Mr. Ma Xuejun, male, a former officer of the Jiamusi City Railway Sub-Bureau, Helongjiang Province. On December 12, 2002, Mr. Ma was arrested by policemen from the Jiamusi City Police Bureau, Dongfeng Police Sub-Bureau of Jiamusi City, and the Police Branch of the Jiamusi City Railway Sub-Bureau, because he practiced Falun Gong. He was detained in the Jiamusi City Detention Center and brutally tortured. Policemen Chen Yongde and Chen Wanyou tortured Mr. Ma for three days and nights. They shocked him with electric batons, wrapped his head with plastic bags and used chair legs to smash his toes. They also caused permanent damage to Mr. Ma’s legs and waist. His toenails became black and fell apart, he lost movement in his right ring finger, and he was not able to take care of himself on his own. The policemen used false testimony to have him sentenced to 12 years in prison. Mr. Ma appealed to the Jiamusi City Mid-Rank Court, but his appeal was denied. In August 2003, he was transferred to Xianglan Prison, but was returned to the Jiamusi City Detention Center due to his poor physical condition. Mr. Ma went on a hunger strike to protest the mistreatment he had received. He was violently force-fed, which badly injured his stomach; he kept vomiting, and was unable to eat. Mr. Ma’s life is in grave danger.
