A Brief Report of the Incident:

 

From December 2000 to May 2001, Zhang Lining was detained in the Changzhou Mental Hospital because she went to Beijing twice to appeal for her right to practice Falun Gong and because she wrote letters of appeal to officials in the Jiangsu provincial government and the central government against the ban of Falun Gong. There was no reason or need for Ms. Zhang to be admitted into the Changzhou Mental Hospital.
