Description:

In late October and December of 1999, Mr. Yuan Jilin was wrongfully detained twice and tortured by Jilin City Police because he is a Falun Gong practitioner. On October 1, 2000, he went to Beijing to appeal for his constitutional right to practice Falun Gong, and was arrested yet again. Police escorted Mr. Yuan back to Jilin and arbitrarily detained him at the No. 3 Detention Center for one month, whereupon he was groundlessly sentenced to 3 years forced labor at the Huanxiling Labor Camp. Camp guards often severely beat and tortured Mr. Yuan and he consequently became extremely weak. In September 2001, to avoid his dying at the labor camp, the police released him. On June 16, 2002, Mr. Yuan was kidnapped from home and detained at the Wenmiao Police Station. He was tortured there; the police handcuffed him behind his back and hung him up by his handcuffed arms. He managed to escape the next day, but was arrested again and detained at the Yushugou Police Station. Mr. Yuan is now being detained in a labor camp.
