Mr. Xie Junxiao, male, is from Beitun Village, Luancheng County, Hebei Province. He was arrested three times between January 2001 and January 2003 because he practiced Falun Gong. During his detention, guards and prison inmates frequently humiliated and tortured him and broke his ribs on two separate occasions.

 

At around 7 p.m. on January 25, 2001, police from the Liulingtun Police Station of Luancheng County, Shijiazhuang City arrested Mr. Xie in Beitun Village. Police tied Mr. Xie to a steel chair, and the driver repeatedly slapped him with great force. At around 9:30 a.m. the following day, a policeman named Fang Zefeng ordered guards to hang up Mr. Xie for three hours with rope and handcuffs. Mr. Xie became short of breath and his face turned pale; his hands and entire body became cold and numb. Three days later, Mr. Xie was sent to the Luancheng County Detention Center and locked up in cell No. 1. During the detention, an inmate who was a known rapist kicked Mr. Xie, breaking three of his ribs. On February 13, 2002, Mr. Xie was released on bail.

 

On April 14, 2002, while Mr. Xie was doing construction in Dongchai Village, policemen Zhang Jiantang and Xue Xiushu arrested him and took him to a detention center. Mr. Xie was locked up in cell No. 7. Guards Li Junru and Li Shuangchen incited inmates to torture Mr. Xie. In the cold weather of early spring these inmates gave him “cold baths”, where they poured thirty to forty basins of cold water over his entire body. Sometimes they poured cold water on him with his clothes on and then pushed him in front of a fan and forced him to stay there until his clothes were dry. Other times they stripped him naked before they poured water on him and then kicked and beat him further. One time an inmate named Zhao Yubo stepped on Mr. Xie’s back with great force. He and other inmates, including Zhao Qingzhou and Sun Yuehui, humiliated him by urinating on him. Inmates Sun Yuehui and He Shubing struck Mr. Xie’s chest, breaking his ribs. Then guard Tong Haitao inserted a lit cigar into Mr. Xie’s nostrils, severely burning his nose and causing it to bleed. He had other inmates hold Mr. Xie down on the floor while he used the thick heels of his shoes to slap his buttocks more than 30 times. He also used the shoe to slap Mr. Xie’s face, causing facial deformation and bloody wounds. After beating him, he tied Mr. Xie’s arms up with towels and hung him up from a heating pipe on the ceiling.

 

One day guard Tong tied Mr. Xie’s arms and legs tightly together to steel bars located along a wall. His blood could not circulate properly and he became short of breath and began to vomit. Mr. Xie asked to use the bathroom, but was refused. Tong ordered others to put newspapers on the floor and told the nephew of guard Li Shangchen, “If he defecates, wipe it on his mouth.” Mr. Xie attempted to struggle free but fell to the ground because he was too weak. Tong Haitao told Li Shuangchen’s nephew to urinate on Mr. Xie; the urine fell into Mr. Xie’s mouth. Li’s nephew also smeared a liquid drug containing menthol, garlic and hot pepper on Mr. Xie’s private parts. Tong Haitao instructed inmates He Shubing and Xie Xinggui to grab both his ankles in order to pull him down to the ground and use him to clean the floor as if he were a mop. Such torture and humiliation took place at least five times. On other occasions inmate Wang Jiyong put two vials of an unknown liquid drug into Mr. Xie’s right ear and inmate Gu Hongbing put ants in his ears and on his body. Mr. Xie was sentenced to six years in prison. On January 16, 2003, Mr. Xie was sent to the First Branch of Jidong Prison in Tangshan City. The prolonged detention and torture caused Mr. Xie’s immune system to collapse. He developed serious anemia and gallbladder problems and was diagnosed with acute leukemia. Due to his severe medical condition Mr. Xie was finally released, but only under surveillance.
