Ms. Pan Yuefang, female, 26 years old, is a resident of Houjiangshuai Village, Donggan District, Rizhao City, Shandong Province.
Between April and May 2002, Ms. Pan was detained at the No.5 Team of the No.1 Female Labor Camp of Shangdong Province. The camp guards brutally tormented her. They confined her to a solitary cell for over 20 days, and during that time they often verbally abused and physically beat her. The guards even forced her to take drugs normally used for mental illnesses. These drugs caused Ms. Pan to become easily irritated and to speak nonsense. Then camp guards Kong Qinghua, Song, and Xia injected Ms. Pan with a drug that severely damaged her central nervous system. The drug caused her to become incontinent, lose her memory and reasoning ability, and to salivate uncontrollably. Her muscles weakened to the point where she could no longer stand up, even with two people supporting her. Eventually, she could not speak and could not recognize her surroundings. As the drugs effect progressed, her family members were asked to take Ms. Pan back home.
