Internally Displaced Persons in Jilin Province

 

Overview

 

Since July 20, 1999, Falun Gong practitioners of Jilin Province have been severely tortured and persecuted because of their belief. The local police arrested, detained and beaten practitioners as they wish. Many practitioners were sent to labor camp or detention center and tortured more in there. They were handcuffed, beaten, force-fed, and shocked with electric baton when detained. To avoid being tortured further, practitioners had to leave their homes and family members and become homeless. Following are some of them:

 

1.1       Chen Weizhe Forced to Leave Home Before His Wedding

 

Victim:

A Brief Report of the Incident:

 

Chen Weizhe had planned to get married on July 28, 2001. However, the police from the Haiming Police Station, Baicheng City went to his home and threatened him and his family many times, because Mr. Chen practices Falun Gong. On July 23, 2001, the local police tried to take Mr. Chen to the Haiming Police Station in order to force him to give up his practice of Falun Gong. Mr. Chen firmly refused. Then Mr. Chen realized that he could not stay at home any longer because the police could come at any time to arrest and detain him. So Mr. Chen left, becoming a homeless person before the planned wedding date.

1.2       An Elderly Couple Became Homeless

A Brief Report of the Incident:

 

There was an elderly couple that practices Falun Gong in Tuchengzi. On July 20, 2001, policemen from the Tuchengzi Police Station went to their home to arrest them because they suspected that the couple had posted all the Falun Gong truth-clarifying posters in the street. The couple refused to go with the police because they did not have proof. When the police left to get an arrest warrant, the couple decided to flee, knowing that they would be arrested if they stayed. A few days later, the police did return to the couple’s home to arrest them. Now the couple could not go back home and had to wander about homelessly.

1.3       A Female Falun Gong Practitioner Became Homeless

A Brief Report of the Incident:

 

In July of 2001, policemen from the Tuchengzi Police Station went to a female practitioner’s home and found an article from Falun Gong website. They questioned her family about the article since the practitioner was not at home. The police waited for her until midnight but she did not return. In fact, fearing the brutal treatment that so many other practitioners had received, she has not returned since then, and no longer has a home.

1.4       A 69-Year-Old Falun Gong Practitioner Forced to Leave Home and His Blind Wife was Left Alone at Home

A Brief Report of the Incident:

 

In April 2001, a Falun Gong practitioner was arrested when he was participating in a Falun Gong experience-sharing session. He was sentenced to three-year forced labor in a labor camp. His wife is blind and unable to take care of herself. So she refused to sign the notice of his detention. Despite of it, this senior practitioner was still detained. When this senior practitioner became very sick, he was released. On July 20, 2001, two policemen from the Tuchengzi Police Station went to this senior practitioner’s home and stayed for a long time at the gate of his apartment building. This senior practitioner realized that they might arrest him again. Not wanting to be detained and sentenced to forced labor, this senior practitioner left home immediately, knowing that he cannot go back.

1.5       Falun Gong Practitioner Chen Yuzheng Forced to Leave Home

A Brief Report of the Incident:

 

In November 1999, police of the Jincheng Police Bureau arrested Chen Yuzheng because Mr. Chen practices Falun Gong, and sent Mr. Chen to the Daguang Detention Center where he was detained and tortured. After Mr. Chen released, in January 2001, police of the Changchun City Police Station went to Mr. Chen’s home and tried to arrest Mr. Chen again. To avoid repeated arrest and possible torture, Mr. Chen was forced to leave home. Mr. Chen’s computer was confiscated and his family members were threatened and accused of “harboring a criminal”.

1.6       Falun Gong Practitioner Zhang Huayun Forced to Leave Home

A Brief Report of the Incident:

 

In August 1999, Zhang Huayun went to Beijing to appeal to the government to stop persecuting Falun Gong. Therefore, Ms. Zhang was detained for 45 days at the Yushu City Detention Center. During Ms. Zhang’s detention in late September 1999, Ms. Zhang’s feet were shackled and Ms. Zhang was forced to walk around in the yard of the detention center. Whenever Ms. Zhang slowed down, the police beat her. Afterwards, Ms. Zhang was sent to the Heizuizi Women Labor Camp for forced labor, since Ms. Zhang refused to give up Falun Gong. At the Heizuizi Women Labor Camp, Ms. Zhang was shocked with an electric baton numerous times, each time from 20 minutes to one hour. Practitioners detained at the labor camp had to work for hours everyday but Ms. Zhang became so weak that she was unable to do heavy work. After Ms. Zhang released from the Heizuizi Women Labor Camp, in October 2000, Ms. Zhang was detained again by the policemen of the Yushu City Police Station and fined 5,000 Yuan RMB. In early June 2001, policemen from the Qingshanxiang Police Station went to Ms. Zhang’s home and arrested her. After released, Ms. Zhang realized that if she stayed at home, she would be arrested, detained and tortured again. So Ms. Zhang left her home and became destitute.

1.7       Liu Dapeng Became Homeless

A Brief Report of the Incident:

 

In December 1999, Liu Dapeng went to Beijing to appeal to the government to stop persecuting Falun Gong. Mr. Liu was arrested and escorted back to Jiling Province. Mr. Liu was detained at the Huanxiling Labor Camp for one year, where he was tortured. Mr. Liu’s wife was also detained for practicing Falun Gong. After Mr. Liu was released, Mr. Liu went into hiding and became destitute to avoid further persecution. Mr. Liu’s thirteen-year-old daughter now lives at home by herself, and nobody looks after her.

1.8       Xia Lirong Forced Leave Home to Avoid Arrest

A Brief Report of the Incident:

 

On December 14, 2000, Xia Lirong went to Beijing to appeal to the government to stop persecuting Falun Gong. Ms. Xia was arrested by the police at the Tiananmen Square in Beijing and detained at the Chengnan Detention Center in Beijing. During Ms. Xia’s detention, the police forced Ms. Xia and other practitioners to stand barefoot in the snow when it was 20 degrees below zero (Celsius) outside. Ms. Xia family was not notified of her arrest until Ms. Xia had been detained for more than two months. After Ms. Xia released from the Chengnan Detention Center in Beijing, the Qian’an County Police Station knew that Ms. Xia had returned from Beijing, they immediately went to her home and tried to force her to renounce Falun Gong. To avoid further persecution Ms. Xia left home. Ms. Xia is currently living on the streets and is homeless.

1.9       Lu Qingshan Became Homeless Because of Constant Threats and Persecution

A Brief Report of the Incident:

 

In September 1999, Lu Qingshan went to Beijing to appeal to the government to stop persecuting Falun Gong. Therefore, Mr. Lu was arrested and detained for more than 50 days. Because Mr. Lu refused to give up Falun Gong, Mr. Lu was expelled from his job and his salary was withheld for 8 months. In September 2000, the Chaoyang Town Police Station fined Mr. Lu 1,500 Yuan RMB for no reason. In March 2001, because he wrote a statement and posted it on Falun Gong website to continue practicing Falun Gong, Mr. Lu was detained. Fifteen days later, Mr. Lu was sentenced to one-year forced labor in a labor camp. Since Mr. Lu failed the physical examination, he was forced to submit a bail of 2,000 Yuan RMB to get released. In order to be free from further persecution, Mr. Lu left home and wandered about.
