Police Deny Mr. Jiao Proper Medical Care

leg was fractured in several places. Despite his condition, the authorities
refused to provide any medical treatment. Instead, they asked Mr. Jiao to go
back home. Because he did not obtain prompt treatment for his fractured leg, his
leg and foot swelled severely, almost doubling in size. ...
Mr. Jiao Long, male, 45, is a resident of Baiquan County, Heilongjiang Province.
The authorities have been persecuting Mr. Jiao and his wife, Ms. Zhang Liqun, since 2000 because they practice Falun Gong. To avoid continued persecution, Mr. Jiao left his home and became homeless in November 2001.

| At around 1 p.m. on December 11, 2004, when Mr. Jiao went to a practitioner’s home, Chief Peng from the Tuanjie Road Police Station and Section Chief Dong from the Shaertu District Political and Protection Section led a group of policemen to surround the building and try to arrest Mr. Jiao. Mr. Jiao began climbing down from the third-floor balcony, in order to avoid arrest and torture, but he fell and broke his leg. When the police found him he could not walk. They dragged him by his arms all the way to the police vehicle. The police sent him to the Tuanjie Road Police Station rather than securing medical attention. When they reached the police station, the police pulled Mr. Jiao out of the vehicle, dragged him into the station and started interrogating him. Officer Dong even kicked his broken leg.
