Falun Gong Practitioner Mr. Pan Xingfu and His Family

Mr. Pan Xingfu, male, 31, a former official from the Shuangyashan Bureau of Postal and Telecommunications, Shuangyashan City, Heilongjiang Province.

Mr. Pan started to practice Falun Gong in 1993 and since that time he has always conducted himself according to Falun Gong’s principle of Truthfulness-Compassion-Forbearance.

He was the director of the Exchange Center of the Telecommunications Bureau and the vice director of the Bureau of Post and Communications in Youyi County. He was one of the best employees at his workplace. He received many awards and honors because of his excellent work, such as "advanced worker," "model worker,” and "Trans-century Talent in Postal and Telecommunications System in Heilongjiang Province.” After Mr. Pan taught his mother the Falun Gong practice, all of her illnesses were healed. Mr. Pan’s wife, brother and sister-in-law are all Falun Gong practitioners. Mr. Pan’s family was living a very happy and peaceful life before the persecution of Falun Gong started in July 1999.

On July 19, 2000, the political security section of the police department in Shuangyashan City unlawfully jailed Mr. Pan in the police department for one month because he visited an overseas website related to Falun Gong (the Minghui website). They accused him of the fabricated charge of "damaging the public order." The director of the political security section of the police department Jiang and policeman Ge unlawfully seized his cell phone (valued at 4,000 Yuan), his pager and 600 Yuan in cash.

On December 28, 2000, Mr. Pan and his family went to Beijing to appeal to the government for an end of the persecution of Falun Gong. On Tiananmen Square, policemen beat him severely and knocked off his glasses. His fingernails turned black from the beating. Mr. Pan was then sent to the Tiananmen Square Branch of the police department, then to the Shahe Labor Camp and finally to the police department in Changhe County. He refused to reveal his name and address.[1] In order to get him to reveal them, more than a dozen policemen took turns torturing him. His hands were painfully cuffed behind his back with one hand over the shoulder and the other hand against the lower back. A policeman then applied a great deal of force to repeatedly pull the cuffs to hurt him. The handcuffs were so tight, and dug into the flesh around his wrists so deeply that it needed two people to lock and unlock the cuffs.

After he was forced to tell his name, he was jailed in the basement of the Shuangyashan City Government Liaison Office in Beijing. In the daytime, Mr. Pan, his wife, their 10-month-old baby and all the other captured Falun Gong practitioners, whether they were old, young, man, or woman, were jailed in a less-than-10-square-meter room with no windows. They were forced to pay 45 Yuan as a luggage storage fee and 45 Yuan for room and food. After being jailed in the room for 7 days without sunlight or milk to drink, Mr. Pan’s baby's lips became infected. The baby cried every day until he totally lost his voice. The baby's digestive system was adversely affected and had still not healed when they returned home.

Seven days later, Mr. Pan’s family was escorted back to Shuangyashan City. Mr. Pan managed to escape on the trip so as to avoid further torture. He became homeless so that he could avoid being recaptured. Mr. Pan’s mother was detained in the detention center for four months. Mr. Pan's wife was taken to the Wohongqiao Police Station with her baby and was finally released on bail. Her workplace refused to pay her salary or give her work, and they tried several times to force her to sign a “Guarantee Statement” renouncing Falun Gong. In the middle of 2001, her workplace fired her because she refused to give up the practice of Falun Gong. On May 4, 2001, the section head (whose surname is Han) of the political security section of the police department in Baoqing County and policeman Qianggang, arrested her and detained her for 4 months.

In May 2001, Mr. Pan, with another Falun Gong practitioner, Mr. Ji Songshan, was on the way to Fuli Town. Shuangyashan patrol officers were inspecting all the vehicles on the road and stopped Mr. Pan's taxi. Policemen Xu Hongkai and Shang Ancheng found Falun Gong books in the taxi. Therefore, they jailed Mr. Pan and Mr. Ji in the Shuangyashan Detention Center, and confiscated a laptop computer and a pager.

