Heilongjiang Province Harbin Drug Rehabilitation Center, also called The Heilongjiang Province Women's Forced Labor Camp, is an interim “transformation station” set up as a provincial labor camp for the brainwashing of Falun Gong practitioners.

To force Falun Gong practitioners to renounce their belief, the guard forced practitioners to stay outside in the cold winter and to sit in an ice-cold washbasin or splash them with water while they sit on the cement floor, with their hands cuffed and their legs tied up. Practitioners have had their heads shaved.A basin is placed on practitioner’s heads and inmates are ordered to strike it.

To prevent practitioners from speaking to one another, the police stuff old bags into their mouths and tape them shut. Many practitioners’ mouths have became swollen, ulcerated and infected. Practitioners suspect that a substance found in the bags may be toxic. They also but rags soaked in urine into practitioners mouths. Then they beat them with brooms, kick them, or stomp on them.

Some practitioners, whose eyes and ears are taped over, are shocked with two electrical batons at the same time for over four hours. The longest session lasted eight and a half hours. Practitioners are denied any drinking water. One time they were denied water for three days. When the water is given, it is in the form of concentrated brine and forcibly poured into their mouths. Many practitioners throw up after ingesting the salt water.

Victim List:

  1. On January 1, 2005, Ms. Song Guixiang宋桂香 was dragged out of a meeting room of the rehabilitation center, placed in solitary confinement, and made to sit on an iron chair. Yu Kun, Zhang Chunjing, Shi Shuai, and Zhao Wei handcuffed her hands behind her back and pressed her hands so they were turned in the reverse direction, which made Ms. Song faint many times from the severe pain. For three days and nights, each time she regained consciousness, they persecuted her further and tortured her using these same methods.
  2. Ms. Zhao Zhongxiu赵忠秀 is a peasant from Xinhe village, Hailin City. On September 20, 2005, the Hailin Public Security Bureau ransacked her home and arrested her. Ms. Zhao was detained in the Hailin City Detention Center. On November 4, 2005, she was sent to the Heilongjiang Province Women’s Forced Labor Camp.
  3. Ms. Yuan Mi袁密 is from Daqing City. On the morning of September 23, 2005, Ms. Yuan was arrested and detained at the Daqing City Detention Center. The police covered her head with a black plastic bag and used smoke from burning cigarettes to suffocate her. Ms. Yuan was also deprived of food and sleep. She was kept on an iron chair and when she was released from the chair, her feet were so swollen that she could no longer walk. Even in that condition, the police still instructed other inmates to pour cold water over her head. Around October 20, Ms. Yuan was sent to Heilongjiang Province Women’s Forced Labor Camp for a three-year term.
  4. Ms. Bi Xiuli毕秀丽 is a former employee of the machine shop of the Daqing Petrochemical Company. In July 2003, the Longfeng Police Station arrested her and detained her at the Daqing Detention Center. She was later sentenced to three years of forced labor and is currently at the Heilongjiang Province Women’s Forced Labor Camp.
  5. Ms. Li Bo李波 lived in the Zhongxinhe Village of the Qiezhihe District of Qitaihe City. The Qiezhihe Police Department arrested her and sentenced her to a three-year prison term. Right now she is detained in the Heilongjiang Province Women’s Forced Labor Camp. Her husband Mr. Li Fengquan李凤全 born on October 10, 1966, is being detained in the Prison of Mudanjiang City in Heilongjiang, where he has suffered severe torture.

