Internally Displaced Persons in Sichuan Province

 

Overview

 

The Chinese Communist regime ignored its own constitution of religious freedom and declared on July 21, 1999 that Falun Gong practice is illegal and started to persecute anyone who refuses to change the belief. It ignored its own constitution of people’s right to appeal to the government and started to arrest, detain, and torture Falun Gong practitioners. Because they refuse to renounce the practice of Falun Gong, practitioners in China have been arrested, detained, sending to anti-Falun Gong brainwashing class, and severely tortured. They are repeatedly fined for practicing Falun Gong. The police constantly and, without a warrant, intrude into their homes at will and confiscate their personal property.

 

Therefore some Falun Gong practitioners in China are forced to leave home and become homeless to avoid further harassment and persecution. This is the only way they can put an end to the unending torture and harassment. But even after practitioners became homeless, they were listed as wanted by the local police. Here are a few example cases of Internally Displaced Person in Sichuan Province.

 

1.1       High School Teacher Tan Fenghao Forced to Leave Home to Avoid Brainwashing Class

 

Victim:

A Brief Report of the Incident:

 

In July 2000, Tan Fenghao was detained for one month for copying and distributing Falun Gong materials. After being bailed out, Ms. Tan was told that she would be kept under surveillance for one year. In November 2000, Ms. Tan was notified to attend a brainwashing class and pay a fine of 1,500 Yuan RMB. Ms. Tan knew that the brainwashing class is notorious for using physical abuse to force people to give up Falun Gong practice, and many people are known to have been tortured to death in various brainwashing classes. Therefore, Ms. Tan left her home to avoid being sent to the class. There is no information about Ms. Tan since then.

1.2       Liang Mei Detained and Forced to Leave Home although Nursing

A Brief Report of the Incident:

 

In February 2000, Liang Mei, a nursing mother, was arrested for practicing Falun Gong outdoors. While arresting her, the police slapped not only her face, but her baby’s face as well. The slap was so hard that the baby cried loudly for a very long time. Then Ms. Liang was put under surveillance for three months. Everyday she had to go to the police station and perform all of the cleaning services for the station. Sometimes the police cuffed her and did not give her any food. They released her from the handcuffs only when they felt like it.

 

At midnight on July 19, 2000, Huang from the local police station, and several other policemen rushed into her home and dragged her out of bed because she refused to stop practicing Falun Gong. They took her to the police station and cuffed her arms behind a tree, with no concern or thought about her baby still needing breast-feeding. She was cuffed for a long time, her mouth was sealed with tape, and her clothes were very wet because beads of milk kept leaking out of her breasts. Then she was detained at a detention center for 15 days. On the due date of her release on August 3, 2000, she was cuffed and hung up by her handcuffed wrists at the local police station until the next afternoon when her family signed a statement for her saying she renounced Falun Gong. Even after she was released, she was still required to go to the police station everyday to report.

 

To avoid the continuous and severe persecution, Ms. Liang was forced to leave home. Her baby, whom she had to leave behind, lacks nutrition since his mother can no longer breast-feed him. Now the baby is undernourished and looks ill.

1.3       Liu Guihua Became Homeless after the Torture and a Series of Threats

A Brief Report of the Incident:

 

In December 1999, police from Linshui County Police Station intercepted Liu Guihua when she was buying a train ticket and detained her for ninety days. Ms. Liu was handcuffed for eighteen days during her detention. Ms. Liu was unable to perform simple daily tasks for herself because of the torture. In June 2000, Ms. Liu was arrested in Beijing and was held for thirty days because she appealed to the government to stop persecuting Falun Gong. In October 2000, Ms. Liu was listed as wanted by local police for distributing Falun Gong flyers. Ms. Liu was forced to leave home to avoid more persecution and became homeless.

1.4       Liu Menglan Tortured and Forced to Leave Home

A Brief Report of Incident:

 

On December 18, 1999, the police took Liu Menglan to the Linshui County Police Station because they were afraid of her going to Beijing to appeal to the government to stop the persecution of Falun Gong. Local National Security personnel ransacked Ms. Liu’s house. On December 19, 1999 Ms. Liu was sent to a detention center and was put in handcuffs for thirteen days because she refused to give up practicing Falun Gong. On January 28, 2000, the police humiliated Ms. Liu and other Falun Gong practitioners by forcing them to parade through the streets as if they were convicts. In October 2000, seven months after Ms. Liu had been released, Ms. Liu was listed as wanted by the local police for distributing Falun Gong flyers. Ms. Liu had to leave home to avoid more persecution.

