Mr. Chen Zhongsheng, male, 38, resident of 17 Qingfu Road, Jiang Town, Leqing City, Zhejiang Province, was a policeman. On October 10, 2000, he was sentenced to two years forced labor in Wenzhou City, Zhejiang Province. On November 30, 2000, he was sent to Shiliping Labor Camp. On January 28, 2001, several policemen took off his outer clothes and tied him to a chair, and in the following ten days he was not allowed to move, sleep or go to the restroom. Mr. Chen could only have a little water and rice every day. Whenever he felt drowsy the guard would beat him, pinch his nipples or dowse him with cold water. He became extremely weak and mentally disordered. Because it was very cold and the windows of the room were wide open, Mr. Chen’s legs and feet were all frozen and swollen. After he was released from the chair, he was not able to stand or walk and his feet started to fester. Not until October 2001 did his legs and feet recover; but they were still somewhat crippled. His left foot still felt numb and his left leg was swollen slightly. The scars on his legs could be seen 18 months later. To avoid further persecution, after being released from the labor camp Mr. Chen became homeless.
