Internally Displaced Persons in Heilongjiang Province
Overview
Since July 20, 1999, Falun Gong practitioners of Heilongjiang Province have been severely tortured and persecuted because of their belief. The local police or staff of the 610 Office (an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems) have arrested, detained and beaten practitioners as they wish. They also sent some practitioners to Anti-Falun Gong brainwashing classes to force them renounce Falun Gong. To avoid being tortured further, practitioners had to leave their homes and family members and become homeless. Following are some of them:
1.1 Falun Gong Practitioners Xu Chunlin and Guo Longquan Forced into Exile

A Brief Report of the Incident:
In early 2000, Falun Gong practitioners Xu Chunlin and Guo Longquan went to Beijing to appeal to the government to stop the persecution of Falun Gong. After Mr. Xu and Mr. Guo were arrested and escorted back to their hometown, they were forced to pay a large fine to the Yuejin Village government. Because their families were very poor, they were not able to pay the fine. In March 2000, the secretary of the Party committee of Yuejin Village sold Mr. Xu’s and Mr. Guo’s farmlands and properties, which was the only way Mr. Xu’s and Mr. Guo’s families could make a living. Mr. Xu’s and Mr. Guo’s families had to leave their home and become homeless.

1.2 Falun Gong Practitioner Zou Guoyan Forced to Leave Home And 10-Year-Old Child Left At Home

A Brief Report of the Incident:
On January 30, 2000, Falun Gong practitioner Zou Guoyan went to Beijing to appeal to the government to stop the persecution of Falun Gong. Ms. Zou was then arrested, and detained at the Shuangcheng City No. 2 Detention Center. Both police and prisoners beat
Ms. Zou’s body was full of bruises. In December 2000, Ms. Zou went to Beijing appeal again. Ms. Zou was arrested and escorted back to the Shuangcheng City No. 2 Detention Center and tortured. To avoid future persecution, Ms. Zou was forced to leave her home and she became homeless. Now Ms. Zou’s 10-year-old child is left at home and has no one to take care of him.

1.3 Mr. Sha Zhaojin Became a Displaced Person After His Escape From the Police Station

A Brief Report of the Incident:
At 11:00 p.m. on August 7, 2001, approximately ten policemen from the Xinlin Police Station and the Tahe County Police Station ransacked Sha Zhaojin’s home in Tahe County, Heilongjiang Province. The police confiscated a personal computer, about 60 CDs, 40 floppy discs, 1,500 Yuan RMB, and other valuables from his home.
The police took Mr. Sha to the Targen Police Station and interrogated him. They twisted his hands behind his back and handcuffed him. They tied the handcuffs to a high place with a rope, causing Mr. Sha to have to bend down from his waist at a 90 degree-angle with his toes barely touching the ground. Later, they covered his head with a plastic bag. When they found that he was sweating profusely, they released him from the handcuffs and poured cold water on his head. Since it was late, only two policemen were left to guard him while the others slept. Consequently Mr. Sha was able to escape from the police station. After his escape, every police station in Tahe County sent officers to apprehend him, searching the streets and railway stations. Mr. Sha left Tahe County the next day and no one has seen or heard from him since.

A Brief Report of the Incident:
On March 9, 2001, while Yang Tian was at work, her supervisor told her that she was going to be sent to a brainwashing class at the Harbin City Rehabilitation Center because Ms. Yang practices Falun Gong. Ms. Yang firmly refused to go. However, her supervisor had four people sent her to the brainwashing class at the rehabilitation center. From March 9, 2001 to June 27, 2001, Ms. Yang was detained at the center where she suffered severe mental torture. After Ms. Yang release, the leaders of the Civil Aviation Bureau put her under house arrest and forced her to write a letter of renounce Falun Gong. If Ms. Yang refused, Ms. Yang would be put into a labor camp. The leaders of the Civil Aviation Bureau kept her under surveillance and they reported the daily activities of her to the local police station. To avoid the endless persecution, Ms Yang was forced to leave her home and go into hiding.

A Brief Report of the Incident:
On March 9, 2001, Fan Liping was forced by the leaders of the Civil Aviation Bureau to attend a brainwashing class at the Harbin City Rehabilitation Center because Ms. Fan practices Falun Gong. Ms. Fan was detained for a few months and suffered severe mental torture. After her release, Ms. Fan decided that she did not want to be detained and tortured in the brainwashing class again, so Ms. Fang left her home and became a displaced person.

