Victim:

Niu Jingping, male, 49, Beijing

Location of Detention and Torture:

Huilongguan Mental Hospital, Beijing

Perpetrators:

1.      Director of Huilongguan Mental Hospital, Beijing

2.      Mr. Gao, Director of Chaoyang District Police Station, Chaoyang District, Beijing

3.      Ding Jinming, male, Associated Director of Chaoyang District Police Station, Chaoyang District, Beijing

4.      Song Xuejun and Zheng Dongping, police officers of Chaoyang District Police station, Chaoyang District, Beijing

A Brief Report of the Incident:

At 7:00a.m, on Nov. 4, 1999, several policemen from Chaoyang district police station of Beijing intruded into Falun Gong practitioner Mr. Niu Jingping's home and escorted him to the Huilongguan Hospital (a hospital for mental diseases) without legal arrest warrant, just because he practiced Falun Gong. Despite the fact that in the mental hospital many medical workers conducted a joint-examination on him for half a day and made the diagnosis that he was normal, the police nevertheless had him thrown into the special care ward for treatment where he was injected with drugs three times a day. He was detained in the mental hospital under such maliciously punitive misuse of drugs for 7 days. When the supervisor of his workplace came to pick him up, Mr. Niu asked the hospital to give him a certificate of the original diagnosis, which indicated no abnormality. The hospital refused and threatened him with the words: “No, in fact we will detain you again if you go to appeal to the government to restore the reputation of Falun Gong.” Instead, the Beijing Chaoyang District Police Station issued a certificate with a false diagnosis indicating that Mr. Niu has a mental disease.
