On July 21, 1999, Mr. Huang Xiong participated in the group appeal at Zhongnanhai, the central government compound in Beijing. The next day the Chinese government officially banned Falun Gong nationwide. Mr. Huang has sent information about the resulting persecution overseas through the Internet. He also helped distribute anti-persecution information from foreign sources to practitioners in China.

On February 11, 2000, Mr. Huang visited a practitioner, Mr. Liang Chaohui[1]. They were both arrested and beaten by Beijing police. Mr. Huang was then escorted back to Jiangxi Province where he was sentenced to two years of forced labor in the Ji’an County Labor Camp. During his detention, he was tortured and forced to attend brainwashing sessions.

In the summer of 2001, Mr. Huang was released on bail. While out on bail, he was forced to attend brainwashing sessions at the local police station and his personal freedom was restricted. To avoid further persecution, he left home and wandered homeless on the streets for almost two years.

Upon learning that Mr. Huang had left home, the authorities from Jiangxi Province and the local Ji’an government frequently came to his home to harass and threaten his family members. They ransacked his home to find information regarding his whereabouts. His brother-in-law had been on forced suspension from work, and the local police forced him to travel to many different places in search of Mr. Huang. On one occasion, the local government and the police station sent thirteen groups of people to search for Mr. Huang.

The searching was not only carried out inside China. The Chinese Public Security Office also targeted Mr. Huang’s older brother, Mr. Huang Wanqing, a Falun Gong practitioner living in Georgia, USA. They investigated three generations of Mr. Huang Wanqing’s family and their activities. They also went to his university classmates to learn everything they could about his situation before and after he came to the U.S.

Later, Mr. Huang went to Shanghai in an attempt to avoid the persecution. The Shanghai Public Security Office found that he distributed information opposing the persecution of Falun Gong, so they began another search for him. On April 19, 2003, Mr. Huang called his brother living in Georgia, Mr. Huang Wanqing, telling him that he was going to Yunnan Province to avoid being arrested in Shanghai. He has been missing since then, and none of his relatives or friends know his whereabouts.

Steps taken to find Mr. Huang Xiong

Mr. Huang Xiong’s brother, Mr. Huang Wanqing (phone: +1-678-557-4661, email: whuang9904@yahoo.com), and all of his family members have been searching for him through the Internet, newspapers, and on TV. They have posted articles and messages everywhere looking for Mr. Huang. They have called the Public Security Office, and all of the police stations in Shanghai City, Jiangxi Province and Sichuan Province multiple times; however, none of the authorities have taken responsibility for Mr. Huang’s disappearance. Jiangxi Province’s Chief Tian said he did not have any information about Mr. Huang.

In mid-2004, Chief Officer Hu of the Yangpu District Police Station in Shanghai said the authorities knew Mr. Huang’s situation very well, but he refused to release his whereabouts.

On August 9, 2004, Congressman John Linder wrote to Mr. Huang Wanqing indicating that he sent a letter to the U.S. Consulate in Beijing about Mr. Huang Xiong’s disappearance. The U.S. Consulate in Beijing also sent an official letter to the Chinese Ministry of Foreign Affairs to request information regarding Mr. Huang's case.

The World Organization to Investigate the Persecution of Falun Gong has already sent a circular about its investigation. It lists Jiangxi Provincial Police Station, Shanghai National Security Bureau, Shanghai Police Station, Wan'an County Police Station, and Ji'an Municipal Detention Center as the key targets to be investigated regarding Mr. Huang's abduction.
