Incident: Regular passport renewal got rejected for 3 times
by Chinese Consulate in Chicago
Details of the Incident: Jiang Zhu’s passport expiration date is on April 4, 2002 (see in the photo below). According to the regular procedure, she applied for renewal to Chinese Consulate in Chicago.
She mailed her passport to the consulate for the first time on February 26, 2002. The application was mailed back and rejected for renewal, without any explanation.
She called the passport office in the consulate and was told to mail again. She mailed in on March 14, 2002. But the renewal was rejected for the second time. Again, there was not any explanation.
She mailed for the third time on March 26,2002. Several days later, one consular called her. He said that her passport could not be renewed. When asked why, he said that it’s due to the order from the Ministry of Foreign Affairs of China. When further asked about the reason, he said that he just followed the order and wouldn’t give any explanation.
Then she drove to Chicago twice to the Chinese Consulate there, trying to ask why and for an explanation. She stayed in Chicago for a whole week in May, going to visit the Chinese Consulate everyday. However, no official or written explanation was given. Actually, the consular in charge didn’t come out to see her until she insisted again and again. Finally, Mr. Ye Zhen, the visa consular talked with her for 15 minutes and stated two points clearly: 1) Her passport wouldn’t be renewed; 2) The reason for the denial is because she had committed the crime of “ harming the security of China”.
She has not been able to have a valid passport ever since.