1.6 Elementary School Student and Her Father are Displaced Persons

A Brief Report of the Incident:
Eleven-year-old Xuan Xuemei and her mother are Falun Gong practitioners. Her mother is wanted by the police, and her whereabouts is unknown. On March 5, 2001, the police exerted pressure on Xuan Xuemei’s school authorities to force Xuan Xuemei to sign a banner slandering Falun Gong. They wanted Xuan Xuemei to help them find her mother so she could be arrested. In March 2001, the school principal and her teacher, Li Bo, threatened Xuan Xuexei that if she did not give up her belief in Falun Gong, she would not be allowed to attend school. Because of these kinds of threats, Xuan Xuemei’s father had to leave home with her and they are now displaced persons.

1.7 Li Chao and His Wife Zhao Dongxia Became Homeless after Detention

A Brief Report of the Incident:
On the afternoon of January 17, 2001, the government of Shuangcheng Town in Heilongjiang Province arrested all of the town’s Falun Gong practitioners, among them Li Chao, his wife Zhao Dongxia, and their 5-year-old son. These practitioners were detained in a secret jail on the fifth floor of the Qiulin Department Store for a whole night. The little boy cried whole night. On second day, the little boy was released after his aunt’s appeal. After Mr. Li and Ms. Zhao released, they decided to abandon his home to avoid further persecution.

A Brief Report of the Incident:
After Falun Gong was banned in China in July 1999, Mr. Qiao was discharged by his employer because he refused to renounce Falun Gong. They also threatened to send Mr. Qiao to a labor camp for one year because he practices Falun Gong. To avoid forced-labor, Mr. Qiao had no choice but to leave his home and he is now a homeless.

A Brief Report of the Incident:
Chen Xiuling is the mother of Chen Ying, a seventeen-year-old girl Falun Gong practitioner who was tortured to death in August 1999. Ms. Chen’s work place, Qiaonan Business Branch of the Yuntong Company, put her under house arrest in February 2000. On Feb. 29, 2000, Ms. Chen went to Beijing to appeal to the government to stop the persecution of Falun Gong but was apprehended the next day on the train from Shenyang City, Liaoning Province to Beijing. On March 3, 2000, Ms. Chen was escorted back to Jiamusi City. They detained her for 47 days beginning on March 4, 2000. On March 13, 2000, policeman Zhang Hongyu and another policeman from the Jiamusi City Police Station forced her to press her fingerprints on many fake materials written by Zhang Hongyu and others.
On June 5, 2000, Ms. Chen was arrested and sent to the detention center while doing Falun Gong exercises outside. After she went on a hunger strike to protest the detention, on June 9, 2000, guards at the detention center put her hands behind her back and handcuffed her then pushed her to the ground. They forcibly fed her by inserting a bamboo board into her mouth. They even broke the bamboo boards during the force-feeding. Ms. Chen’s upper and lower teeth were all broken. Policeman Zhao Qinyin slapped her 5 times since she did not cooperate with him during the force-feeding. After they made another attempt to force-feed Ms. Chen, they let her go on June 12, 2000 because her health was deteriorating from the torture. On November 16, 2000, Ms. Chen went to Beijing again to appeal to the government to stop the persecution of Falun Gong. And Ms. Chen is not able to go back to her home because the police want to arrest and torture her again.

1.10 Zhao Qingshan Forced into Homelessness after Walking out of the 610 Office

A Brief Report of the Incident:
Zhao Qingshan had been arrested for spreading Falun Gong flyers. Mr. Zhao was able to escape after being detained for 28 days at the Nagang Detention Center in Harbin City, and had to live like a fugitive. On January 24, 2001, he was arrested at 10 a.m. for passing out Falun Gong flyers and was sent to the 610 office. Since there was no one present in the office Mr. Zhao was kept in police custody, where they handcuffed his hands behind his back and started to beat his face and body via leather belt, electric baton, and fists. Three policemen took turns beating him while taunting and insulting him. The torture continued for two hours resulting in much blood, loose teeth and a black and blue face. It took over 20 days for Mr. Zhao to recover. Mr. Zhao was able to escape while being taken to the dining hall, though he still had a handcuff on one wrist.
