Mr. Chen Xibu, male, is a resident of Dashizhuang Village, Xinji City, Hebei Province. He was a leather jacket salesman, and from a wealthy family. Because he practiced Falun Gong, Mr. Chen was held from 2001-2002 in a detention center, where he was beaten and tortured so brutally that he had several heart attacks. One of them was so severe that he had to be sent to a hospital for treatment, but the authorities sent him back home before recovering. He lost control of his bowels and bladder, often lost consciousness, and was too weak to walk. Even though his condition was serious, the local police often went to his home to ransack it, harass him, and attempt to arrest him. He was forced to pay large fines many times to avoid being taken back to the detention center.
At the end of 2002, after hearing that Mr. Chen’s daughter, Ms. Chen Su, was going to get married, the policemen from the local police bureau, the “610 Office,” and the local government came once again to ransack their home. They stole Ms. Chen’s ring and tried to arrest her and her father. Mr. Chen had a heart attack right then. His family called an ambulance, but the police refused to allow Mr. Chen to be treated; instead, they escorted him and his daughter to the Xinji City Detention Center. The police forced Mr. Chen to “confess” that he had distributed Falun Gong flyers in 2002, which was impossible because he had been detained at that time. However, they still sentenced Mr. Chen to eight years in jail and sent him to the Fengnan District Prison in Tangshan City, Hebei Province. Ms. Chen Su was detained in the No. 4 Team in Shijiazhuang City Labor Camp, Hebei Province.
