Practitioner Ms. Qi Xiulan used to work as an accountant at the computer center of the Agricultural Academy of Science in Jiamusi City, Heilongjiang Province. In September of 1999, Ms. Qi went to Beijing to appeal to the central government to stop persecuting Falun Gong, and was detained and tortured at the Baoquanlin Detention Center for more than 20 days. She went to Beijing to appeal again on February 2, 2000. There policeman Wang (from the Nanwei Police Station), officer Zhang Zhiguo, and Chen Yongde detained her for more than 100 days, and extorted 300 Yuan from her. In February 2001, policemen from the Jiadong Police Station abducted her and detained her for 71 days. They extorted 600 Yuan from her; the Jiamusi City Police Department extorted 3,000 Yuan from her, and the Jiadong Police Station extorted over 600 Yuan from her. The three successive detentions caused great psychological trauma for Qi Xiulan's husband, Mr. Zhou Yanfeng, resulting in a severe heart attack.

On July 5, 2003, policemen from the Nanwei Police Substation of the Jiadong Public Security Sub-Bureau arrested Ms. Qi once more. Her husband could not withstand such a blow, and became seriously ill. The relatives requested that the police release Ms. Qi Xiulan, to enable her to take care of her husband, who by then was in critical condition. The policemen ignored the request. As a result, Mr. Zhou Yanfeng, in extreme psychological pain, passed away from the complications of his illness. The policemen did not allow Qi Xiulan to attend the funeral or pay her last respects to her husband. At present, Ms. Qi Xiulan is still being detained.
