and sprayed cold water on Mr. Xu with the hose from 9:00 a.m. to 1:00 p.m. The
source of the water was an underground well and the water temperature was below

Mr. Xu was naked when he was carried out. He laid
on the ground and could not move and could not even hold his head up. Although
Zhang Dezhi saw everything, he didn't send Mr. Xu to a hospital until 1:40 p.m.

- Mr. Xu Jishan, 41 years of age, of Chaoxian Ethnicity, was an
employee at the Daqing Petrochemical Engineering Corporation.

In March 2004,
Mr. Xu Jishan was sentenced to three years of imprisonment for handing
out Falun Gong materials. He was incarcerated in Daqing Prison. Mr. Xu was often
tortured by inmates instigated by the prison guards.
Beginning on May 5,
2005, the prison guards forced Mr. Xu to stand up straight for seven days and
nights without a break. They poured cold water on him. They also subjected him
to the "Tying the rope" torture
On June 5, 2005, guard Zhang Dezhi
ordered inmates Li Liancai and Pu Chong to force Mr. Xu to renounce Falun Gong.
At 8:00 a.m. that day, Pu Chong told Mr. Xu to write the “Five Statements” . Mr.
Xu said, "I can do anything but this, it’s against my conscience." Pu Chong
said, "OK, then don't regret it later."
At 8:40 a.m., Zhang Dezhi went
to Mr. Xu's room with inmates Li Liancai, Pu Chong, Wang Anhui, Guo Liyang, Wang
Hongyan, Yao Hainiu and Zhou Xiaofei. They removed Falun Gong practitioner Mr.
Zhao Yu'an, who was in the same room with Mr. Xu. They forbade anyone to enter
or walk near by Mr. Xu's room.
At 9:00 a.m. inmates tied Mr. Xu onto a
wooden frame and gagged him with a pair of underwear to prevent him from
shouting out. Inmates Wang Anhui and Guo Liyang carried Mr. Xu to a nearby
bathroom. It contained a water hose, which was used to torture Mr. Xu.
Inmates Li Liancai, Wang Anhui, and Guo Liyang took off Mr. Xu's
clothes. Then they continuously poured and sprayed cold water on Mr. Xu with the
hose from 9:00 a.m. to 1:00 p.m. The source of the water was an underground well
and the water temperature was below 60o F (about 14o C).
Guard Zhang
Dezhi went to the bathroom several times and forced Mr. Xu to write the "Five
Statements." Every time he removed the underwear from Mr. Xu's mouth, Mr. Xu
shouted, "Help!" Zhang Dezhi threatened him by saying "Nobody can rescue you if
you don't write the statements.”
At around 1:00 p.m., Wang Anhui and Guo
Liyang found that Mr. Xu was dying, which they reported to Zhang Dezhi, but
Zhang Dezhi did not take any action. Later, Li Liancai, Pu Chong, Wang Anhui and
Guo Liyang carried Mr. Xu out of the bathroom.
Mr. Xu was naked when he
was carried out. He laid on the ground and could not move and could not even
hold his head up. Although Zhang Dezhi saw everything, he didn't send Mr. Xu to
a hospital until 1:40 p.m.
Falun Gong practitioner Li Lizhuang was at
the prison hospital at that time and he helped give emergency treatment to Mr.
Xu. Mr. Xu had no life signs after being sent to the hospital. At 2:00 p.m. he
was sent back to the prison cell. They put clothes on him. People at the prison
cell didn't know until 4:00 p.m. that Mr. Xu had already died.
When Mr.
Xu was being tortured, other inmates were locked in the study room opposite the
bathroom. People peeked through the door gap and witnessed the whole process.
Inmate Ying Youzeng peeked through the gap and said, "These people are killing a
Falun Gong practitioner. He is dying!"
In August 2005, Daqing Prison
officials tried to cover up the truth of Mr. Xu's death. They threatened the
witnesses and lied, saying that Mr. Xu died due to heart disease. They
threatened witnesses Wu Qingquan, Zhang Wenping, Jiang Wenming and Song Yulong
with consequences if they said anything.
The procuratorate and the
prison's criminal investigation section also threatened witnesses when they were
"investigating" the case. They claimed that Wu Qingquan's given testimony was
false. They incarcerated him in a solitary cell for one month and subjected him
to other punishment. They refused to record Zhao Yu'an's testimony. Confronted
with such pressure, no other witness dared to come forward to tell the truth.
