Ms. Liang Changying is a 34-year-old teacher who used to work at the Baise City Party School in Guangxi Province. She has been detained and released multiple times since February 2000.
In the most recent action, the police arrested her on September 5, 2002. She was charged with writing an article called, “The persecution of Dafa disciples at Guangxi First Labor Camp and Guangxi Women's Labor Camp," which documented the human rights violations committed against Falun Gong practitioners at both camps. The article was posted to the Minghui.net website. Her lawyer, Mr. Wei Jun, provided her with a well-argued defense based in the law and the facts. The prosecutor was enraged and asked the Court, "Aren't there rules stipulating that no one can use ‘innocence’ as a defense for Falun Gong practitioners? Who gave permission for this lawyer to defend a Falun Gong's innocence?" For defending Ms. Liang, Mr. Wei was reprimanded, and nearly sent to a forced labor camp for three years. On July 25, 2003, despite the excellent defense that Mr. Wei provided, the Youjiang District People’s Court at Baise City sentenced Ms. Liang to five and a half years in prison.
Ms. Wei Xinglian, Ms. Liang Changying's mother, is a 59-year-old retired worker from the People's Hospital in Baise City. She was sentenced to two years imprisonment for downloading “materials from Minghui.net” and giving them to Falun Gong practitioners.
Mr. Fang Guokun is 30 years old and used to work for the railroad in Baise City. He was arrested and sentenced because he wrote an article entitled "The Persecution of Falun Gong Practitioners by Officers from Liuzhou Railroad Bureau in Guangxi," and posted it to the Internet.
Mr. Wei Binglian is 41 years old and used to work as an officer at the Price Control Bureau in Baise City. In 2002, due to suspicions that he had accessed information concerning Falun Gong on the Internet, the police, with the help of colleagues from his work unit, arrested Mr. Wei. On August 16, 2002, the Baise City court sentenced him to one and a half years in prison for "illegally obtaining national secrets."
On July 25, 2003, Youjiang District People’s Court of Baise City sentenced Mr. Wei to another prison term of four and a half years. He was charged with sending Ms. Liang’s article concerning abuses at labor camps in Guangxi, and also Mr. Fang’s article about violations committed by officers from the Liuzhou Railroad Bureau against Falun Gong practitioners to Minghui.net.
