Mr. Liu Haibo, male, 34, was a doctor from the CT Room of the Luyuan District Hospital in Changchun City, Jilin Province. Since July 20, 1999, he had gone to Beijing twice to appeal to the government to stop the persecution of Falun Gong; for this, he was sentenced to one year of forced labor at the Weizigou Labor Camp in Changchun City. Because he refused to give up Falun Gong, he was transferred to the Fenjin Labor Camp, and then to the Chaoyanggou Labor Camp in Changchun City. During detention, he was tortured numerous times, and his term was extended by nine months. After his release, on the evening of March 11, 2002, police from the Kuancheng District Police Station in Changchun City abducted Mr. Liu from his home. In the police station they interrogated him during torture, which continued until 1 a.m. the following day. During the interrogation, several police officers simultaneously shocked him with electric batons, attempting to force him to give up Falun Gong. The police officers did not stop torturing him until they found that his heart had stopped beating. By the time they sent him to the 120 Emergency Center, on March 12, 2002, he had already died.
