Mr. He Huajiang, male, 42, employee of the 6^th Daqing Oil Factory, resident of Daqing City, Heilongjiang Province. On September 16, 2002, police from the Qingxin Police Station of Hulu District arrested Mr. He from his workplace for his belief in Falun Gong. Later police ransacked his home. Mr. He’s 15-year-old son was arrested as well. They released the boy soon after. After detaining Mr. He for over three months, on December 23, 2002, they transferred him to the Daqing Labor Camp.

Mr. He arrived at the labor camp at around 10:00 a.m. and was subjected to a health checkup, which he passed. He was sent to unit 2 and detained in a small cell on the first floor. The camp guards immediately ordered several inmates, including Wang Qinglin, Jiang Fa, and Zhao Yanjun to torture him in an attempt to cause Mr. He to renounce his belief in Falun Gong.

Since Mr. He would not comply with the demands, around 9:00 p.m., the inmates tied him to an iron chair, sealed his mouth with tape, and brought him to the restroom on the first floor. They opened all the windows and started pouring cold water on Mr. He to literally freeze him as a torture method. The weather outside was extremely cold, so they intermittently brought him outside to intensify the torture.

Prisoners Zhao Lizhi and Lu Huashan, as well as practitioner Liu Fubin could hear He Huajiang's muffled moans when they went to the second floor to brush their teeth. Other inmates and Falun Gong practitioners in unit 2 could also hear Mr. He’s moans from being tortured. Around 11:00 p.m., Mr. He was found dead in the Unit 2 bathroom, due to obvious hypothermia. Fu Qiang, the doctor of the labor camp, was not able to revive him with emergency treatment.

At approximately 1:00 a.m., Mr. He’s son was notified of his father’ death and brought to the labor camp. He witnessed that Mr. He was bare-footed and there was evidence of rope marks on his body indicating torture. After the incident, to conceal the murder of Mr. He, none of the practitioners at the labor camp were allowed to make phone calls or visit with their family members. The camp officials declared that Mr. He died from heart attack in the People’s Hospital. They cremated Mr. He’s body secretly without letting any of the mourning family members see it.

Those responsible for the torture and murder of He Huajiang include: Director Han Jinshan, Clinic Doctor Fu Qiang, Vice Director Wang Yongxiang, Unit 1 Leader Wang Xichun, Vice Leader Zhang Mingzhu, and Officers Wang Gang and Xu Enjun.

Prisoners who participated in the torture of He Huijiang include: Wang Qinglin, Jiang Fa, and Zhao Yanjun.
