Huang Xiong, male, born on February 6, 1978, college graduate, resident of Wanan Country, Jiangxi Province. Current address: 6 Nuomi Lane, Furong Town, Wanan County, Jiangxi Province.

Main experience: 1985-1990 Furong Primary School, Wanan County; 1990-1994 Furong Middle School, Wanan County; 1994-1999 Wanan High School, Wanan County; 1997 -1999 Nanchang University; 1999 Baishite Computer Training Center, Beijing University of Technology, Beijing.

It has been ascertained that, on July 21, 1999, Huang Xiong participated in the appeal of Falun Gong practitioners at Zhongnanhai in Beijing. From September to November of 1999, Huang instigated practitioners in Wanan County to go to Beijing to appeal. Huang telephoned and instigated Xiao Zhihua (who underwent reeducation), a student in Nanchang University, to go to Beijing to appeal in the last ten days of September. On November 20, 1999, Huang again telephoned Xiao Zhihua saying, “Since Falun Gong was labeled as a cult; in Jian District, especially in Wanan County, less and less people are practicing Falun Gong. They are scared. You need to go there and have a look.” Huang also told Xiao the phone number of Cao Yunhua, the contact person of the Falun Gong Assistant Center in Jian District. Following Huang’s direction, on November 23, Xiao Zhihua, and Shu Xiaobing of Nanchang City, went to Jian District and Wanan County. They gathered practitioners in Wanan County and distributed Falun Gong materials sent by Huang Xiong. They instigated Falun Gong practitioners there to go to Beijing to appeal. Xiao and another three practitioners went to Beijing in succession on November 25, 27, and 29, to appeal. In November and December of 1999, Huang Xiong downloaded Falun Gong information from the Minghui.org and Buhuo.com websites onto floppy discs. He sent the Falun Gong materials to practitioners in Wanan County to spread Falun Dafa. During the Spring Festival of 2000, Huang illegally gathered several times with other Falun Gong practitioners in Beijing for experience sharing and discussions related to Falun Gong. He also e-mailed about his situation and the situation of Falun Gong practitioners in China to Huang Wanqing, a Falun Gong practitioner in America. During the Spring Festival, Huang personally printed “Falun Gong Conference—The New Century Beijing Falun Gong Conference.” On February 11, 2000, he also agreed to hide a printer and a scanner belonging to Falun Gong practitioner, Liang Chaohui, that were used to make Falun Gong materials.

According to the relevant regulations issued by the State Department called “Regulations on Reeducation Through Labor” as well as the “Temporary Regulations on Reeducation Through Labor” for the Ministry of Public Security, it was decided after discussion to sentence Huang Xiong to two years of reeducation through labor.

This document is open for reconsideration by filing to the local government or to the Jiangxi Provincial Government within sixty days of receipt if it is not agreed upon.