At 8:00 a.m. on March 7, 2002, the Jianshan District People's Court unlawfully put Mr. Pan on trial. There were many policemen blocking the gate of the court and the walkway. They stopped Mr. Pan's family and many Falun Gong practitioners from entering the court. Only his elder brother and his mother managed to get into the courtroom. They did not even allow pedestrians to stay on the roadside nearby. All the seats in the courtroom were pre-assigned, and only people with tickets were allowed in. It was wintertime, but his wife and their 3-year-old child were blocked from entering and were forced to wait outside in the cold. The judgment was not announced at the hearing. Instead, the judge told everyone that the result of the trial would be announced 7 days later. On March 14, 2002, the written judgment was issued. Mr. Pan was unlawfully sentenced to 5 years in prison.

On April 15, 2002, Mr. Pan's wife, Ms. Zhang Li, was arrested at home. In January 2003, she was illegally sentenced to nine-years of forced labor in the Harbin Women's Prison.

At the end of March 2002, Mr. Pan’s elder brother, Mr. Pan Xingkun was sent to the Suihua Labor Camp in Helongjiang Province, and in December 2002, his wife was sentenced to 2 years of forced labor. She was tortured in the Jiamusi Labor Camp, Helongjiang Province. The Suihua Forced Labor Camp in Heilongjiang Province is a notorious place, where Falun Gong practitioners are brutally persecuted. A special team was established to persecute and brainwash the practitioners. They put to use a variety of torture methods such as long sessions of forced brainwashing and depriving practitioners of sleep. These hardships made some practitioners lose their mental clarity and succumb to the brainwashing. The many different methods they used to torture practitioners included physical and verbal abuse, arbitrary detention beyond their terms, solitary confinement, forced viewing of Falun Gong-slandering videos, electric baton shocks and forced sitting on a steel chair for extended periods of time. For the practitioners who refused to renounce Falun Gong, the police used more serious physical punishment. For instance, the police forced some practitioners to sit on a bench and face the wall for long periods of time. Several criminal inmates were induced to monitor them around the clock, forbidding anyone to practice Falun Gong exercises.

On September 18, 2002, Mr. Pan Xingkun was locked in a small cell[2] and forced to sit on a Tiger Bench.[3] Police team leader Hao Liangui and deputy leader Fan Xiaodong ordered a guard, Zeng Lingjun, to violently beat Mr. Pan. Right after that, the labor camp head Ji Feng told the police to turn up a tape player to the maximum volume to keep Mr. Pan from sleeping. They provided only one bun for each meal. Mr. Pan was kept in the small cell for three days. One time because Mr. Pan refused to watch the Falun Gong-slandering video, policemen Fan Xiaodong, Jia Yupeng and Jin Qingfu beat him.

At the end of 2002, because the labor camp's so-called "reform rate" did not reach the quota, the labor camp intensified the persecution of the Falun Gong practitioners. Mr. Pan Xingkun was tortured repeatedly during this time. Five policemen took turns beating and verbally abusing him until he lost consciousness. Later, he was beaten so badly that he lost control of his bladder and bowels. Even then, the police still stripped him of all his clothes and underwear and used four electric batons to shock him for as long as four hours. His body was covered with blisters that remained for many days. Policeman Fan Xiaodong kept shocking him on one leg for a long time. The flesh was burned so badly that everyone saw smoke. The scar is still clearly visible. After the torture, Mr. Pan developed an irregular heartbeat. In March 2003, police tortured him again to punish him for being steadfast in his belief. His mouth was swollen so badly that he could not eat for days.

Four people in one family were jailed. The only practitioners left at home were Mr. Pan's mother, his 3-year-old child and his brother's 8-year-old child. Mr. Pan’s mother not only had to take care of her grandchildren, but also had to deliver winter clothes to four grown ups in jail.

On the morning of May 2, 2002, Mr. Pan's mother had just gotten up and was on her way to the bathroom outside of the house. As soon as she opened the door, the chief of the Wohongqiao Police Station with three policemen (one of them surnamed Lu) rushed into her house. They refused to allow Mr. Pan's mother to go out to use the bathroom. With no other choice, she found a urine container and relieved herself while the male policemen turned the other away. Then, they searched her house. They confiscated all the Falun Gong books. Mr. Pan’s 3-year-old grandson cried, with one hand holding onto his grandmother, and the other hand holding the policemen, begging them, "Please don't take my grandma away!" When Mr. Pan's mother refused to be arrested or to get into the police car, the four policemen carried her into the car and unlawfully sent her to the detention center leaving the children alone with no one to care for them.

