A Brief Description of the Incident:

In June 2000, Mr. Kuang Liang was arrested for distributing Falun Gong flyers. He went on hunger strikes many times during his detention at the Longbao Detention Center to protest his illegal detention. Shackles and handcuffs were put on him to prevent him from practicing. Later on, he was sent to Pipaping Mental Hospital for “treatment”, although he was healthy. When he became mentally disturbed, he was released from the hospital.
