A Brief Report of the Incident:

In January 2000, Fan Yaxiong went to Beijing to appeal to the government against the ban of Falun Gong and got arrested for engaging in this constitutionally protected right, and detained on criminal grounds at the detention center of Xuanhua city, Hebei province. After she was released, she went to appeal two more times, and each time she was arrested for appealing and was committed to the Shalingzi Mental Asylum in Zhangjiakou city where only people with mental disorders are sent, though she is healthy. She was fined over 12,000 Yuan and was tortured there. At the end of July 2000, she was sent to Tangshan labor-education camp.
