Disabled by Brutal Torture at the Antu Detention Center

Brief Report of Incident:

Zhang Beiqi is a resident of Mingyue Town, Antu County, Jilin Province. She is being held at the Antu Detention Center. Several people from the Security Division of the Antu Police Department tortured her severely during their interrogations, which caused paralysis in her lower legs. Due to the disability she cannot take care of herself and is dependent on others, suffers from chronic dizziness, weakness, fatigue, bladder incontinence, and extreme pain.

Zhang Beiqui states, “I am living a life not fit for a human” in her appeal letter, dated October 3, 2004, to the Supreme Prosecutor's Office. She became disabled from the brutal torture administered by the Antu County Police Department, Haigou Gold Mine Police Branch, and “610” Patrol police. The torture included being severely beaten 24 hours a day for seven days and nights of interrogation, from March 19-26, 2004. During the interrogations the “Tiger Bench” torture method was used repeatedly. Her hands were handcuffed and her feet shackled to the bench. Without being tied up at the waist with a rope, she would not have been able to bend in a sitting position on the bench. While on this torture bench, the police used the time to verbally abuse her while beating her with a rubber police club, and have multiple police personnel beat her for hours upon hours. Other tortures were administered during the times she was not forced on the bench, including being physically abused until she lost unconsciousness.

On March 26, she had to have an intravenous infusion to keep her alive. Even so, Yu Xue dragged her away from the treatments and back to a cell in the detention center. Her legs are now paralyzed and she suffers from bladder incontinence and sometimes looses consciousness from the extreme pain. She has been denied medical treatment and denied being released from the detention center due to her conditions. The outcome of her appeal is not known.
