On April 5, 2003, Ms. Liu Senle, female, 53 years old, a resident of Group One of Guilin Village, Xindu District, Chengdu City, was unlawfully arrested by the Xindu District Police Department and the "610 Office" when she was taking a walk in Xinguihu Park along with several friends. While in custody, the police tried to force Ms. Liu to give up her belief in Falun Gong. Since she refused to do so, Ms. Liu was detained for 15 days. After her term expired, on the afternoon of April 22, "610 Office" personnel sent her to the Xinjin Brainwashing Center, where she was brutally beaten and tortured. When they saw that Ms. Liu was on verge of death, the "610 Office" personnel extorted 1,000 RMB from her family and then released her on May 23.

At the time she was released, she was barefoot, her whole body ached, and her head was swollen. Her chest was black and blue and her stomach was swollen. Her mouth foamed, and she had to hold her stomach with her hands all day long due to the pain. Three days after she returned home, on the morning of May 26, she passed away. Afterwards, the "610 Office" personnel threatened her family and tried to bribe them to escape responsibility. They blocked news of Ms. Liu’s death, claiming that she committed suicide. They even asked the doctor to issue a false autopsy report stating "death from cerebral hemorrhage."