  6. Ms. Sheng Xiaoyun盛晓云 is from Rangqu in Daqing City. In September 2002, she and her husband Mr. Dai Yi戴益 were arrested and detained at the Heilongjiang Province Women’s Forced Labor Camp. The perpetrators pinched Sheng Xiaoyun’s inner thigh area to the point of causing open wounds. They then smeared the wounds with salt and covered his legs up with tape. Mr. Dai Yi is currently detained at the Daqing Forced Labor Camp.
  7. Ms. He Chunliu何春柳 is from Yichun City, Heilongjiang Province. In April 2005, the perpetrators in Wuyiling District arrested Ms. He Chunliu who is in her 30’s. Ms. He Chunliu was sent to the Heilongjiang Province Women’s Forced Labor Camp for three years of forced labor.
  8. Ms. Tian Guiting田桂婷 is from the Longfeng area of Daqing City, Heilongjiang Province. On June 28, 2004, she was reported while talking with people about the truth of the persecution. The Xincun Dong’an Police Station arrested her. She is currently being detained in the Heilongjiang Province Women’s Forced Labor Camp.
  9. Ms. Zhen Chunyan郑春艳, 45 years of age, is a teacher at the Tangwanghe District 2nd Middle School. On the morning of November 21, 2004, police from the Henan Police Station arrested her while she was teaching a class. On November 22, she was detained at the Tangwanghe Detention Center. Later, she was sent to the Heilongjiang Province Women’s Forced Labor Camp for one and a half years of forced labor.
  10. Ms. Wu Shuzhen武淑珍, 54 years of age, is a retired teacher from the Tangwanghe 1st Elementary School. In August 2004, she was reported while talking with people about the truth of the persecution. Policeman Cui Chongfeng arrested her and detained her at Tangwanghe Detention Center for two months. Ms. Wu Shuzhen is now at the Heilongjiang Province Women’s Forced Labor Camp for one and half years of forced labor.
  11. Ms. Li Yunhua李运华 is 48 years old. In August 2004 she was arrested and detained at the Tangwanghe Detention Center. She was later sent to the Heilongjiang Province Women’s Forced Labor Camp for three years of forced labor.
  12. Ms. Men Qiuyin门秋银is around 40 years old. In 2002, Ms. Men was arrested because she was found possessing a Falun Gong book. Ms. Men was sent to the Heilongjiang Province Women’s Forced Labor Camp for three years of forced labor.
  13. Ms. Yan Caixia闫彩霞 is from Tianqiaoling Town, the Yanbian Area, Jilin Province. In May 2004, she went to visit her relatives. On her way back, she was arrested and detained at the Mudianjiang Station Detention Center. On August 24, 2004, she was sent to the Heilongjiang Province Women’s Forced Labor Camp for forced labor. Police also abducted her husband practitioner Mr. Tian Ronghe田荣鹤.
Tortured to Disable:

  1. Ms. Zhang Guixiang张桂香, in her 40’s, was severely tortured, causing both of her legs to become paralyzed. She was released after being detained for one month beyond her term.
  2. Ms. Li Shufen李淑芬 is from Hegang City. On May 14, 2002, police arrested her and later sent her to the Heilongjiang Province Women’s Forced Labor Camp. She was persecuted for a long time there and is now paralyzed as a result of the torture.
Released Victims:

  1. Ms. An Fenghua李红英, 47 years of age, lived in the Tiebei District, Mudanjiang City, Heilongjiang Province. She was sentenced to three years of forced labor in the Heilongjiang Province Women’s Forced Labor Camp for practicing Falun Gong. In the rehabilitation center, her menstruation became irregular and she had continuous bleeding for more than half a year. Her body was swollen. The rehabilitation center released her on bail for medical treatment. She died on March 26, 2005.
  2. Ms. Xu Shufeng许淑芬 was a literature teacher at the 1st Elementary School of Daqing petrochemical Company, Heilongjiang Province. She has been repeatedly detained. On December 20, 2002, she was detained for writing an appeal letter to Harbin Drug Rehabilitation Center. She was sentenced for one year of forced labor in the Heilongjiang Province Women’s Forced Labor Camp where she was brutally tortured: beaten, shocked with electric batons, starved, overloaded with heavy labor. She was released after her term was completed. Currently, her workplace has not let her teach class.
  3. Ms. Xing Yuzhen邢玉珍, 43 years of age, was a teacher at the Daqing City 6th Middle School. On November 29, 2002, Xing Yuzhen was arrested and sent to the Heilongjiang Province Women’s Forced Labor Camp for three years of forced labor. On August 4, 2004, she was released on bail for medical treatment. On December 6, 2004, the Ranghu Road Police Station arrested her at her home and detained her for 24 days. She is still being harassed. The perpetrators are looking for her to send her back into the detention center. Her husband Mr. Jiang Niaxiang姜年祥 is currently being detained at the Daqing Prison.
