Xu Xiaolong Arbitrarily Detained and Sentenced for His Belief

Mr. Xu Xiaolong, 47 years old, a resident of Tianjin City, formerly an engineer at a Factory of the Tianjin Bohai Petroleum Trading Company.

 

Because he refused to stop practicing Falun Gong, Mr. Xu was dismissed from his job. On October 28, 1999, Mr. Xu’s former work unit and the local police station arrested him. On March 22, 2000, the Tianjin No. 1 Intermediate Court sentenced Mr. Xu to five years in prison because he practices Falun Gong. He pleaded not guilty and immediately appealed to the Tianjin Superior Court. The Tianjin Superior Court upheld the previous verdict.

 

In May 2000, Mr. Xu was sent to the Tianjin No. 1 Jail in Liyuantou, Tianjin City. During the time he was in jail, Mr. Xu wrote 28 pages of factual report to expose the brutal torture of practitioners in the Tianjin No. 1 Jail. However, Fan Yasheng and other policemen confiscated the written material and his appeal was not even go out the jail.

 

Mr. Xu’s five year term ended on October 27, 2004, and he was supposed to be released, but Fan Yasheng and others said he had "not transformed well." Instead of releasing him, they transferred him to the Tianjin Public Security Bureau Detention Center.

 

At the detention center, Mr. Xu wrote more report exposing the persecution of Falun Gong practitioners in the Tianjin No. 1 Jail. Including, the Tianjin No. 1 Jail forced practitioners to wear heavy shackles and made them tour the jail by walking from the first floor to the fourth floor and back. The practitioners had to walk constantly until their feet were covered with blood because the shackles dug into their flesh.

 

In the mean time, Mr. Xu also wrote an appeal letter about his detention. He intended that the report and the appeal letter be sent to the Appeal Section of the Tianjin Superior Court. However, they were instead transferred to policeman Zhao's hands in the legal system office at the Xiqing Public Security Bureau. After finding out about them, the section leader Liu and others in the Tianjin Xiqing Public Security Bureau wanted to cover up the truth, they sentenced him to another year and three months at a forced labor camp. In January 2005, they sent Mr. Xu to the Shuangkou Forced Labor Camp in the Beichen District in Tianjin City. Mr. Xu is still detained there.

 

When Mr. Xu Xiaolong was transferred from Tianjin No. 1 Jail to the Public Security detention center in Tianjin, his right arm was fractured from being beaten. In March 2005, after his family members pleaded to visit him, they got to see him only with the help of an unofficial insider. They noticed that his right arm had still not recovered.

 

Seven months have passed since Mr. Xu's October 27, 2004, scheduled release date. Mr. Xu 's father, who is 80 years old, and other family members traveled four times from Sichuan Province to Tianjin City. They went to different places and inquired about Mr. Xu 's situation and his whereabouts. Many times, they requested his unconditional release. Mr. Xu's mother, a Falun Gong practitioner who is in her 70s, was also tortured so severely that the right side of her body is paralyzed. She is in a wheelchair. Nevertheless, on March 11, 2005, Mr. Xu’s father and mother traveled to Tianjin City. They rented a room in the Xiqing district and stayed there for two months in order to see their son. They went to the Xiqing Public Security Bureau many times and requested to see their son. However, the authorities did not even allow them to see Mr. Xu even once.

 

The elderly couple was finally able to see the camp’s Director Liu on a visitor’s day, but his attitude towards them was very rude and refused their request to see their son. The Xiqing Public Security Bureau has never sent any notice to Mr. Xu 's family telling them where he is detained and has never allowed them to visit him.
