She was arrested and taken back to Jinzhou City on October 14, 1999. On October 30, 1999, she was sentenced to two years of forced labor at the notorious Masanjia Labor Camp in Shenyang City.
During the first 20 days of detention at Masanjia Labor Camp, Ms Cui was punished with various forms of brainwashing. Ms. Cui went on a hunger strike to protest the torture. Guard Ji Li tortured her with an electric baton [approx. 30,000 volts]. Ms. Cui was often dragged to the restroom and beaten, which caused her body was battered.
Later, Ms. Cui was transferred to the No. 1 Female Division, where she was forced to do heavy labor. Because she refused to do the labor, guards beat her very badly. Her chest bone was broken. She almost passed out and was in so much pain she could hardly breathe. Disregarding her condition, Ms. Cui was still forced to work more than 16 hours a day, sometimes from 6:30 a.m. until 3 a.m. If she failed to meet the daily quota, guards would further torture her.
In June 2000, the No. 1 Female Division implemented brainwashing on all Falun Gong practitioners. Guard Zhou Qian took Ms. Cui into the office in an attempt to make her sign a guarantee statement to renouncing Falun Gong, she refused, so Zhou Qian slapped her face and forced her to stand in the hallway for 17 hours a day, six days straight. During these six days, Ms. Cui was not allowed to move and had to maintain an upright posture. Later, Ms. Cui was forced stay squatted in one position from 6:30 a.m. to 12 a.m. Several days later, Zhou Qian took Ms. Cui to the office and jolted her with electric baton until burns began to appear on her body. After kicking her for a short period the police flipped her onto her back, and one policeman slapped her in the face many times. Which caused her eyes clotted blood for nearly half a month. Ms. Cui’s hands were then cuffed in an extremely painful position. One hand was put behind her back and the other one over top her shoulder, they were cuffed together at the lower back area. The cuffs cut into her flesh and her wrists bled. After the cuffs were removed Ms. Cui lost control of her hands and arms.

On January 30, 2002, Ms. Cui was secretly sent to the Masanjia Labor Camp again. She was sentenced for three years.
In late March 2002, Ms. Cui was force-fed and was injected with unknown drugs during her hunger strike to protest the detention. She was detained in a solitary confinement and her physical and mental health was withering away. She had severe edema all over her body. During May to June 2002, she continued her hunger strike.
