Mr. Lu Zhengang, male, age 52, is the former Party Deputy Secretary, and Secretary of the Inspecting & Discipline Commission of the Fushun City Planning Company, Liaoning Province. Because he went to Beijing to appeal to the government to stop persecuting Falun Gong, on August 12, 2002, the Hedong Police Substation of Shuncheng District in Fushun City sent him to the Fushun City First Detention Center, where he was sentenced to five years in jail. Before he started practicing Falun Gong, Mr. Lu Zhengang had suffered from heart disease, a brain tumor, and other diseases. In 1998 and 1999, he underwent two major operations, one on his heart and one on his brain tumor, during which both his chest and head were cut open. After practicing Falun Gong, Mr. Lu fully recovered, and became a completely healthy person. During his detention, he was tortured and not allowed to practice Falun Gong. His old diseases have come back, resulting in loss of sight in his right eye. The detention center sent him to Dabei Prison in spite of his health condition, but the prison refused to admit him, and sent him back to the detention center. In October 2002, after a medical examination at the Fushun City Central Hospital, it was concluded that Mr. Lu was "incapable of and unsuitable for prison." The detention center sent the medical examination results to the Shuncheng District Court and to the District Political and Legislation Committee. Both authorities paid no attention to this report, disregarded the danger to Mr. Lu’s life, and refused to order his release. Currently Mr. Lu is still being held in the First Detention Center. His situation is extremely serious and he is in unbearable pain because of his life-threatening medical condition.
