In March 2003, Mr. Zhang Changming, 50, resident of Shuangyashan City, Heilongjiang Province, appealed for the right to practice Falun Gong, and for this he was arrested and arbitrarily sent to the Jiamusi Labor Camp in Heilongjiang Province. There Mr. Zhang was beaten to the point of unconsciousness by Yang Chunming, political instructor, and Yang Wenbin, a Camp policeman in the intensive training brigade. They beat his head and it was left swollen and misshapen. He was then sent to a hospital for emergency treatment, but the hospital refused to treat him because doctors saw that he was on the verge of death. To avoid having to take responsibility, the camp authorities sent Mr. Zhang back to his home, where he died as soon as he arrived.
