Ms. He Xiuling, female, 52, lived at No. 10 Xingfu Village, Zhifu District in Yantai City, Shandong Province. She was tortured while being held at the Nanjiao Detention Center in Yantai City and passed away around 7:00 a.m. on March 11, 2004. Ms. He’s relatives found that Ms. He was still breathing; however, the authorities refused to give her any treatment. Her husband, Mr. Xu Chengben, has appealed to many government offices; however, Ms. He’s remains are still frozen in storage at a Yantai City funeral home. He has not been allowed to see his wife’s body. Ms. He's husband sent the following appeal to ask the United Nations to take action on his wife’s tragedy.

Ms. He’s Husband’s Testimony

On the evening of July 22, 1999, my wife, Ms. He Xiuling, set off for Beijing to appeal for Falun Gong. She discovered that police officers had blocked all train stations and major intersections, so she went to the Yantai City government to appeal. At around 8:00 a.m. on July 23, 1999, the Yantai City authorities dispatched large groups of police officers to harass Falun Gong practitioners. The police dragged my wife into a car and dropped her halfway toward Beihai Village in Wendengchu City. From 1999 to 2000, my wife went to Beijing to appeal three times. She was detained for more than one month in total and fined 3,300 Yuan.

In late August 2003, the Zhifu District "610 Office" in Yantai City arrested my wife while she was printing Falun Gong materials. They sent her to the Zhifu District Brainwashing center, where they tortured and interrogated her. They cuffed her hands behind her back to a bedpost so she could neither squat nor stand. She was not allowed to sleep for five or six days and was not allowed to go to the toilet.

At 5:00 p.m. on March 10, 2004, Li Wenguang from the Zhifu District "610 Office" called and asked me whether my wife had certain diseases. I said she had none and was perfectly healthy. Then he told me my wife was in the Liuhuangding Hospital. I went to the hospital and asked for her. At around 7:00 p.m., I saw that her left hand was cuffed to the bed and the lower half of her body was naked. She could not speak. No one was caring for her. After less than 20 minutes, a male nurse yelled at me. I asked to stay with my wife and take care of her, but the male nurse threw me out.

On March 11, 2004, in the morning, the "610 Office" told me that my wife had passed away. At 7:30 a.m. on March 11, 2004, the official from the Yantai “610 Office,” the Zhifu District Detention Center, and Liuhuangding Hospital sent my wife to the mortuary, even though she was still breathing. Her lower body was completely naked and frozen. After being informed of her death, our other family members arrived at the mortuary at around 11 a.m., and discovered tears flowing from her eyes.

I thought she was still alive, so I immediately went looking for a doctor. Because of the lies and propaganda spread by the Chinese Communist Party (CCP), the doctor totally disregarded my assertions. At our insistence, however, the doctor arrived at the mortuary with an electrocardiogram instrument at around 11:30 a.m. An examination with the device revealed that my wife's heart was still beating. After the electrocardiogram had produced more than 10 centimeters of test paper, the doctor ripped up the test results and fled.

While discussing the arrangements for handling her body with medical examiners from the Shandong Province Public Security Bureau and the Shandong Province Public Prosecutor, we raised the issue of the electrocardiogram test results, which had shown that her heart was still beating. However, in the end, all the examiners denied the accuracy of the test results.

Zhang Futian from the detention center, who processed the transfer of the body, agreed in writing to the following terms while my wife's body was stored at the Yantai City Funeral Home:

1. While Ms. He's body was stored there, her family members could view it at any time. Police and detention officials would not be allowed to interfere with their visitation rights for any reason.

2. Before any medical examinations were conducted, her family was to be informed. Medical examinations performed without the family's consent and presence would be considered invalid.

3. Her body could not be cremated without the family's consent.

I have been appealing to various local governments and the Supreme Procuratorate. The “610 Office” of the Yantai Police Department has sent people to bribe me many times. They even asked my neighbor to pressure me, telling her they'd pay 100,000 Yuan, or even more if necessary, on the condition that I give up my appeals. My neighbor refused. Could money compensate for the taking of a life? Isn't there justice? I filled out an application to send to Zhifou District head Li Wenguang, Liu Guoyao, detention center head Zhang Futian, and to the Procuratorate, and it's still delayed even to this day.

At around 8:30 a.m. on February 9, 2006, a relative and I went to see my wife’s body. A worker at the Yantai City Funeral Home told us, "I don't know the person who made this agreement with you. If you want to see the body, you'll have to find the policeman in charge of this case, and get his permission."

My relative and I went to the detention center, but the security guard wouldn't let us in. I explained the situation to the guard and showed him the agreement. He told me that Zhang Futian had left the detention center. I asked him, "Who should I look for now?" He called someone in the management office, who told him that the only one with the authority to help me was the director of the center, but he wasn't there either. We tried, but couldn't get in contact with him. The only thing we could do was go back home. After we got there, I called the current director, Ding Xianfeng, again. He told me that he didn't know anything about the agreement. He said he would ask his boss about it and have an answer for me by February 13.

At 8:30 a.m. on February 13, I went to the detention center to find Ding Xianfeng. He told me that he couldn't make a decision and advised me to go to the “610 Office.” At around 10:00 a.m. I arrived at the Zhifu District Police Station. I explained the whole story to the director of “610 Office,” Li Wenguang. He asked me to talk to his boss, Mr. Gao. I explained the situation to Mr. Gao and showed him the agreement, but he told me that he still had to check with his bosses. He also told me that the agreement was useless because it was given as a personal favor from Zhang Futian.

I told him, "That's okay. Even if Zhang Futian isn't here anymore, you must still investigate it. He would never dare to sign the agreement without consent from his superiors." I waited for the whole morning for an answer and nothing happened. Finally I had to go home.

Later, we consulted other medical experts who went to the Liuhuangding Hospital to look at my wife's medical records. They brought up the following: “1. There is no record of emergency treatment; 2. How did the cerebral embolism form? 3. There was no death certification report; 4. There are no results of the spinal tap; 5. There is no group diagnosis record.”

According to detention center head Zhang Futian, my wife had experienced dizziness on March 4 and they sent her to the hospital. However, according to medical records at the hospital, my wife had had difficulty speaking for seven days before she was sent to the hospital on March 4. However, Zhang Futian told us, "On March 4, the doctor said she was fine and had only a cerebral embolism [blood clot in the brain], so we took her back to the detention center for treatment." I asked the doctor about this questionable point and he said, "I said at the time she was ok on March 4, but I didn't say she would be fine in the future." Zhang Futian said, "Ms. He was on the brink of death on March 5 and was again sent to the Liuhuangding Hospital.”

After practicing Falun Gong, my wife became very healthy. How could she have suddenly developed a cerebral embolism? The two autopsy reports were both cover-ups for the "610 Office" and the detention center. One police officer said after he got drunk, "Ms. He died at 8:00 p.m. on March 10." Why did the hospital lie about the time of her death?

Looking at existing evidence, the "610 Office," detention center, and Liuhuangding Hospital all participated in the persecution of my wife. When the medical examiner performed the autopsy, he saw red dots all over her intestines. We suspect it's the result of an unknown drug injection. We call for people who know the truth to reveal the details about my wife’s death.
