Mr. Wang Xinchun’s feet dropped off after torture and improper treatment.

My name is Wang Xinchun. I am 30 years old and live on the Fengmao Tree Farm, Jinsantun District, Yichun City, Heilongjiang Province. I began practicing Falun Gong in 1998 and my health improved tremendously.

After the central government banned Falun Gong, I was sentenced to forced labor for practicing Falun Gong. I was released in October 2001.

On January 8, 2002, while I was distributing Falun Gong flyers, Wang Wei and other police officers from the Jinsantun Police Station tried to arrest me. They chased me for several miles. While trying to get away from them, I accidentally fell into a frozen river and my legs were covered with ice. They caught me and took me to the Fenggou Police Station. At the police station, Wang Wei and Cui Yuzhong, the chief of police, knowing that this action would harm my feet, gave orders to a policeman to force my frozen feet into hot water. (Note: thawing feet in this way greatly increases the severity of frostbite injury.) They then slapped my face and hit me repeatedly on my chest. Because of the hot water my feet and legs became badly swollen and covered with blisters. In the evening they sent me home. I was unable to walk. My feet and legs festered and their condition worsened. In November 2002, because of their action, my feet dropped off, leaving me permanently disabled. To cover up their torture, the local authorities spread the rumor that I had used hot water to melt the ice on my feet, and caused the disability myself.

Because I told people how I had become disabled, on November 28, 2003, police officer Wang Shoumin ransacked my home, destroyed my electronic devices, and then hit me on my chest and my legs, causing my unhealed wounds to bleed. They sent people to monitor me every day. I was not even allowed to go out to buy my daily necessities.

On May 16, 2004, I managed to travel over 10 miles in my wheel chair. Five policemen

arrested me and took me to the police station. To prevent me from going out again to expose the torture, they confiscated my wheel chair.

On May 18, 2004, when I crawled to the local police office to ask for my wheel chair back, policemen Dong Shuhua and Xue Shenlin beat me with a wooden baton and a spade.

The local police have continued to abuse Mr. Wang Xinchun and his family. Additional details are described in the following paragraphs:

Mr. Wang’s mother Ms. Wang Guixiang, also a practitioner, was arrested in May 2002, and detained in the Harbin Drug Rehabilitation Center. Her legs were paralyzed due to the torture she suffered while in a forced labor camp. Mr. Wang’s father has also been arrested, interrogated, tortured and threatened because Mr. Wang exposed the facts of the torture he endured.

The tree farm authorities extorted 500 yuan from Mr. Wang in 2000 when he was in a forced labor camp. On February 1, 2005 Mr. Wang went to the camp to ask for his money back. Director Gao Qing'guo refused to give him the money and kicked him. The police dragged him out of the door. That morning, the secretary of the farm, Chen Chong, dragged, punched and kicked Mr. Wang. In the afternoon, the deputy director Liu Guangmin used a broomstick to hit him on his head, and then Liu kicked him and poured hot water on him. Liu choked him, used a lighter to burn his bandage, and smashed his leg stumps with a broomstick, causing them to bleed for a long time. Liu also hit Mr. Wang's head with a floor mop.

On February 2, 2005 Mr. Wang Xinchun returned to the tree farm to again ask for justice. Security guard Dong Shuhua got very angry and dragged Mr. Wang outside while punching and kicking him. Gao Qing'guo kicked Mr. Wang and smashed a chair over his shoulder and back. Mr. Wang was injured in many areas. That afternoon, Liu Guangmin again used a lighter and burned the bandage Mr. Wang uses to protect his knees when he crawls.

At 9 a.m. on March 19, 2005, the deputy director of the Public Safety Bureau, Dong Delin, the director of the 610 Office in the bureau, Xiao Jingyu, director of the Feng'gou Police Station, Min Changchun, officer Wang Shoumin and officer Chen Yongmei (nickname Erhong) broke into Mr. Wang's home. They arrested his mother and another practitioner, Wang Guixiang, took them to the garage of the tree farm and interrogated them. At 1 p.m., officer Wang Shoumin and others broke into Mr. Wang’s home again and also brought his father to the garage of the tree farm for interrogation. They did all this in an effort to find out who had provided information to the Clearwisdom website, which posted a picture of Mr. Wang with his feet gone.

Mr. Wang Xinchun went in his wheel chair to ask that they bring his mother back. Officer Wang Shoumin pushed Mr. Wang off the wheel chair. When Mr. Wang was lying on the ground, the officer beat him very severely. Mr. Wang's mouth and his legs were bleeding. As a result of the repeated abuse, Mr. Wang’s legs have not been able to heal.

On April 9, 2005, Xiao Qingyu and a group of policemen arrested Mr. Wang Xinchun again when he was learning shoe-repair to make a living. They also arrested his father because Mr. Wang has published his articles to the oversea website.
