Mr. Liang Guiai, 27, from Qiaojiatun Luoxin Village of Huashan Town in Jimo City, Shandong Province, was an undergraduate student at the Chinese Medicine University in Shandong Province.

On December 20, 1999, Mr. Liang went to Beijing to appeal to the government to stop persecuting Falun Gong. He was beaten, arrested, and sent back to his school. The school administrators dismissed him from the school. In April 2000, Mr. Liang was brought into the local police station for two days. When he got out, his body was bloody and dirty all over, one of his teeth was missing, and his mouth was split open. On June 20, 2000, Mr. Liang went to Beijing to appeal for Falun Gong again. He was arrested and held at the Jimo Administration Office in Beijing. A young policeman handcuffed him to a metal post and kicked him viciously until Mr. Liang had blood all over his face and was on the verge of losing consciousness. After being brought back to his hometown, he was beaten again by the officers of the local government. They also handcuffed him to a post and left him outside for ten days and nights. Then Mr. Liang was sent to the Jimo Detention Center. Later, he was taken to the county police station, where he managed to escape. He had to leave home to avoid further persecution. In early February 2001, Mr. Liang went home and was arrested by the police. A few days later, without any legal procedure, he was sentenced to three years of forced labor in the Qingdao Labor Camp, Shandong Province.
