On October 29, 1999, Mr. Shi Zhongyan went to the central government in Beijing to appeal for Falun Gong, but was arrested by officers from the Jinzhou City Police Station and illegally detained for 56 days. Linghe District Political and Law Committee officials extorted 2,000 Yuan from his family and released him on December 26, 1999.
On June 20, 2000, Mr. Shi went to Beijing to appeal for Falun Gong again. Beijing Police arrested him at Tiananmen Square. On the same day, the police from the Linghe and Lingan Police Stations ransacked his home. On July 27, 2000, Mr. Shi was sentenced to two years of forced labor in the Jinzhou City Labor Camp. He was forced to do heavy labor 12 hours a day, sometimes even around 20 hours. In the evenings he was subjected to brainwashing sessions. Once, because he refused to renounce his belief in Falun Gong, guard Gao Yang beat Mr. Shi so brutally that one of his eardrums became perforated and he almost lost his hearing.
On October 16, 2000, under the order of Zhang Haiping, Political Chief of the labor camp, and Jin Fuli, Deputy Chief of the labor camp, guard Liu Tielin and others started to torture Mr. Shi and other practitioners who refused to give up Falun Gong. Practitioners were forced to sit still in one position while making them listen to recordings that slandered Falun Gong from 6:00 a.m. to 10:00 p.m. daily. The practitioners were also restricted to three restroom breaks per day.
In January 2001, Mr. Shi was beaten up by inmate Wang Dianwu. On February 12, inmate Sun Weichen beat Mr. Shi down to the floor and kicked his whole body. Both beatings left Mr. Shi’s body black and blue. On February 13, 2001, the dozens of guards, handcuffed Mr. Shi and other practitioners, and two guards in turn monitored each practitioner. Practitioners were handcuffed even when eating or going to the restroom for one month. The practitioner’s wrists were swollen and bleeding.
During April and May 2001, the guards often shocked him with electrical batons. There were burns left all over Mr. Shi’s body. Mr. Shi went on a hunger strike for more than 20 days to protest the torture. To punish Mr. Shi, guards cuffed him to an iron chair and force-fed him through a tube jammed into his stomach through his nose every day during his hunger strike. His nose was badly cut and bloody, and his stomach was damaged because of the force-feeding.
In June 2002, Mr. Shi’s release date was postponed indefinitely because he refused to give out his rights of practicing Falun Gong.
