Mr. Li Zhongmin, male, 31, lived at Lijia Tun #64, Tangtun Village, Wanjialing Town, Wafangdian City, Liaoning Province. In 2001, the Kaifa District Public Security Office arrested Mr. Li for his belief in Falun Gong. At the local 610 office Mr. Li was tortured by Liu Wei, Sun Deshun and several other police officers who used high voltage electric-shock batons to shock Mr. Li. Liu Wei ordered a couple of police to hold Mr. Li’s head against a brick and he used his foot to heavily stomp on Mr. Li’s head. Mr. Li's forehead was gashed open and his clothes were torn apart from the beating. Mr. Li was somehow able to escape that night. Following Mr. Li’s escape, Liu Wei and other police officers tracked him down.
On January 12, 2002, they found Mr. Li and arrested him. Mr. Li’s hands and feet were shackled, and he was held in cell No. 7 at the Yaojia Detention Center, Dalian City, Liaoning Province. He was beaten and tortured throughout his detention. Later he was secretly sentenced to 15 years forced labor and transferred to the Dabei Prison in Shenyang City. Throughout one year of incarceration, Mr. Li refused to give up his belief in Falun Gong and went on hunger strikes to protest his unconstitutional arrest and sentencing. As a result, he was heavily tortured and died on March 4, 2003. When he died, there were numerous wounds on his body, bloodstains at back of his head and a big area of bruises on the inner thighs of his body. There were many red marks on his back, and his eye sockets were noticeably sunken in.
Mr. Li’s brother, Mr. Li Zhongke, also a Falun Gong practitioner, is also being held and tortured in Dalian City Labor Camp.
