Ms. Liu Ruiqin, 52, resident of Shijiazhuang City, Hebei Province, is currently  being held in the Hebei Provincial Legal Education and Training Center. Because of her Falun Gong practice and peaceful appeals to the government during the past three years, she has been unlawfully detained and repeatedly subjected to unauthorized home searches.

On July 20, 1999, while on her way to Beijing to appeal for Falun Gong, Ms. Liu was detained for four hours. On December 31, 1999 she went to Beijing to appeal again, but she was abducted by plainclothes police and escorted to the Shijiazhuang City Yudong Liaison Office in Beijing. She was cuffed in the yard in the freezing temperature for the whole afternoon, and not allowed to eat, drink, or even go to the bathroom. As a result, she was fined and her salary was also stopped for 20 months.

At noon on February 24, 2000, several officers from the Yudong Street Police Station broke into Ms. Liu’s home and ransacked it. They took Ms. Liu and her husband to the local Police, locked them in two different rooms, beat them, and pressured them to renounce Falun Gong. The policemen handcuffed Ms. Liu, raised her hands over her head, and slapped her face. The officers forced her husband to the ground, beat and kicked him, and hit him on the head using a broom handle and a mop handle. Then they poured cold water down his neck. The police yelled hysterically while the beating was going on, "We'll beat you until you don't know where you are. You wouldn't even know who beat you! If you end up dead, nobody would know who beat you to death." The police tortured them from about 1:00 pm until 5:30 pm. Then, they interrogated Ms. Liu and her husband. Police continued the beating during the interrogation.  Three days later, they were fined and then released.

On July 19, 2000 Ms. Liu went to Beijing to appeal for Falun Gong and was then arrested by the police and held in the Dongfeng Street Detention Center in Shijiazhuang City for 15 days. On December 31, 2000, Ms. Liu again went to Beijing to appeal. The police on Tiananmen Square knocked her to the ground, kicked her, and beat her. Her arms were numb for the whole day from the beating, and her wrists were injured from being twisted. The backs of her hands were badly swollen. The policemen dragged her into a police vehicle and sent her to the Tiananmen Police Station. Later she was sent to the Miyun Detention Center in Beijing, where the policemen slapped her face, kicked her, and cursed at her. Later, she was returned to the Yudong Street Police Station in Shijiazhuang City.

On August 11, 2001, Ms. Liu’s home was ransacked again, and her husband was abducted and detained in the Hebei Provincial Brainwashing Center.

On November 9, 2001, officers from the Yudong Street Police Station and the Yudong Office  went to the home of Ms. Liu’s mother and tried to abduct Ms. Liu. She ran away. The police frequently came to the elderly mother's home to harass her. On May 14, 2002, Ms. Liu's husband was abducted again and taken to the Hebei Provincial Brainwashing Center.

To find out Ms. Liu’s whereabouts, the Yudong Street Police Station harassed her son-in-law and pregnant daughter. The frequent harassment resulted in strife in her daughter's marriage.  The Yudong Police arrested Ms Liu again while she returned home to visit her daughter on May 15, 2003.
