 21, 1999. The police detained her after being brought back by her relatives. In May 2000, she was sentenced to 3 years in jail under the charge of “disturbing public orders and resisting law enforcement.” Now she is jailed in the No. 1 Jail of Baoding, Hebei Province.

 

27.  Zhang Junru Arrested while Reading Falun Gong Books

 

Ms. Zhang Junru, female, from Feidong County, Anhui Province. Zhang Junru went to Beijing to appeal for Falun Gong and was arrested several times. She was arrested again while reading Falun Gong books with other practitioners. After being detained for almost six months, she was tried around January 10, 2001.

 

28.  A University Graduate Student Secretly Sentenced to 4 Years in Prison

 

Zhang Jianbo, is a graduate student at Zhejiang Industrial University, Hangzhou City, Zhejiang Province. Zhang Jianbo was detained and arrested by police of the Public Security Bureau of Hangzhou City, Zhejiang Province because of practicing Falun Gong and appealing in Beijing. After being detained for almost a year, he was sentenced to 4 years in prison. The trial was carried out secretly with only twenty people present, including his family members, university officers, and police.

 

29.  Cao Shouyan Appealed for Falun Gong, and Sentenced to 3 Years Jail Term

 

Mr. Cao Shouyan, male, 46 years old, is an accountant of Buying and Selling Cotton-Related Machinery Factory of Hebei Province. On January 1, 2001, Mr. Cao Shouyan went to Beijing to appeal for Falun Gong. He was arrested and detained for over four months and then sentenced to a three-year jail term.

 

30.  Tsinghua University Lecturer Sentenced to 3.5 Years in Prison for Practicing Falun Gong

 

Ms. Yu Jia, female, 34 years old, lecturer in Economy Management College of Tsinghua University in Beijing. Ms. Yu Jia was arrested on November 27, 2000 and detained for 42 months in Qinghe Detention Center. Later, she was sentenced to three and a half years in jail for practicing and appealing for Falun Gong.

 

31.  Gao Yunxia Arrested on Her Way to Appeal and Sentenced

 

Ms. Gao Yunxia, female, a resident of Chongqing City, Sichuan Province. Gao Yunxia was arrested on her way to Beijing to appeal for Falun Gong in December, 2000. She was sentenced in April, 2001 and has been imprisoned in Liziba Detention Center, Chongqing.

 

32.  A Hong Kong Resident was Arrested, Secretly Tried and Detained

 

Mr. Chu O-Ming (Note: Chu O-Ming is his name on the Hong Kong Passport, another translation is Zhu Keming), male, a Hong Kong resident and a furniture dealer in Beijing. Mr. Chu O-Ming was arrested on Sept. 7, 2000 after he filed a lawsuit accusing Chinese President Jiang Zemin of brutal persecution of Falun Gong. Mr. Chu was tried secretly and has been held in a jail in Tianjin City.

 

33.  Zheng Qiyuan Sentenced to 4 Years in Prison in Hebei Province

 

Zheng Qiyuan is from Shanhaiguan, Hebei Province. He was arrested and sent back to Shanhaiguan after going to Beijing to appeal for Falun Gong. The Court of Shanhaiguan sentenced him to four years in prison. At present, Zheng is being held at the First Detention Center of the City of Qinhuangdao.

 

34.  Zhang Jianbo and Zhu Limin Detained in Prison and Labor Camp in Zhejiang Province

 

Zhang Jianbo, from Zhejiang Province; Zhu Limin, address: P.O. Box 502 Sub-box 801, Yuhang City, Linping County, Zhejiang Province. Zhang Jianbo and Zhu Limin are jailed in the second Prison of Zhejiang Province, in Linping Town, Yuhang City, Zhejiang Province. Zhu Limin was handcuffed for 8 consecutive months in a labor camp.
