Firefighter Lu Bingshen Tortured to Death at Daqing City Labor Camp in Heilongjiang Province

Mr. Lu Bingshen, male, 39, was a firefighter in the 6th Fire Brigade in Daqing City, Heilongjiang Province. He lived in the Caikulou area of Ranghulu District, Daqing City. In October 2002, police abducted Mr. Lu while he was distributing Falun Gong anti-persecution materials. Later he was sentenced to two years and sent to the Daqing City Labor Camp. On October 20, 2003 around 1 p.m., Camp Assistant Brigade leader Zhang Mingzhu locked Mr. Lu in a solitary compartment and tortured him on the "tiger bench." His four limbs were cuffed onto the torture device. Then Zhang shocked him continuously with electric batons. Mr. Lu was tortured until he became unconscious. At around 4 p.m. he was sent to the Daqing City People's Hospital for emergency care, where he was found to have dilated eyes; he was in a deep coma and his electrocardiogram (ECG/EKG) showed severe arrhythmia. Mr. Lu's legs were swollen and had two blisters measuring about half an inch square on the right coax joint and another about three-fourths of an inch square, and there was a cut on the sole of one foot. Mr. Lu died on October 21, 2003 around 1 p.m. in the hospital.
