Mr. Meng Jincheng, male, 50, was a resident of Jiuzhai Village, Puzidian Town, Zunhua City, Hebei Province. Because he practiced Falun Gong, at approximately 10 a.m. on July 7, 2003, local police arrested him and took him to the Hehuakeng Labor Camp. Upon his arrival, guards tried to force Mr. Meng to denounce Falun Gong, which he refused to do. Then the guards ordered nine inmates including Gao Keai, Huang Yongxin, Li Haihe, Zheng Min, Wang Yin, Yin Lihong, Chang Fuhai, and Tang Junpu to beat him until he lost consciousness. As a result, Mr. Meng’s whole body was black and blue.
When Mr. Meng was taken to his cell, inmate Huang Yongxin gave him a hard kick, and knocked him to the ground. Then Huang dragged him to the wall, and forced him to stand on his toes with his head and knees touching the wall. Several times when Mr. Meng was about to pass out; Huang poured cold water on his head, and forced him to keep that position against the wall. Later, Mr. Meng became very pale, and became so weak that he was on the verge of dying.
Around noon, Mr. Meng had difficulty catching his breath. At 4:30 in the afternoon, he was found unconscious, and was sent to the labor camp hospital.
It was later confirmed that Mr. Meng died on July 7, 2003, the same day he was arrested, in the hospital. His body was cremated before his family could see how badly he had been beaten.
