Ms. Shi Yinghua, female, 40, resident of , Yichun City, Heilongjiang Province, a former elementary school teacher at the Jinshan Forestry Farm Elementary School.  

Perpetrators:

1.      Sun Hongxi, Former Party Secretary of the Jinshantun District, Yichun City, Heilongjiang Province (Chairman of Jinshantun District People's Congress)

2.      Meng Xianhua, Deputy Chief of the Jinshantun District Police Department, formerly head of the district “610 Office”.

3.      Dong Delin, Deputy Chief of the Jinshantun District Police Department

4.      Zhang Xingguo, Jinshantun District, former head of the Political and Security Section of the Police Department

5.      Xiao Jingyu, Head of the 610 Office of the Police Department, Jinshantun District

6.      Gao Qingguo, former General Manager of the Jinshan Forestry Farm, Jinshantun District, General Manager of the Fengmao Forestry Center

Brief Description:

Ms. Shi Yinghua was under police surveillance since July 20, 1999, because she is a Falun Gong practitioner. Her home was searched, and she has to ask permission from the local authorities if she needed to go anywhere. On October 20, 1999, she was arrested on her way to work.

The police took Ms. Shi to the Jinshan Forestry Farm’s main office. There, when the general manager Gao Qingguo interrogated her, she openly expressed her intention to continue practicing. As a result, Ms. Shi was sent to the Jinshantun District Procuratorate, where she was imprisoned with 20 other Falun Gong practitioners. Men and woman were kept in one room. They were not allowed to sleep.

Upon learning that Ms. Shi intended to persist in her practice of Falun Gong, Party Secretary Sun Hongxi, Chairman of the Jinshantun District People’s Congress; 

former head of the 610 Office Meng Xianhua, now Deputy Chief of the Jinshantun District Police Department; Deputy Police Chief Dong Delin; former Political & Security Section Head Zhang Xingguo; and Deputy Head of the 610 Office of the Police Department, Xiao Jingyu, together decided to transfer her to a detention center .

At the detention center Ms. Shi was not allowed to contact her family. She developed symptoms of mental disorder after only ten days of detention. Even so, the police shackled each of Ms. Shi’s arms and legs to a large frame, stretching her body in four directions and causing extreme pain. She was fixed in this position 24 hours a day.