1.5       You Kaiqiong Forced to Leave Home Because She Practices Falun Gong

A Brief Report of the Incident:

 

In July 2000 You Kaiqiong went to Beijing to appeal to the government to stop persecuting Falun Gong and was detained for fifteen days at her hometown. In November 2000, Ms. You was listed as wanted by the local police for distributing Falun Gong flyers and was forced to leave home. Ms. You’s whereabouts remain unknown.

1.6       Zhang Ji’an Became Homeless Because Local Police Persecute Falun Gong

A Brief Report of the Incident:

 

On July 26, 2000, Linshui County police interrogated Zhang Ji’an because he practiced Falun Gong. In October 2000, Mr. Zhang was listed as wanted by the local police for distributing Falun Gong flyers. To escape more persecution, Mr. Zhang was forced to leave home and became homeless.

In October 2000, Cao Jiguang was listed as wanted by the local police for distributing Falun Gong flyers and was forced to leave home and became a homeless person.

1.8       Yao Xinli Forced to Leave Home

A Brief Report of the Incident:

 

In the year of 2000, Yao Xinli was detained for appealing to the government to stop persecuting Falun Gong practitioners in Beijing. Ms. Yao was dismissed from her job. Ms. Yao went to appeal again after being released from detention. Ms. Yao has been wandering around homeless ever since to avoid further detention.

1.9       Huang Liping become Homeless Because She Practiced Falun Gong

A Brief Report of the Incident:

 

In the year of 2000, Huang Liping was arrested by the police from a police station while she was talking with people about Falun Gong in a park. After escaped from the arrest, Ms. Huang is currently homeless and wandered about to avoid persecution.

1.10  Chen Guohua Forced to Leave Home

Perpetrator:

 

Police from the North Jiefang Road Police Station, Chengdu City, Sichuan Province

 

A Brief Report of the Incident:

 

In November 1999, Chen Guohua went to Beijing to appeal to the government to stop persecuting Falun Gong. Ms. Chen was detained for ten days under the name of security detention, and then one month under the name of criminal detention. From January to June 2000, she was forced to attend an anti- Falun Gong Brainwashing Class and fined more than 3,000 Yuan RMB. Ms. Chen couldn’t go back home because of the persecution.

1.11  Chen Xiangzhi Forced Homeless in Panzhihua City, Sichuan Province

3.      The Head of the East District Police Station, Panzhihua City, Sichuan Province

 

A Brief Report of the Incident:

 

In December 1999, Chen Xiangzhi went to Beijing to appeal to the government to stop persecuting Falun Gong. Ms. Chen was arrested and escorted back to her hometown. Ms. Chen was sentenced one and a half years forced labor at the Nanmusi Women Labor Camp in Zizhong City, Sichuan Province.

 

After Ms. Chen’s release, on August 30, 2001, police from Panzhihua City Police Station arrested and detained Ms. Chen again in a detention center because she refused to give up practicing Falun Gong. On the eighth day of her hunger strike to protest the detention in a detention center, the police released her. Because many Falun Gong practitioners were known to have been arrested and detained multiple times, Ms. Chen had to leave home to avoid further persecution. Ms. Luo is now homeless and living in exile.

1.12  Luo Lingzhen Forced Homeless to Avoid Forced Labor

 

Victim:

1.      The East District Police Station, Panzhihua City, Sichuan Province

2.      The Nanmusi Women Labor Camp, Zizhong City, Sichuan Province

 

Perpetrators:

 

1.      The Head of the East District Police Station, Panzhihua City, Sichuan Province

2.      Tian Ping, policewoman from the East District Police Station, Panzhihua City, Sichuan Province

 

A Brief Report of the Incident:

 

In the middle of September 2001, personnel from the East District Police Station in Panzhihua City took Luo Lingzhen away from home because Ms. Luo refused to give up practicing Falun Gong. At the police station, the policewoman Tian Ping tortured Ms. Luo. Ms. Luo was sentenced two-year forced labor at the Nanmusi Women Labor Camp in Zizhong City. Ms. Luo escaped on the way to the labor camp. Now Ms. Luo is homeless and living in exile.