In the detention center, to protest the unlawful detention, Mr. Pan's mother went on a hunger strike and refused to take any food or water for 15 days. The director of the detention center, Bai Shuwen, with the assistance of other policemen and criminals, violently force-fed her in the hallway. Prison doctor Xu Enjiang pried her mouth open with a sharp tool, and poured corn gruel with a lot of salt added to it into her mouth. The violent force-feeding injured her mouth and made it bleed. Her shirt was soaked with the blood from her mouth. After the force-feeding, they locked her in an iron chair.[4] Finally, she was released after 15 days on a hunger strike. Her grandson was traumatized by this episode. After that he screamed loudly whenever he heard any loud noise. He is in constant fear of the police taking away his grandma again.

After his arrest in May 2001, Mr. Pan Xingfu was detained at four different places. First, he was sent to Shuangyashan Detention Center, then to the Qitaihe Forced Labor Camp, then to the Suihua Forced Labor Camp and finally to the Mudanjiang Forced Labor Camp. He was compelled to do many jobs: feeding pigs, making dough, cleaning floors, etc. One day in June 2003, Mr. Pan fainted when walking in a hallway. A doctor diagnosed him as having anemia (lack of sufficient red blood cells). Over time his condition worsened. At 3:00 p.m. on June 18, 2003, political instructor Zheng Yuhe in prison ward 16 sent him to the Police Hospital in Mudanjiang City. He was admitted as a TB in-patient. His diagnosis was TB type pleurisy and lung tissue damage.

In the hospital, Mr. Pan was closely watched and was under tight control. He was very weak. He could not even use the toilet alone, and his legs suffered from infections of the nerve endings. He felt a sharp pain whenever the leg was touched. He was put on intravenous drip 24 hours a day. Costs in the hospital were very high. Mr. Pan had to pay 5,199 Yuan for the treatment.

On July 8, 2004, the Mudanjiang Forced Labor Camp sent Mr. Pan to the Shuangyashan City Hospital for infectious diseases hoping to avoid any responsibility for his death. His mother finally saw him after a long separation. Mr. Pan was tortured so badly that his mother could barely recognize him. He could not walk and needed help when sitting up or lying down. He was emaciated and weighed only around 40 kg. Even his 64-year-old mother could easily carry him. Every time he went for an examination, his mother and oldest brother had to carry him from the third floor to the ground floor. The doctors had to draw out liquid from his chest once every five days, and they did this eight times in total. Every time the yellowish liquid from his chest would fill up a gourd ladle. He couldn't even talk without fighting for breath. He had a high fever and was sweating. He had to sit on the bed for a bowel movement. His urine was a reddish color. On July 20, 2004, a frail Mr. Pan was allowed to go home. His condition did not get better at home, however. He had to lean against the wall when walking and remained extremely thin and frail.

At the end of January 2005, Mr. Pan’s condition suddenly deteriorated. He was losing even more weight and had abdominal swelling. Mr. Pan Xingfu died on January 31, 2005, at 11:00 p.m. On February 2, more than one hundred friends and family members held a memorial service for him. Even on such a sad day, the police in the 610 Office did not stop harassing the Falun Gong practitioners. Policeman Du Zhanyi hid in a police car to monitor the memorial. Many undercover officers from Jianshan Police Station were also there. The police from the 610 Office took photos even at the door where the urn was picked up.

[1] In China, the practitioner’s relatives, work unit, or local officials can be implicated and fined once he gives his name. Therefore out of consideration for others, practitioners often refuse to reveal their name or address.

[2] Locked in a Small Cell: A small cell is a room of less than three square meters. It has no window, no bed, no water, and no toilet. The practitioner is locked in a small cell for months, having to eat, sleep, and excrete in the same small area. Since the height of the room is less than 1.5 meters, the practitioner cannot stand straight. To exacerbate the agony, the guards often handcuff the practitioners to the small cell door so that the pain prevents them from being able to sleep.

[3] A practitioner is tied on a narrow wooden or iron bench by the thighs and knees, with hands tied behind the back or tied to the foot of the bench. Increasing the number of boards or bricks inserted under his feet creates excruciating pain. The police often use this device to immobilize Falun Gong practitioners to force-feed them.

[4] The practitioner is tied or shackled to an iron chair, usually with minimal or no clothing. The practitioner must then eat, sleep, and eliminate in the chair.
